The meeting was called to order by the Chairman.

on August 27, 1982, as follows:

The meeting will be. held at the Sanford City Hall for the purpose
of discussion of the propoSed bUdget at 7:00 P. M. The proposed bud-
get may be examined, on weekdays,at the Office of the City Clerk bet-
ween 8:30 A. M. and 5:00 P. M. Ail interested citizens will have the
opportunity to give written and oral comment. Senior citizens are
encouraged to attend and comment.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed budget. No one appeared.
Commissioner Yancey moved to authorize the City Attorney to prepare the proper
ordinance to adopt the proposed 1982-83 Revenue Sharing Trust Fund budget. Seconded by
Commissioner'Farr and carried.
On motion of Commissioner Yancey, seconded by Commissioner Farr and carried, Ordi-

Notice is hereby given that a Public Hearing will be held
at the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on September 13, 1982, to consider
the Annual Budget for the fiscal year of October 1, 1982 to
September 30, 1983, and a Capital Program.
A copy of said budget and capital program shall be availa-

NOTICE OF HEARING ON
PROPERTY TAX RELIEF
AND THE BUDGET
The City of Sanford, Florida, will receive an estimated $538,636.00
from the Local Government Half-cent Sales Tax for the upcoming budget
year.
State law requires $215,454.00 to be used for PROPERTY TAX REDUCTION.
Of the remainder, the City'of Sanford~ Florida proposes to use none
for FURTHER PROPERTY TAX REDUCTIONS and $323,182.00 for ENHANCED PUBLIC
SERVICES.
Ail concerned citizens are invited to a public hearing to be held'
on September 13, 1982 at 7:00 o'clock P. M. at City Hall, Sanford, Florida.
A DECISION on the use of these moneys will be made at this hearing.

As a property owner, I object, to this proposal to use none for further tax reduction.
I recommend that you consider at least 20% to be more in line with Seminole County. I
think it sets a poor record to use all this "windfall income" fOr so called "Enhanced
PUblic Services". It might also make you all work a little harder on the "Double Tax"
legal battle.
I see nothing in the major three projects that would "enhance" my property in Hidden
Lake as in value, desirability or attractiveness. One might even decrease the value
ef my property.

2. Part of the eost of the Sanferd Ave. & 15th St. flood relief~be absorbed by the
property owners.
3. Marshall Avenue Park be delayed until other areas without p~blie recreation
ean be identified, AND PROJECTS PROPOSED,. such as Hidd. en Lake.
4. With inflation I don't see hew the Refuse Collection fees and water and sewer rates
would remain the same unless you had last years budget tee high.
5. I wish to thank the newspapers for their information for this hearing but I object
that the City did not have any material available for the public te take home te
digest before this hearing.

One developer is now selling new homes for $3,000 less than my assessed value of my
property. There is a new sign posted where they are advertising a future development at
$7,500 less than my assessed value. Ask any real estate agent how difficult it is to
selt a used house for $7,000 more. When houses can't be sold they are rented. Phase t
of Hidden Lake new have over 1/5 rentals which is detrimental and decreases property
value. If the builder absorbed all er some of the cost it would be passed on to the
new houses and our property would not decrease in value.

~. Public Parks are nice if the neighborhood wants them but they do cause problems and

Attorney to prepare the proper ordinance to adopt the final budget and capital program, and
to prepare the proper resolution to set the 1982-1983 millage rate of 4.369 mills.

Chapter 6, Bui..ldings, Article I, Sec. 6-1. Adoptio..n of_St, andard Build..in..9 Code.
The Standard Building Code, 1982 edition, prepared by the Southern Building Code
Congress, is hereby adopted in its entirety bY the city. One copy of same is
filed in the office of the City Clerk as a matter of permanent record of the
city, and the matters and contents therein are made a part of this section by
reference as fully and completely as if set forth herein, and such copy shall ......
remain on file in said office available for public inspection.
Sec. 6-1.1. Building Code amended.
Sections 102,1 and 102.2 of the Standard Building Code entitled "Building Official
and Inspectors" are hereby deleted in their entirety.
Chapter XXIII of the Standard Building Code, entitled "Signs and Outdoor Displays"
is hereby deleted in its entirety.
Section 403 2 of the Standard Building Code, entitled "Tenant Separation", is

