The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on May 10, 1982.

The meeting was called to order by the Chairman.
Request submitted for a 90 day time extension on Condemnation ~oup No. 66, Report
No. 81-1007, 1201½ West 12th Street, Joetha Jones, owner. On recommendation of the Minimum
Housing Code Inspector and the City Manager, Commissioner Keith moved to authorize same.
Seconded by Commissioner Yancey and carried.
Commissioner Yancey moved to remove from table, consideration of a request for a
street light on Park Court. Seconded by Commissioner Smith and carried.
Commissioner Fart moved to authorize installation of street lights as follows:
a) Park Court - 1 light.
b) 1500 block of West 18th Street - 2 lights.
c) Grandview Avenue south of 24th Place - 1 light.
Seconded by Commissioner Smith and carried.
Request for annexation submitted from Southland Corporation, for property at the
southeast corner of the intersection of Highway 17-92 and Collins Drive, further described
as .follows:
From the intersection of the Southerly line of Block "G" of Sunland Es-
tates, as recorded in Plat Book 11, Pages 16 through 22, inclusive,
Public Records of Seminole County, Florida, with the Easterly right of

introduced and placed on first reading and read in full at meeting of April 26, 1982, was
next placed on final reading. After being read by title, the Chairman.announced that the.
Commission would hear from those persons present to speak in favor of, or in opposition to,
the adoption of the ordinance. No one appeared.
Commissioner Farr moved on the second reading and adoption of Ordinance No. 1600.
Seconded by Commissioner Yancey and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1600, entitled:

The City. Manager submitted estimated costs for control of mosquitos by fogging
from a vehicle as follows:

After discussion, the City Manager was authorized to obtain estimated costs for mosquito
control by aerial spraying, and report on same ~t the next meeting.
On recommendation of the City Manager, CommissionerFarrmoved to authorize the
fourth payment in amount of $1,233.33 to Kelton and Associates for the double taxation study.
Seconded by Commissioner Keith and carried.
Letter dated April 26, 1982 submitted from the Department of Housing and Urban
Development setting forth 14 findings resulting from an audit of the Sanford Housing Autho-
rity Community Development Block Grant as follows:

The audi~ report contains -the ~llowiDg findings which
are controlled and should be responded to within 45 days. Each
finding outlines the type of response we require under Corrective
Action:
Finding No. 1 - Improper rent paid to City of
Sanford.
Corrective Action: Please reimburse the CDBG
Program from non-Federal funds the questioned
amount of ~17,452 .....
Finding No. 2 - Excessive utility costs.
Corrective Action: Please reimburse ~h~e CDBG
Program from non-Federal funds the questioned
amount of $2,389.
Finding No. 3 - CETA Employee training costs
not authorized. - '~
Corrective Action: Determine and document the
original intent of the hiring of the seven
carpenters and whether they were earmarked for
CDBG work or Housing Authority work. If the
City cannot justify the training of these
carpenters, the CDBG PrOgram must be reimbursed
in the amount of $1,490 from non-Federal funds.
Finding No. 4 - Private telephone line for
executive director.
Corrective Action: Please justify this extra
line or.'reimburse .the CDBG Program the amount
'of $69.00 from non-Federal funds.
Findin~ N~. 5' - Supplies'purchased from
private individual.
Corrective Action: Please reimburse the CDBG
Program from non-Federal funds the amount of
$218.00.
Finding No. 6 - Unlocated documentation.
Corrective Action: The City should attempt to
document the expenditure of $2,557. and offer
justification as to the eligibility of these
items. In case no further explanation is
forthcoming, please reimburse the CDBG Program
from non-Federal funds the amount of $2,557.
Finding No. 7 - Ineligible expense reclassified
by reconstruction of records.
Corrective Action: The City must ascertain that
these costs were properly reclassified and all
the appropriate accounting entries were made
for'all the costs reflected in the $66,746
which were originally and erroneously charged to
CDBG. Also ascertain that these costs are not
reflected in the final statement of costs outlined
on Pages 4, 6, and 8, of the report.
Finding No. 8 - Inadequate financial management
system.
Corrective Action: It is recommended that all
management systems and financial transactions
of the CDBG Program be ~ransferred from the
Housing Authority and placed under the control
of the City.

