The City Commission of the City of Sanford, Florida, met in Special Session in the
in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at
12:00 o'clock P. M. on April 6, 1984.

The Mayor announced that the purpose of the meeting was to further consider
supplying water to the City of Lake Mary and also the establishing of a well field by the
City of Sanford in the Northeasterly section of the City of Lake Mary.
The Mayor stated the Lake Mary Board of Adjustment had denied the use of the
Patricia Stenstrom property as a well field, and same had been appealed to the Lake Mary
City Commission for a public hearing to be held on April 26, 1984, and until that time all
work has been stopped on the test well at the site.
Mayor Sorenson stated this denial was~hardly a surprise and that the question had
been approached as to the effect of the wells on Crystal Lake.
Lake Mary Commissioner Terry stated he was against payment of impact fees to the
City of Sanford.
Mayor Sorenson stated the fee should follow where the impact will be felt, and to
escrow the funds with the City of Sanford would show good faith and a reasonable approach.
Mayor Moore suggested that the two cities ishould enter an arms length business
like agreement, with a reasonable length term.
At this time, the Lake Mary representatives eXcused themselves and left the
meeting.
Mayor Moore stated that Mr. Robert G. Feather, purchaser from the City of approxi-
mately eight acres on Seminole Boulevard and French Avenue, had not paid the $10,000.00 due
on March 1, 1984, in accordance with the sales agreement.
The City Attorney stated the proper papers would be filed on Monday.
Commissioner Keith authorized the City Attorney to rewrite the agreement for water
service to the City of Lake Mary, setting forth the rate schedule, impact fee, and
anticipated date of termination, with contingencies. Seconded by Commissioner Yancey and
carried.
Commissioner Farr moved to utilize said agreement now for impact fees for any
user, to hold in escrow and fees only to be returned if user goes on their own system
within 24 months from date of agreement. Seconded by Commissioner Smith and carried over
dissenting votes of Mayor Moore and Commissioner Keith.
The Commission authorized the City Attorney to request from Mrs. Stenstrom a 60
day extension of option to purchase the.~ 24 acre tract for a well field on Country Club Road
