The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 8, 1982.

The meeting was called to order by the Chairman.
Commissioner Smith moved to remove from table, discussion of the closing of the
Sanford branch of the Florida State Employment Office.

Seconded by Commissioner Yancey and
Tim McCauley, Office Manager, Sanford branch of the Florida State Employment Office
appeared to discuss the possible closing of the local office,
He reppmted that cut-back,s in federal funds had caused' hi.s staff members to be
reduced from 18 to 13 .employees. Also, that his field supervisor had told him this Sanford
office would be closed. He asked the City to support efforts to keep the office open.
Charles Frame, Third Street and Magnolia Avenue, Sanford, appeared and reported
that Florida is losing a billion dollars per year in federal funds, and he would be happy
to explain his research to the City.
The Commission authorized the City Manager to contact the State Employment Office
in Tallahassee and Representative Bobby Brantley'S office to gain further information on
the possible closing of the Sanford branch of the Florida State Employment Office.
Andrew Kutz, Architect, 2004 French.Avenue, Sanford, appeared to support a request
for a four to six month extension to pave off-street parking at his new office, located at
133 West Airport Boulevard. Commissioner Keith moved to authorize the request for a period
of four months. Seconded by Commissioner Smith and carried.

Recommended by the City Manager.
On recommendation of the City Manager, Commissioner Farr moved to authorize same, with review
by the City Manager of the progress every 30 days, and if no acceptable progress is made,
to bring the extension back to the Commission for rescission and an order to demolish. Secon-
ded by Commissioner Yancey and carried.
The Mayor reported he will be unable to attend the February~iEast Central Florida
Regional Planning Council Metropolitan Planning Organization meeting to be held February 18,
1982 at 3:30 P. M. in the Orlando City Hall. Commissioner Farr moved to appoint'Commissioner

RECOMMENDATIONS
Recommend approval to rezone from MR-1 to SRo2, the property
generally located south of Airport Blvd., north of proposed
Lake Mary Blvd., north of proposed Lake Mary Blvd. Extension,
and east of Highway 17-92. The planned use of this property
is for a Mobile Home Park.
Rep.-Gerald B. Braley.
Gerald Braley, 1944 Green Meadow Lane, Orlando, appeared and stated they feel a
mobile home site development is the best use of the land. Also, if Lake Mary Boulvard needs
to be opened, they will participate in the improvements and extension.
Commissioner Fart moved to authorize a public hearing to be held March 8, 1982 to
consider the rezoning, and to authorize the proper notices. Seconded by Commissioner Smith
ana carried.
Commissioner Yancey moved to remove from table, consideration of the second reading
and adoption of Ordinance No. 1590. Seconded by Commissioner Smith and carried.
The City Attorney reported he is still working ~ some of the wording in the
ordinance, to comply with state law.

an ordinance by the City of Sanford, Florida, title of which is as

AMENDING SECTION 22-15(a)(12) OF THE SANFORD
CITY CODE AS PREVIOUSLY AMENDED BY ORDINANCE
NO. 1569, SAID SECTION PROVIDING A DEFINITION
OF GROUND SIGNS; PROVIDING FOR SEVERABILITY,
CONFLICTS, AND EFFECTIVE DATE.
introduced and placed on first reading and read in full at meeting of January 25, 1982, was
next placed on final reading. After being read by title, the Chairman announced that the
Commission would hear from those persons present to speak in favor of, or in opposition to,
the adoption of the ordinance. No one appeared.
Commissioner Smith moved on the passage and adoption of Ordinance No. 1594. Secon-
ded by Commissioner Fart and carried over dissenting vote of Commissioner Keith.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1594, entitled:

On recommendation of the City Manager, Commissioner Fart moved to accept high bid in amount
of $2,750.00 from Zion Hope Missionary Baptist:;Church. Seconded by Commissioner Yancey and
carried.
Letter submitted from Charles J. Volk, Jr , Sanford Lakeview Development, Inc ,
Lake Monroe Marina, informing the City that they deCiare their interest null and abandon
a certain lease dated November 7, 1980 for a portion of Lot 1, Sanford Riverfront Project,
for plans to develop a yacht basin and related facilities· The Commission accepted said
release·
The City Manager reported that the State of Florida Department of Transportation
will be installing new traffic signals on U.S. 17-92 at State Street and at Park D~ive.
On recommendation of the City Manager, Commissioner Fart moved to authorize the adoption of
the proper resolution and for the City Manager to execute the standard agreement· Seconded
by Commissioner Smith and carried. Said Resolution being in words and figures as follows:

The City Manager reported that property in Orange County foreclosed by the City
at a sheriff's sale has liens and. judgements against it which are greater than the value
of the property, and recommended not to pay the ad valorem taxes on the property. Commis-
sioner Fart moved not to pay the taxes on said property. Seconded by Commissioner Yancey
and carried.
Commissioner Keith moved to authorize payment of annual premium in amoufit of
$5.700.00 to John E. Hunt & Associates. Inc.. for oublic official's liability insurance.

The City Manager r. epor.ted on an educational program by New Resource Group to get
homeowners to install water saving devices in their home plumbing systems. Commissioner
Smith moved to table discussion of same until the next meeting, and to authorize the City
Manager to report on estimated cost savings-to the city if.t~he~.program is implemented.

Letter of resignation submitted from Clifford McKibbin, from the Board of Bond
Trustees. Commissioner Farr moved to accept same with regrets, and to authOrize the adop-

WHEREAS, CLIFF W. McKIBBIN, JR. has served as a
member .of the Sanford Industrial Commission from October 14,
1968 to January 1, 1970; and
WHEREAS, CLIFF W. McKIBBIN, JR. has served as
Chairman of the Planning and Zoning Commission from December
5, 1957 to January 1, 1970; and
WHEREAS, CLIFF W. MCKIBBIN,~ JR. has ~served as a
member of the Planning and Zoning Commission from September
15, 1955 to January 1, 1970; and
WHEREAS, CLIFF W. McKIBBIN, JR.. has served as City
Manager of the City of Sanford, Florida, from December 29,
1948 to January 1, 1952; and '~
WHEREAS, CLIFF W. McKIBBIN, JR. served as ~the first
and only President of the Sanford-Seminole Development Corpora-
tion, Inc. which was created in 1962; and
WHEREAS, all of the service of CLIFF W. McKIBBIN, JR.
in addition to his ordinary duties on the Board of Bond Trustees
has involved a tremendous amount of his time and effort, all of
which has contributed to the growth and development of the
City of Sanford, Florida,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, thatli~.he City Commission of the
City of Sanford, Florida, hereby acknowledges and commends
CLIFF W. McKIBBIN, JR. and hereby expresses its sincere gratitude
and appreciation for his devoted and'unselfish service to the
citizens of the City of Sanford,'Florida.

The Commission authorized to hold a special meeting at 12:00 noon on February 12,
1982 with the auditors, to discuss the 1980,81 Audit.
The Commission authorized to be placed on the next Agenda, the discussion of use
of Seminole County "Baker Act" funds to implement, a-community-based residential care facility..
The City Manager submitted Condemnation Gr~oup 67, Reports Nos. 82-1015 through
82-1026. On recommendation of the City Manager, Commissioner Fart moved to hold a public
hearing February 22, 1982 to consider same, and to authorize proper notices. Seconded by
Commissioner Smith and carried.
There :being no further business, the meeting was adjourned.