Finding No. 9 - Lack of Cost Allocation Plan
Corrective Action: If the City intends to
continue the CDBG Program and/or apply in the
near future, a Cost Allocation Plan must be
established. Otherwise the City may charge
only the direct costs attributable to the
Program.
Finding No. 10 - Inadequate controls over
relocation allowances.
Corrective Action: Continue to correct and
document all the relocation deficiencies noted
by the audit. In case of underpayments, the
ful~ payment must be made to the claimants.
In the case where you have discovered one
claimant falsified the documents, the City
must take the appropriate administrative action
to remedy, correct and possibly recover any
funds involved. In any case, we need more
information on this finding before we can
proceed any further. All files and documents
requested by-our letter of December 29, 1981,
should be sent to this office for review.
Finding No. 11 - Incomplete employee personnel
files and job applications.
Corrective Action: None required since this~is
entirely a Housing Authority matter. Our
Housing Division has been notified, for any
further action.
Finding No. 12 - EXcessive costs of rehabilitated
houses.
Corrective Action: Since the City has terminated
all rehabilitation activities, it~ is required .
that all future program income from this
activity such as sale of lots, houses or
materials be returned to the Federal Government.
Finding No. 13 - Lack of contract and bidding
documentation.
Corrective Action: The City should attempt to
dOcument the purchases ~f the questioned items
in the audit report and submit evidence that
these costs are considered reasonable and
acceptable.
Finding No. 14 - No records that Annual Performance
Reports were filed.
Corre'ctive Action: Since the GPR for the period of
December 1, 1978, to December 1, 1979, .is on file,
no further action is required at this time. At
the time of the financial closeout we will need a
GPR to cover the period of December 1, 1979 to
present.
Your compliance with the corrective actions recOmmended
on the above 14 findings will serve to also clear the open
findings in the audit report dated August 30, 1980. i
The rapid resolution of audit findings is presently
one of the Department's highest objectives. A deadline of 45
days from receipt of this letter has been established as the
target date for closing this audit. Within this time frame
you will be e~pected to comply with the following: (1) The City
should provide this office with the documentation requested for
resolving each audit finding, to reach this office not later

than 45 days from the receipt of this letter. In preparing
your response, please number your comments and documentation
in the same manner as the audit numbers them, and use clearly
i.dentifying street addresses where appropriate. (2) In. those
instances where repayment is required, provide this office with
copies of cancelled checks to reach this office not later than
45 days from receipt of this letter.
Failure to comply with corrective actions outlined in this
letter may result in the Department initiating claims collections
action against the City for those monies required as repayment to
the CDBG Program account, pursuant to the Claims Collection Act
of 1966.

The City Manager reported that the Building Division has inspected the property
at 2597 ~French Avenue and sent a letter to John Klauck, requesting him to ~clean up the area,
and further, that Staff is continuing to pursue the matter.

The City Attorney reported that state law permits annexation of property separated
from the citY by highway, road, railroad, canal, water course, or easement.
Commissioner Smith moved to authorize the City Attorney to prepare the proper
ordinance to annex said property. Seconded by. Commissioner Keith and carried.
The City Manager reported that the Sanford Veterans of Foreign Wars Post 1.0108
has requested to continUe .their lease of the log cabin at Seminole Boulevard and Myrtle Ave-
nue. On recommendation of the City Manager, the Commission approved same.
The City Manager reported there had been no response from Shubert Construction
Company, owner of vacant lots on the east side of Grandview Avenue, north.of East 26th Street
which were the subject of a complaint about standing water. On motion of Commissioner Farr,
seconded by Commissioner Keith and carried, the City Manager was authorized to notify the
owners to take appropriate action to correct the situation.
Request submitted from the Tabe'rnacle of Prayer For Ail People, 950 West 13th
Street, for a 90 day time extension to pave the parking-area at the church. Commissioner
Yancey moved t.o authorize same. Seconded by Commissioner Smith and carried.

Dear Ben:
I congratulate you and the members of the Sanford Police
Department in the work they are doing in law enfordement.
Understand that an arrest has been made recently concern-
ing the breakins that had been occuring in our neighbor-
hood. We were one of the victims in January. Officer
Harrell and Detective Reynolds were very cooperative and
did all they could to assist us. You never know how it
feels until someone has violated your home.
As you are well aware the profit motive is the reason these
breakins occur either by young people to buy drugs or other
persons needing mo'ney. Understand that a young ma'n in our
neighborhood was the one who admitted the breakins in our
area.
Once these items have been stolen they must rapidly be
converted into cash. There must be fences readily avail-
able to provide this outlet. Would appreciate as much as
you can without releasing classified information what can
be done and is being doing to put these fences out of busi-
ness. Without them believe that the breakins would be
greatly reduced.

