The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 27, 1986.

The meeting was called to order by the Chairman.
The first item of business was Presentation of Resolution No. 1436, and a gold
locket pendant to the Chief Accountant and former Assistant Finance Director and Deputy City
Clerk Rosa M. Rotundo, retiring from the City on January 31, 1986 with 36 years and five
months of service. Commissioner Farr moved on the passage and adoption of Resolution No.

THANKING AND COMMENDING ROSA M. ROTUNDO FOR
HER OUTSTANDING SERVICE TO THE CITY OF
SANFORD, FLORIDA, IN HER VARIOUS CAPACITIES
FOR A PERIOD OF OVER THIRTY SIX YEARS.
WHEREAS, the City Commission of the City
of Sanford,
Florida, is charged with the responsibility of exercising all powers
of the City and performing all duties and obligations imposed on the
City by law; and
WHEREAS, ROSA M. ROTUNDO, was employed August 29, 1949, as
a Bookkeeper with the City; and
WHEREAS, during her employment with the City since that

commends ROSA M. ROTUNDO for over thirty six years of outstanding

in her various capacities, and extends to her its best wishes for the
future.

The next item of business was the presentation of service awards to employees as
Robert Kelly, Public Works Director, has been with the City of
Sanford for 30 years. Mr. Kelly's employment started July 6, 1955, as
a Sewer Foreman, was promoted to Sewer Superintendent, March 10, 1960;
Assistant Public Works Director and Street Superintendent, September
28, 1966; and to his present position as Public Works Director, April
1, 1968.
William Flowers, Utility Plant Operator, has been with the City
of Sanford for 25 years. Mr. Flowers's employment started January 22,
1960, as a Laborer I, was promoted to Uncertified Operator, March 15,
1965; and to his present position as Utility Plant Mechanic Operator,
April 28,. 1972.
The Commission then made presentation of Resolution No. 1434 to Johnny Greene, S.
W. "Sully" Fleming and the Lions Club. Commissioner Mercer moved on the passage and
adoption of Resolution No. 1434. Seconded by Commissioner Thomas and carried by the vote of

THANKING AND COMMENDING THE LIONS CLUB AND
MEMBERS JOHNNY GREENE AND S. W. "SULLY"
FLEMING FOR THEIR WORK IN OBTAINING FUNDS FOR
AND ERECTING "WELCOME" SIGNS AT THE FOUR

WHEREAS, The Lions Club of Sanford entered into a project

to maintain all public areas of the City in a clean and healthy

The Commission unanimously agreed to start the "February Clean Up - Fix Up Month"
at Sanford City Hall on February 1st at 9:00 A.M., proceed down Park Avenue to First Street
and to the First Street area around the planters.

Herald on January 7 and 17, 1986, as follows:

The Chairman announced that the Commission would hear from those persons present
to'speak in favor of or in opposition to, the proposed rezoning.
Mr. Robert Seigler, 785 Harding Heights Road, Geneva, appeared to support the
rezoning.
The City Clerk reported that Notice was sent to Seminole Board of County
Commissioners, owners, and Dorothy Meadors, authorized agent, on December 20, 1985 and the
property was posted on December 18, 1985.
On recommendation of the Planning and Zoning Commission, Commissioner Farr moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property.

The Commission authorized to invite the Sanford Housing Authority to the March 3rd
Workshop Session.
The City Clerk submitted a memo from the Building Official, that the terms of Tom
Whigham and J. Clayton Hartsoe on the Board of Adjustment and Appeals expire January 31,
1986, and that they are willing to serve another four year term if reappointed.

engineering services during construction of the sludge facility, contained a provisional
billing rate for fringe benefits and general and administrative overhead higher than that
which is being used on other projects at this time. Amendment No. 7-A would contractually
modify the specified rate. Seconded by Commissioner Thomas and carried by the vote of the