hereby amended to read as follows:
"In a building, or portion of a building of a single occupancy classification,
when enclosed spaces are provided for separate tenants, such spaces shall be
separated by not less than one-hour fire resistance. EXEMPTION: Regardless
of type of construction, nonrated partitions may be constructed within rooms
.or spaces in buildings not exceeding 3,000 total square feet in area of Group
B-Business and S-Storage occupancies, prOvided smoke detectors are located
within each tenant area."
Section 901.6 of the Standard Building Code, entitled "General" is hereby amended
to read as followS:
"In all buildings constructed over forty-five (45) feet from ground level
approved sprinkler equipment and smoke detection devices meeting the re-
quirements of the Standard Building Code shall be installed on all floors."
Sec. 6-6. Adoption of Sanford Energy Efficiency Code._
The State of Florida Model Energy Efficiency Building Code, dated September, 1982,
prepared for the State of Florida Department of Administration State Energy Office,
as amended, is hereby adopted, by the city and a copy same, as

section 101.3 of the Florida Model Energy Efficiency Building Code, entitled
"Scope" is hereby amended to read as follows:

The 1982 edition of the Standard Mechanical Code as prepared by the Southern Building
Code Congress International, Inc., as amended, is hereby adopted by'the city, and a
copy of same, as amended, is filed in the office of the city clerk as a matter of
permanent record of the city, and the matters and contents therein are made a part of
this chapter by reference as fully and completely as if set forth herein, and such
copy shall remain on file in said office available for public inspection.
Sec. 16%-1.1. Amendments.
(The code adopted in section 16%-1 is amended as follows:)
Section 106 of the 1976 edition of the Standard Mechanical Code, the same being entitled
"Fees" is hereby deleted in its entirety.
Sections 111 and 112, being entitled "Board of Adjustment and Appeals" and "Decisions
of the Boa'rd of Adjustment and Appeals," are hereby deleted in their entirety.
Section 303.2,subsection (A) 3 of the Standard Mechanical Code is h~Teby amended to
read as'follows:
"(A) 3. Where such appliance is located in an equipment room, such room shall
have an opening or door or passageway thereto large enough to permit removal of
the largest piece of the appliance."
Section 504, Subsection (A) entitled "Duct Construction and Installation," is hereby
amended to read as follows:
"(A) Joints and seams shall be securely fastened and made substantially air-tight
with glass-fab and mastic. All slip joints shall have at least a one-inch lap
which is mechanically fastened."
Section 512, entitled "Plenum Chambers," first paragraph, of the Standard Mechanical
Code, is hereby amended to read as follows:
"No room, attic, void,"hollow or concealed space shall be used as an integral part
of a duct system, or "plenum," unless the component parts of such space are constructed
entirely of noncombustible material and/or properly protected by means of fire dampers
and/or fan cut-off controls so as to restrict the spread of fire, and arranged so
as to protect the fire-resistiveness of the assembly; for exception'see Section 509.
Such chambers shall not be used for storage or occupational purposes. Public exit halls
in hotels, hospitals, institutions and similar occupancies and in multifamily houses
shall not be used as plenums. Stairway enclosures connecting two (2) or more stories
shall not be used as plenums.
Section 603.1 entitled "General" is hereby amended to delete the words, "Sani%ary Sewer
Drain" from the first sentence, o ~
Subsection 605.2 entitled "Bleed-Offf" is hereby amended to read as follows:
"Ail cooling tower, water-cooled air conditioner, and heat pump bleed-off
and drain lines shall be extended to a storm sewer drain unless connected to lawn
sprinkler system. Such drains shall not in any case be allowed to drain into
sanitary sewer drain. Cooling tower drains shall not in any case be allowed to
drain into yards, streets or alleys, or on the roof of a building which drains
into such areas."
Section 608 (g) (3) is amended by deleting the words "Schedule 40 PVC" an~.addin9 t~
words "ASTM 27-29."
Chapter VIII, entitled "Electrical Requirements" is deleted in its entirety and replaced
with the following amendment:

