The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:00
o'clock P. M. on May 6, 1985.

The Mayor announced that this was a Special Joint Meeting with the Seminole County
Commission to discuss items of interest to both bodies of government.
The first item of business was consideration of the discharge from a liquid food
plant located in the City, of industrial waste water into a ditch that runs into the County,
then back into the City.
Assistant City Manager Steve Harriett reported that this has been an intermittent
problem for a couple of years.
The City Manager and County Administrator are to monitor the problems and try to
develop cooperation from the plant.
Commissioner Farr offered for consideration the appointment of a committee to
study the Airport Boulevard and 46-A corridors. The consensus was to appoint a committee by
July 1st, composed of 15 members, 5 appointed by each entity, Seminole County, City of
Sanford and City of Lake Mary.
Mr. Hooper requested consideration of waiver of an estimated $20,100.00 utility
connection fee for construction of a 500 bed jail facility. Mr. Faison was directed to meet
with Mr. Hooper to discuss types of fees that could be exchanged between the two
governments.
Gary Kaiser, Director of Public Safety, Seminole County, appeared to present a
concept of an agreement which would provide first response from the nearest emergency fire
/rescue/medical unit regardless of city boundary. Also, that this would provide automatic
back up of additional units as necessary.
City Assistant Fire Chief Neel was directed to determine how such a program would
affect the City's current and planned improvements in underwriters ratings.
Mr. Kaiser was to submit a copy of ~ proposal.
Mr. Kaiser submitted the problem of use of the City's water hydrants and requested
an agreement for same.
City Manager Faison reported on careless use of a hydrant to attempt to extinguish
a muck fire and corresponding dumping of the water pressure, and indicated the City could
work with the county on refilling the trucks, upon proper notice.
The County Attorney reported that a final draft of a document will be submitted
for approval of CALNO to provide for all jurisdictions to notify each other of proposed

changes in land use and annexations.
Mr. Hooper submitted for consideration the interconnect of water systems by direct
valving for emergency uses. Commissioner Farr expressed that a valid interconnect system
would depend on the reserve capacity of each entity. The City Manager and County
Administrator were directed to discuss the issue and report on same.
William Bush, County Engineer, reported that the City of Lake Mary had contracted
for a detailed air photo survey of the center line of Lake Mary Boulevard from Lake Emma
Road to Highway 17-92, and proposed that the survey continue to the intersection of Highways
46 and 415, with the County and City of Sanford also participating in sharing the costs.
Mr. Bush also encouraged each entity to continue to try to obtain donations of the
Right-of-Way for the easterly extension of Lake Mary Boulevard.
Commissioner Farr expressed concern for students and the elderly walking in 25th
Street (46-A) from French Avenue to Ridgewood Avenue. The County Engineer stated there is
only a five foot parkway on the South and a nine foot parkway on the North, with a drainage
ditch in same in the area of Georgia Avenue.
The County Engineering staff will develop costs for the project.
The County Administrator reported that a study update indicated that refuse
disposal by incineration was still more expensive than the land fill operation, although
less expensive than a resource recovery system.
Commissioner Glenn reported that the County was studying the information received
from the Cities regarding consolidation of playgrounds and programs.
The County Administrator reported that the county is reviewing the updated
transportation expenditures for the past five years submitted by each City, with the view of
submitting same to the Department of Revenue for a redistribution to the Cities of a 35%
share of the 4¢ 'Gas Tax.
Commissioner Kirchoff reported that SCIDA had approved a bond resolution for
construction of an asphalt plant North of Country Club Road in the City of Sanford. Mr.
Hooper stated that this operation would require a special exception and special
environmental permit for air quality. Mayor Smith stated that the City has not been
approached about the construction.