19, 1985, OF WHARTON-SMITH, INC. FOR THE
CONSTRUCTION OF THE WASTEWATER TREATMENT
PLANT SLUDGE HANDLING FACILITY, FDER PROJECT

WHEREAS, the City of Sanford has undertaken to construct a
New Sludge Handling Facility at the City's Wastewater Treatment Plant
and has received a State of Florida Grant to partially fund said
construction; and
WHEREAS, on December 19, 1985, at 2:00 p.m., local time,
the City opened competitive, sealed bids for said construction
project; and
WHEREAS, Wharton-Smith, Inc. of Longwood, Florida,
submitted the lowest bid in the amount of Two Million One Hundred and
Fifty-Four Thousand Dollars ($2,154,000.00).
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, tentatively
accepts the bid dated December 19, 1985, of Wharton-Smith, Inc.,
Longwood, for the construction of Sanford's Wastewater Treatment Plant
Sludge Handling Facility, FDER Project No. 586100.
SECTION 2: Separate Final Bid acceptance and award by the

WHEREAS, the City of Sanford, Florida, has undertaken to
construct a new Sludge Handling Facility at the City's Wastewater

WHEREAS, during the construction of said facility, it will
be necessary for various documents to be executed on behalf of the
City binding the City to the terms of said documents; and
WHEREAS, it is in the best interest of the City of
Sanford, Florida, that Frank A. Faison, City Manager, be authorized to
execute said documents.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: Frank A. Faison, City Manager, be and is
hereby authorized and fully empowered to execute on behalf of the City
of Sanford, Florida, all documents necessary and proper for the
construction of the City's Sludge Handling Facility to be partially
funded by State Grant No. 586100.
SECTION 2: This authorization shall include, but not be
limited to, all documents requested or required by the Florida
Department of Environmental Regulation, all other agencies and all
contractors employed by the City of Sanford on this project.
SECTION 3: Any document executed pursuant to this
Resolution shall be fully binding on the City.

RECOMMENDATIONS
There are no recommendations to the City Commission.
Mr. Lon Howell, Historic Preservation Board representative, appeared to present a
request from the Historic Preservation Board for expansion of the Board's Charter to include
review of any demolition permit requests involving structures over 40 years old, located
anywhere in the City of Sanford.
The Commission requested from the Historic Preservation Board a list of structures
that would be affected and authorized discussion of same at a future Workshop Session.
The Chairman announced invitations were ready to be delivered to the Seminole
County Board of Commissioners, the Department of Environmental Regulation, and Jeno
Paulucci, for a joint meeting. Commissioner Fart moved to authorize same. Seconded by

Letter of commendation for Detectives Bartholow and Semones was submitted from
William A. Liquori, Chief of Police, Altamonte Springs, Florida.
The Chairman submitted a list from the Home Builders Association of Mid-Florida of
recommended names to serve on the Sanford Future Growth Advisory Board. The City Attorney
reported the resolution establishing the Sanford Future Growth Advisory Board will be ready
for the next regular meeting.
The Commission considered a request from Seminole County Ducks Unlimited for use
of the Civic Center with alcoholic beverages on March 22, 1986. On recommendation of the
Director of Recreation and Parks, Commissioner Fart moved to approve same at the rate of
$450. Seconded by Commissioner Thomas and carried by the vote of the Commission as follows:

The Chairman reported the Academy Manor Park Dedication is scheduled for Tuesday,
February 11, 1986 at 4:00 P.M.
The Chairman announced the Workshop Session previously scheduled for February 3rd
has been rescheduled to February 10th at 4:00 P.M.
Commissioner Smith reported complaints regarding the Club House at the Mayfair
Country Club being open only on Saturday and Sunday after 1:00 P.M. The Commission directed
Staff to review the lease with the City Attorney and authorized same to be discussed at a
future Workshop Session.
The City Attorney reported the Letter of Credit extended to January 31, 1986 was
coming up for renewal this week and upon receipt of additional information from the Bond
Counsel, it may be necessary to call a special meeting for an extension.