Chapter 19. Sec. 19-1 Adoption of Standard Plumbing Code
The 1982 edition'of the Standard Plumbing Code, as amended, as prepared by the
Southern Building Code Congress International, Inc., is hereby adopted by the
city, and a copy of which is filed in the office of the city clerk as a matter
of permanent record of the city, and the matters and contents therein are made
a part of this chapter by reference as fully and completely as if set forth
herein, and such copy shall remain on file in said office available for public
inspection.
sec. 19-2. Qualification of Plumbers
No person shall engage in the business or trade of plumbing in the city unless
he is qualified to do so as evidenced by a current certificate issued by the
central contractors examining board created by section 7-31 of this Code.
Sec. 19-3. Amendments to code
Section 102.2 of the plumbing code, entitled "Inspectors," is hereby deleted in
its entirety.
Section 1212.1, subsection (b) entitled "Materials," of the code adopted in
section 19-1 is amended to read as follows:
(b) Underground-Inaccessible water distribution piping under slabs shall
be copper water tube minimum type L, brass, cast iron pressure pipe or
galvanized steel pipe, all to be installed with approved fittings and
bends. Any materials subject to corrosion shall be protected when used
in corrosive soils. Copper water tube under slab shall be a continuous
loop, or all approved fitting must be silver soldered.
Table 505 of the Standard Plumbing Code entitled "Materials for Plumbing
Installations" is amended by deleting from the list of materials "concrete
sewer pipe."
Section 1213.7, subsection (a) of the code adopted in section 19-1 is amended
to read as follows:
1213.7. Safety Pans and Relief Valve Waste
(a) When water heaters or hot water storage tanks are installed above
the ceiling level, the tank or heater shall rest in a galvanized steel
or other metal pan of equal corrosive resistance having a thickness at
least equal to 24-guage galvanized sheet steel, and add: "except in
garages, whether or not on the same floor level as residence."

Chapter 14, Sec. 14-1. Adopted
The 1982 edition of the Standard Housing Code, prepared by the Southern Building
Code Congress, is hereby adopted by the city, and one copy of. said code is

city, and the matters and contents therein are made a part of this chapter by
reference as fully and completely as if set forth herein, and such copy shall
remain on file in said office available for public inspection.
Sec. 14-2. Amendments
** The requirements of Section 307.4 of the Southern Standard Housing Code, as
amended, and as set forth in Ordinance No. 1019 (Sec. 14-1) be and the same
is hereby amended to read as follows:

"307.4 Care of Premises.
(a) It shall be unlawful for the owner or occupant of a residential building,
structure or property to utilize the premises of such residential property for the
open storage of any abandoned motor vehicle, ice box, refrigerator, stove, glass
building material, building rubbish or similar i~ems. It shall be the duty and
responsibility of every such owner or occupant to deep the premises of such
residential property clean and to remove from the premises all such abandoned items
as listed above, including but not limited to weeds, dead trees, trash, garbage, etc.,
upon notice from the Building Official.
"(b) For the purpose of this section, an abandoned motor vehicle is defined as one
that is in a state of disrepair and incapable of being moved under its own power.
"(c) In the event the item to be removed as designated in the notice is not removed
within ten (10) days of the date of receipt of such notice, the City of Sanford shall
have the authority to remove the item from the property and a statement shall be sub-
mitted to the property owner or occupant for the amount of the expenses incurred by
the City of Sanford in removing such item. If the statement is not paid within thirty
(30) days of the date of the statement the City of Sanford shall have the right to file
a lien against the property from which the item was removed for the amount of the
statement submitted to the property owner or occupant and said lien shall be valid and
in full force and effect until payment in full."
Sec. 14-3. Penalty for violation
Any person violating the provisions of this chapter shall be subject to the penalties
provided by section 1-8.
Recommend adoption of the following:
Chapter 12, Gas Code: Sec. 12-1 Adopted
The Standard Gas Code, 1982 edition, prepared by the Southern Building Code Congress,
is hereby adopted by the city, one copy of which code is filed in the office of the
city clerk as a matter of Permanent record of the city, and the matters and contents
therein are made a part of this chapter by reference as fully a~d completely as if set
forth herein, and such copy shall remain on file in said office available for public
inspection.
Sec. 12-2. Penalty for violation
Any person violating the provisions of this chapter shall be punished as provided by
Section 1-8.

