The City Commission of the City of Sanford, Florida, met in Regular Session in
the' City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 25, 1985.

The meeting was called to order by the Chairman.
Kenny Eckstein, Page for State Legislature, appeared to relate some of his
experiences at the Capital and was commended by the Commission on his appointment.
The first item of business was the consideration of a request to close First
Street from Sanford Avenue to Park Avenue from 6:30 A.M. to 6:00 P.M. on December 7, 1985 by
the Sanford Merchants Association and the Mid-Florida Mustang Club of Central Florida for
their hosting of a car show with anticipation of 80 show cars and 200 to 300 people.
On recommendation of the City Manager, Police Chief, and Director of Parks and
Recreation, Commissioner Farr moved to approve the request with the exception that Palmetto
Avenue be left open to North and South traffic. Seconded by Commissioner Smith and carried.
The Commission next considered the demolition of Condemned structure at 819 West
Third Street, Report No. 80-960.
On recommendation of the Director of Engineering and Planning, Commissioner Farr
moved to approve demolition of same to the extent to remove any safety hazard. Seconded by
Commissioner Thomas and carried.
On recommendation of the City Manager, Commissioner Mercer moved to approve the
demolition of structures at 418 Holly and 514 Pine, Condemnation Report Nos. 84-1113 and 85-
1131. Seconded by Commissioner Smith and carried.
On recommendation of the City Manager, Commissioner Mercer moved to approve a
request for a median cut on Hidden Lake Drive at Lake Mary Boulevard to facilitate direct
access into the Tenneco Station, and to prevent traffic entering Lake Mary Boulevard then
turning across traffic to said station. Seconded by Commissioner Smith and carried.
Letters were submitted from Donald C. Bauerle, Jr., President of Codisco, Inc.,
and John Kleinschmidt, night watchman, requesting a waiver for temporary occupancy of a
travel trailer for security at the Codisco property, John's Small Engine Equipment, located
on West Third Street.
On recommendation of the City Manager, Commissioner Farr moved.to approve same
commencing as soon as possible and extending until February 1, 1986, at whiCh time the
anticipation of better security measures will be in place. Seconded by Commissioner Smith
and carried.

Petition for annexation was submitted from Don Bajgier, for a portion of that
property lying south of and abutting Woodson Avenue and between U. S. Highway 17 & 92 and
Cherokee Circle, described as follows:
The East 780 feet of Lot 2, Block A, SUNLAND ESTATES, according to the
Plat thereof as recorded in Plat Book 11, Pages 16 through 22, of the
Public Records of Seminole County, Florida.
Co~issioner Fart moved to deny same until the property to the North and/or to the South has
joined in with the request. Seconded by Co~issioner Smith and carried.
The next item of business was the consideration of Parking Enforcement Fines and
enforcement. Police Chief Steve Harriett appeared to support reco~endations as follows:
1. Raise parking fines to be consistent with surrounding jurisdictions.
'$25.00 for parking in Handicap Zone.
$20.00 for parking in Fire Lanes.
$ 5.00 for other parking violations.

2. Adopt an ordinance establishing procedure for use of vehicle immobilizers.
For repeaters with five parking tickets, would receive "parking boot"
and be required to post a $25.00 Bond.
Commissioner Smith moved to accept Chief Harriett's recommendations for the increases in
fines, but increase the Fire Lane parking to $25.00, same as the Handicap parking fine, and
authorize the City Attorney to prepare the proper ordinance for same. Seconded by
Commissioner Mercer and carried.
The Commission next considered submission of grant application for FY 1985
Community Development Block Grant (CDBG) / Small Cities grant, economic development grants,
and creation of enterprise zone for tax incentives for commercial / industrial development,
selection of consultant for grant assistance, and consideration of advisory committee.
After discussion, Commissioner Mercer moved to approve the application for 1985
CDBG funds, approve a budget adjustment in the amount of $10,891.84 to be paid to HUD to
satisfy the 1981 audit requirement, and appoint 6 to 8 members for a Grant Advisory
Committee to oversee the project. Seconded by Commissioner Smith and carried by roll call
vote as follows:

TO ANNEX WITHIN THE CORPORATE AREA OF THE
CITY OF SANFORD, FLORIDA, UPON ADOPTION OF
SAID ORDINANCE, A PORTION OF THE PROPERTY
LYING AT THE NORTHEAST CORNER OF THE
INTERSECTION OF KENNEL ROAD AND JEWETT LANE;
SAID PROPERTY BEING SITUATED IN SEMINOLE
COUNTY, FLORIDA, IN ACCORDANCE WITH THE
VOLUNTARY ANNEXATION PROVISIONS OF SECTION
171.44, FLORIDA STATUTES; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS, there has been filed with the City Clerk of the
Sanford, Florida, a petition containing the names of the

Seminole County, Florida, be and the same is hereby annexed to and
made a part of the City of Sanford, Florida, pursuant to the voluntary
annexation provisions of Section 171.044, Florida Statutes:

to the plat thereof as recorded in Plat Book 1,

SECTION 2: That upon this ordinance becoming effective,
the property owners and any resident on the property described herein

City of Sanford, Florida, as further provided in Chapter 171, Florida
Statutes,

SECTION 3: If any section or portion of a section of
this ordinance proves to be invalid, unlawful or unconstitutional, it
shall not be held to impair the validity, force or effect of any other
section or part of this ordinance.
SECTION 4: That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby revoked.
SECTION 5: That this ordinance shall become effective
immediately upon its passage and adoption.
A copy shall be available at the Office of the City Clerk
for all Persons desiring to examine the same.
All parties in interest and citizens shall have an
opportunity to be heard at said hearing.

ADVICE TO THE PUBLIC: If a person decides to appeal a
decision made with respect to any matter considered at

final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
ordinance. No one appeared.
Commissioner Farr moved to approve the passage and adoption of Ordinance No. 1790.
Seconded by Commissioner Thomas and carried.

The Commission considered a request to set a Public Hearing to consider closing a

represented by John Y. Mercer. The Commission referred the request to staff.

1. Recommended the approval of the final plat for Hazel Glen Subdivision
a.61 lot development located at the northwest corner of Sir Lawrence
Dr. and Lake Mary B1. Owner: Suda Corp. Rep: Bill Miller.
2.Recommended the adoption of the interim map for the Comprehensive
Land Use Plan.
3. Requested permission to hold a public hearing on December 19, 1985
to prepare and to make recommendations regarding the adoption of the
amendment to the Comprehensive Land Use Plan Map.
On recommendation of the Planning and Zoning Committee, Commissioner Farr moved to
approve the final plat for Hazel Glen Subdivision and authorize the Mayor to execute same.
Seconded by Commissioner Smith and carried.
The Commission authorized discussion of the interim map for the Comprehensive Land
Use Plan to be discussed at the next Workshop Session.
On recommendation of the Planning and Zoning Committee, Commissioner Farr moved to
authorize the Planning and Zoning Commission to hold a public hearing on December 19, 1985
to prepare and to make recommendations regarding the adoption of the amendment to the
Comprehensive Land Use Plan Map. Seconded by Commissioner Smith and carried.
Commissioner Mercer submitted a letter from W. C. Hutchison, Jr., regarding Dr.
Londono's request of a waiver for a barbed wire fence on his property abutting Sanora
Subdivision. The Commission authorized discussion of same at the next Workshop Session.
The Commission, also, authorized discussion of the 1983 and 1985 audit reports
from Sanford Housing Authority, regarding Community Development Block Grant (CDBG), at the
next Workshop Session.
Mr. Bob Lavett, Director of Operations, State of Florida, Department of
Transporation, appeared to discuss the traffic lights on S. R. 600 at the entrance to Wal-
Mart and Americana Boulevard.
Cbmmissioner Farr moved to approve the installation of the traffic light at the
entrance to Wal-Mart. Seconded by Commissioner Thomas and carried.
Commissioner Farr moved to authorize the execution of the lease with Mr. John
Smith for a portion of Lot 1, Sanford Riverfront Project. Seconded by Commissioner Thomas
and carried. Mayor Smith abstained from the vote, because Mr. Smith is her son.
Commissioner Thomas reported on a loitering problem on West 13th Street and 7th
Street and Cypress Avenue. The Police Chief was authorized to meet with Reverand Connelly
and the business people in the area to try to aleviate the situation.
There being no further business, the meeting was adjourned.
