The City Commission of the City of Sanford, Florida, met in Special Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on May 17, 1982.
Present: Mayor-Commissioner Lee P. Moore
Commissioner Milton E. Smith
Commissioner Edward A. Yancey
Commissioner David T. Fart
Commissioner Edwin O. Keith
City Attorney William L. Colbert
City Man, ager W. E. Knowles
City Clerk H. N. Tamm, Jr.
The meeting was called to order by the Chairman, who announced the purpose of
the meeting was to continue to discuss with the Advisory Charter Committee their proposed
Charter revisions.
The City Clerk reported portions of the proposed Charter were unclear, or incon-
sistent with other portions, as follows:
1)
Sec. 2.01(c), third paragraph: The qualifying period has been considered to
be amended to: beginning after 12:00 noon on the-sixty-third (63rd) day
prior to the election and terminating at 12:00 noon on the last working day
for the City Clerk's office forty-nine (49) days prior to the election date.
Sec. 8.03 needs to be changed to correspond.
The Commission authorized same.
2) Sec. 8.07: The City currently requires city electors to be a resident of
the City for six (6) months or more, before being eligible to vote in any
city election. The County and state do not require this, so the information
is not readily available from the County Registrar of Elections.
The Commission authorized to amend the first sentence of Sec. 8.07 as follows:
"No person shall be allowed to vote on any question or at any election for
the purpose of electing city councilmen and mayor.~ for said city who is not
a qualified voter under the state law and who is not a resident of the City
of Sanford."
3) Sec. 9.04(a): Requires notice to be sent by registered mail, and certified
mail would suffice.
The Commission authorized to change references to registered mail to certi-
fied mail, in Sec. 9.04(a).
4) Sec. 9.05(d) and 9.07(b) are conflicting.
The Commission amended Sec. 9.05(d) to read "upon certification of the elec-
tion results".
After discussion, Commissioner Fart moved to authorize the following:
1. Preparation of a current metes and bounds legal description of the city limits
2. Preparation of one revised charter to include a district residency require-
ment for qualifying for the four commission seats and a second revised charter

3. City Attorney to prepare the proper ordinance to provide for the election
to consider said amendments.
Seconded by Commissioner Yancey and carried.
There being no further business, the meeting was adjourned.