The City Manager reported receipt of a letter dated May 6, 1982, from Steven L.
Sommers, Attorney for Tony L. Brooks, former city police officer, notifying the City of a
claim for damages regarding his resignation from the police department.

At the P & Z meeting last night, the church requested another thirty (30)
day ext~nsion.s:o they could find another place to hold services. The Com-
mission denied the request due to so many eXtensions being granted over
four (4) years and they felt adjacent property owners should get relief.
The sixty (60) day extension expired on May 3, 1982 and they are still holding
services. Under the circumstances, should we file a Notice of Violation or
should other action be taken?

The City Manager reported that if the church does not vacate the Premises', a Notice of
Violation will be served.
Commissioner Farr moved to ratify planning & Zo'ning's action to deny the exten-
sion of this conditional use. Seconded by Commissioner Keith and carried.
The City Manager reported, the City is proceed~ing to,.purchas,e '~under .state. contract
7 portable radio units in amount of $5,250.50 for use in the Utility Department when both
power and telephone lines are out.., and, to amend~ the budget to pay one,.half from excess
revenue from sale of scrap, the balance of $2,625.25 from the 82-83 budget, and same was
a~prOved by the Commission.
The City Ma'nager submitted a revised contract with New ReSource Group, Inc.,
for education, demonstration and sale of water conservation devises. After discussion,
Commissioner Keith moved to .deny authorization for the City to enter into said contract.
Seconded by Commissioner Smith and carried.
Statement in amount of $4,485.00 submitted from the City Attorney, Commissioner
Farr moved to authorize payment of same. Seconded by Commissioner Smith and .carried.

rotted and decayed wood is being torn off to start repairs o'n the
exterior of house. Time has expired and owner is requesting an
additional ninety (90) days.

2413 Grandview Ave. (66/81-1014) - No permit pulled and no repairs
as of yet. A loan officer from Flagship Bank called two weeks
ago to inform me the loan was approved for the owner to make re-
pairs on the house. As soon as the paperwork is finished, a con-
tractor will pull the building permit. Time expired on Mayi8, 1982
and I will send the owner a fifteen (15) day final notice.

603 Orange Ave. (66/81-1002) - Owner has pulled a demolition permit
and has torn down the house and shed, but has not cleaned up the
debris from the demolition. Time expired on May 8, 1982 and I will

the weeds and grass cut, and junk and debris removed. Time expired

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING REED EDEN.AND JOHNNY MOORE FOR
THEIR HEROIC RESCUE OF WAYNETTE DUNIVAN ON
APRIL 8, 1982.
WHEREAS, on the afternoon of April 8, 1982, the City
of Sanford experienced severe weather including violent winds
and excessive rain; and
WHEREAS, certain areas of the City were temporarily
flooded rendering them impassible to motor vehicular traffic;
and
WHEREAS, said flood~waters traveled through area drain
age ditches and storm sewers with great velocity creating
extraordinary suction and undertow; and
WHEREAS, Waynette Dunivan, a resident of the City of
Sanford enroUte to her home, unwittingly stepped into a drainage
ditch and'Was suddenly and violently sucked beneath the surface
of said flood waters; and
WHEREAS, Reed Eden and Johnny Moore were traveling
in the area and came upon the scene of the incident; and
WHEREAS, both men at great risk and without r~gard for
their Own personal safety, entered the flood waters and rescued
the said Waynette Dunivan from imminent peril thereby~Saving
her life; and

WHEREAS, the heroic efforts of Reed Eden and Johnny
Moore deserve public recognition and acclaim,
NOW %MEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, that the City Commission of the
City of Sanford,'Florida, hereby acknowledges and commends Reed
Eden and Johnny Moore and hereby expresses its sincere gratitude
and appreciation for their heroic rescue of Waynette Dunivan in
the City of Sanford on April 8, 1982.
BE ITFURTHER RESOLVED that copies of this Resolution
be presented to Reed Eden and Johnny Moore and that a copy of same
be entered in the minutes of the proceedings of the City CommisSion
of the City of Sanford, Florida.

The Mayor reported he will be unable to attend the East Central Florida
Regional Planning Council Metropolitan Planning Organization meeting on May 20, 1982
at 3:30 P. M. in the City Commissio'n Chambers, City of Winter Park, FL. Commissioner
Farr moved to appoint Commissioner Smith as the Mayor's representative to attend said
Metropolitan Planning Organization meetings. Seconded by Commissioner Keith and carried.
