The City Commission of the City of Sanford, Florida, met in Special Session in
the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on December 8, 1982.
present:
Mayor-Commissioner Lee P. Moore
Commissioner Milton E. Smith
Commissioner Edward A. Yancey
Commissioner David T. Farr
Commissioner Edwin O. Keith
Acting City Attorney Frank Whigham
City Manager W. E. Knowles
City Clerk H.N. Tamm, Jr.
The .Chairman called thelmeeting into'~seSsion to canvass the returns of the Municipal
General Election held on December 7, 1982, for the purpose of electing two Commissioners and
questions on a Charter.
Election returns and absentee ballots were received, opened and examined by the
City Clerk and the City Commission and recorded as follows:

Commissioner Yancey moved that the returns of the election held December 7, 1982
be accepted and the absentee ballots be approved as recorded. Seconded by Commissioner Smith
and carried.
Thereupon, David T. (Dave) Fart, Seat No. 3 and Mit~on Smith, Seat No. 4, were
each certified as duly elected to said respective offices, for terms of four years to com-
mence on the first Tuesday after the first Monday in January, 1983.
Commissioner Keith moved to authorize payment in amount of $40.00 to Inspectors and
$45.00 to the Clerk, for work in the December 7, 1982 General Election. Seconded by Commis-
sioner Yancey and carried.
Commissioner Yancey moved to authorize a Municipal Run-Off Election to be held
December 21, 1982, for charter questions as follows:

VOTE FOR ONE ONLY
For adoption with commissioners residing in
districts and with election at large.
Against adoption and for keeping present charter.
and to authorize the Mayor and City Clerk to execute the'Election Proclamation for same.
Seconded by Commissioner Keith and carried.
