The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 26, 1982.

The meeting was called to order by the Chairman.
Larry Strickler, Manager, Southern Bell Telephone Company, appeared to offer full
cooperation in future working relations with the City, during storm and emergency restora-
tion procedures.
Request to be designated a depository for city funds submitted from First Federal
of Mid-Florida, 3090 South Orlando Drive, Sanford, Florida. Commissioner Farr moved to
authorize same for the calendar year 1982. Seconded by Commissioner Smith and carried.
On motion of Commissioner Yancey, seconded by Commissioner Farr and carried, Ordi-
nance No. 1598, entitled:

On motion of Commissioner Farr, seconded by Commissioner Smith and carried, Minutes
of meetings of April 12 and 19, 1982 were approved.
On recommendation of the City Manager, Commissioner Smith moved to authorize the
City Attorney to prepare the proper resolutions to commend Reed Eden and John Moore for
their actions on April 8, 1982, to.save from drowning, a woman who had stepped into a drain-
age ditch on West 20th Street. Seconded by Commissioner Keith and carried.
The City Manager submitted a report on municipal liens resulting from lot mowing
and condemnation demolition, as follows:

On recommendation of the City Manager, Commissioner Farr moved to authorize the City Attorney
to proceed with a suit to foreclose on said liens. Seconded by Commissioner Smith and carried
Commissioner Smith moved to remove from table, consideration of a request for a
street light on Park Court. Seconded by Commissioner Yancey and carried. After discussion,
Commissioner Smith moved to table consideration of same, until meeting of May 10, 1982.
Seconded by Commissioner Yancey and carried.
The City Manager submitted a copy of the final judgement dated April 19, 1982, in
the case of Speer vs. City of Sanford, No. 80-1140-CA-17-K, finding in favor of the City
to implement the Sanford Downtown Development Plan.
The City Manager submitted a tabulation of bids for an electric motor driven valve

The City Manager submitted a letter from the Florida League of Cities, including
a preliminary 'estimate'of additional 1¢ sales tax revenues allocated to Sanford in amount
of $552,353.
The City Manager reported the Florida Legislature agreed to direct the Division
of Retirement to submit to the next term of the legislature an actuarial study on the impact
of municipal withdrawal from the Florida Retirement System.
The City Manager reported, that according to police intelligence, the Molly Magee
Restaurant, 2544 Park Drive, may have had entertainment which is in violation of City Code
Sec. 3-26, further, that the City will enforce the Code.
Letter submitted from Orville Reiley, Commander, Veterans of Foreign Wars Post
10108, reporting his association has .reviewed their financial position and cannot afford
to move from the City's log cabin located at the corner of Seminole Boulevard and Myrtle
Avenue,' and would like continued use of the building and will proceed to repair the storm
damage The City Manager reported he will investigate and report to the Commission at meet-
ing of May 10, 1982.
The City Manager reported that Mrs. Debbie Carver, 2526 Poinsetta'Avenue, had
complained of stagnant, standing water on the abutting vacant lots, and further, that she
had called the owner of the property, Shubert Construction Company, Altamonte Springs Flori-
da, and they would do nothing. The Commission authorized the City Attorney to communicate~
with the attorney for Shubert Construction Company to correct the problem.
On recommendation of the City Manager, Commissioner Fart moved to authorize salary
reclassification for Gordon Reid, from Police Officer D to E, $17,138.94 annual.' Seconded
by Commissioner Smith and carried.
Edna Long Burden, 1112 West 14th Street, appeared to report flooding on her proP-
erty, and that she feels the City should correct the problem. The City Manager reported
the City warned Mrs. Burden before she moved this house onto her property, that the loca-
tion was in a flood-prone area in a natural drainage basin. Also, that the voters have
twice turned down a referendum for a bond issue to finance storm sewer improvements, inclUd-
ing this one in the Pump Branch drainage basin.
Ms. Catherine Terrell, 1116 West 14th Street, appeared to complain of said storm
drainage.
Commissioner Fart moved to authorize the City Manager and the City Engineer to
update the drainage improvement plans, including cost figures, to submit to the voters for
a referendum bond election. Seconded by Commissioner Yancey and carried.
The Commission authorized the City Attorney to prepare a resolution to commend
the Junior WOmen's Club for~their sponsorship of the Miss"Sanford Beauty Cont~st'

The City Manager submitted a request from the Southland Corporation, 5500 Diplomat
Circle, Suite 105, Orlando, Florida, for water and sewer service, outside the City, at 4103
Orlando Drive. The Commission approved same, subject to the owner signing an annexation
petition, and the property being annexed into the City.
The Mayor reported the City has on file paid and cancelled Refunding ~Bonds and
requested the Commission to authorize disposal of same. Commissioner Smith moved to autho-
rize destruction by perforation, as follows:

The Commission commended the City Manager and city personnel for the excellent
progress on repairs and cleanup after the storm on April 8, 1982.