Commissioner Smith moved to authorize the City Attorney to prepare the proper ordinances
to adopt same. Seconded by Commissioner Yancey and carried.
Commissioner Yancey moved to remove from table, consideration of refuse pickup
on holidays. Seconded by Commissioner Smith and carried.
The City Manager reported that at:!i~he p~Sent:sa!ary, rates, $5,919.23 would be saved
annually by not picking up refuse on holidays, and submitted a report of other local govern-
ments' holiday refuse collection schedules as follows:

on holidays; discontinued practice
several months back and have not
experienced any major public criti-
cism as a result.
Casselberry - Private Contractor; collect all holidays
except Labor Day and Christmas; simply

Lake Mary - Private Contractor; collect all holidays.
Lon~wood - Several Private Contractors; collect all
holidays.
Maitland - City Collection; discontinued the practice
of holiday collection approximately one
year ago; no problem with public or employee
acceptance.
Oviedo - Private Contractor; collect all holidays except
Thanksgiving and Christmas; resumes normal
collection schedule following these two holidays.
Winter Park - City Collection; collect all holidays except
Christmas; workers receive 10 hrs. additional
pay over and beyond their normal pay when
they work holidays; Refuse Division is on a
4-day work week.
Winter Springs - Private Contractor; do not collect on
holidays; resume normal collection
schedule following holidays.
Sanford - City Collection; collect all holidays; workers
receive 8 hrs. additional pay over and.beyond
their normal pay.
Seminole County -
Landfills and transfer stations are
generally open on holidays except for
Thanksgiving and Christmas.

Commissioner Yancey moved to authorize the Ballet Guild to use the Civic Center

Commissioner Yancey moved to authorize payment to the City Attorney for statement
dated September 7, 1982 in the amount of $1,365.00 for professional services for August,
1982. Seconded by Commissioner Fart and carried.
The City Manager reported that J and B Slurry Seal, the low bidder, can not begin

Commissioner Farr moved to accept the bid from Flagship Bank of Seminole. Seconded by Com-

The Commi>sion authorized the Mayor and City Clerk to execute the note with Flag-
ship Bank of Seminole to obtain the funds immediately and to invest same until delivery of
the new fire truck and payment of the invoice.
The City Manager reported that the group health insurance under Florida Municipal
Health Trust Fund, underwritten by Hill, Richards and Companies, Inc., has notified the City
of a 20% premium increase effective October 1, 1982 as follows:

Further, that the insurance contract provides for a rate review every 90 days, and this is
the first review since the contract was signed six months ago.
On recommendation of the City Manager, Commissioner Yancey moved to continue group
health insurance coverage through the Florida Municipal Health Trust Fund at the new rates,
to use insurance reserve funds to cover increased costs to the City, to authorize the City
Manager to obtain a policy statement from Florida Municipal Health Trust Fund as to the
actual frequency of rate reviews of the municipalities covered by the fund, and further, to
authorize Staff to obtain information from other insurance companies for review when the
current policy comes up for annual renewal on April 1, 1985. Seconded by Commissioner Smith

vices of Dr. O'Conner as the City's'expert'witness before the Department of Environmental
Regulation for the water quality/wasteload allocation study, in approximate amount of $6,000.
for his work. Seconded by Commissioner Smith and carried.
The City Manager reported that extensive work'is required at the Civic Center to
correct drainage features and replace structural members on each side of the auditorium~ with
material costs as follows:

On recommendation of the City Manager, Commissioner Yancey moved to authorize transfer from
Contingency or unexpended balances in Parks and Recreation Department accounts to cover
costs. Seconded by Commissioner Smith and carried. .'
Commissioner Farr moved to authorize the preparation of a resolution in support
of the retention of the zoo at its present location, and to authorize the Mayor and City
Clerk to execute same. Seconded by Commissioner Smith and carried.
The City Manager submitted Condemnation Group 70 and requested a public hearing
be held on September 27, 1982 to consider same. Commissioner Fart moved to authorize a pub-
lic hearing to be held September 27, 1982 to consider same. Seconded by..C0mmissioner Yan. cey

Letter of appreciation submitted from David H. Rosehart, Dick Weber and Tony Lib-
eratore for $~pport and help shown them during their fund-raising activities. The Mayor
reported they had presented the City with a doll to show their appreciation. Commissioner
Fart moved to authorize the City Manager to prepare a letter of thanks for the doll, to autho
rize the Mayor to sign the letter and to place the doll in the General Sanford Museum and
Library. Seconded by Commissioner Smith and carried.

Ordinance No. 1616, entitled:
