The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 14, 1986.

The meeting was called to order by the Chairman.
Mrs. Mildred Smith, 2626 Laurel Avenue, appeared to request the City to purchase
an ambulance for the citizens of Sanford.
John Dragash, Rogers, Lovelock and Fritz, Inc., Architects, Engineers and
Planners, architects for the Seminole County Library, appeared to request approval for work
within the City street right-of-way associated with the Library including widening and/or
replacing sidewalks along Palmetto Avenue and Commercial Street, tying to an existing storm
drain inlet on Commercial Street, constructing a library (brick) book drop on Commercial
Street, and constructing concrete apron turnouts on Palmetto Avenue and Commercial Street.
On recommendation of the City Manager and Director of Engineering and Planning,
Commissioner Farr moved to approve same. Seconded by Commissioner Thomas and carried by the
vote of the Commission as follows:

C. J. "Kit" Carson appeared to request the commission to consider replacing the
band shell which was removed years ago from the Veteran's Memorial Park.

Services in the amount of $32,176.00 for the Rehabilitation of the Sanitary Sewer System,
Contract B - Core, Environmental Protection Agency (EPA) Project #C120586080, and authorized
by Florida Department of Environmental Regulation.

Policy as follows:
PURCHASING/PROPERTY CONTROL POLICY
The City ManaGer remains in responsible charge of the purchasinG/property
control function, but by policy established and as approved by the City
Commission delegates the office of PurchasinG duties necessary to procure
materials, equipment, supplies and services to support City of Sanford
activities.

I. RESTRICTED PURCHASE ORDER ($200.00 Limit)
This provides the Department Head authority to acquire material and
supplies not to exceed $200. Restricted Purchase Order Forms are issued by
PurchasinG to the Department/Division upon request. The Restricted Purchase
Orders are numerically inventoried and controlled as they are released to users.
Departments have the responsibility for obtaining competitive prices for all
their purchases. Purchasing will monitor Restricted Purchase Orders for
compliance.
Distribution of the Restricted Purchase Order copies (4 part) is as
follows:

II. REQUISITION TO PURCHASING AGENT (over $200)
This form is used to notify Purchasing of requirements for all categories
of materials and services exceeding two hundred ($200) dollars. The ordering
Department completes the requisition with all necessary information and
signatures prior to forwardinG to Purchasing for processinG.
Departments will determine that they have adequate funds approved in their
budget to sustain the cost of materials or services they may requisition.
Requisitions are to be submitted to Purchasing as soon as practical after
budget approval. This will set the motion for budGet-year purchasing process on

all items except those on sealed bids.

1. User Department prepares requisition; forwards to Purchasing.

Ail goods will be delivered to user department if possible.
(Exception: Motor Vehicles and Heavy Duty Road Equipment will be

paperwork - calling insurance company; assigning vehicle I.D. number;
forwards to Finance for payment - invoices and license tag.

III. INVENTORY (PROPERTY) CONTROL
This entails marking and maintaining an inventory of all personal (movable)
property owned by the City. Special control is necessary to prevent loss,
misuse or theft.

Florida Statutes require inventory on items costing $200 or more.
Property records provide basis for insurance claims.
Documents removal and transfer of items.
Provides record of annual inventory.
Provides property loss statement (see attached form).
BID PROCEDURE
On all commodities and services exceeding one thousand dollars ($1000), the
Department sends recommended specifications to Purchasing.
Purchasing reviews specifications - confers with Department Head if
revision needed and confirms by comments and/or recommendation to the City
Manager that specifications are ready for bid.
Purchasing prepares ("Bid Package"): (1) Invitation to bid, (2) bid form,
(3) instructions to bidders and (4) specifications, which is forwarded to
list of prospective bidders. (Designated dates for receiving and opening
of bids are indicated on the invitation-to-bid letter).
Purchasing delivers one (1) copy of "Invitation to Bid" to the Sanford
Evening Herald for publication under LEGAL AD.
At the bid opening, the requesting Department Head, or designee, and
Purchasing opens and tabulates the bids.
The requesting Department reviews the bids, selects the low price meeting
specifications, sends his recommendation to City Manager for bid award to

Ail items of City property declared surplus for aucti0n~are submitted to
Purchasing on Property Record Form.
Ail City Departments/Divisions are sent a written memo two weeks in advance
of auction date notifying them of the upcoming auction.
Ail items to be auctioned are delivered to the Public Works Complex
warehouse by the declaring Department/Division.
In accordance with Florida Statutes 274, the following requirements are to
be follows:
Ail property of $200 inventory value may be disposed of by public auction
providing:
Publication of notice to sell per attached list, not less than
two (2) weeks prior to sale, in local newspaper.
Authority obtained for the disposal be recorded in the minutes of
the City Commissioners' meeting.
The list of items available for auction is compiled by Purchasing and
distributed to the following:

City Manager, with request to be placed on City Commission
agenda.
b. Attached to legal ad for publication in newspaper.
c. Copy to Auctioneer (Purchasing makes arrangements for services).
Auctioneer will also take inventory of items to be sold prior to sale.
Purchasing and Auctioneer will compare lists and make sure all items are
accounted for.
The Auctioneer will schedule the date and time that the surplus items may
be inspected by the public.
Ail items auctioned are tabulated by price received and bid number on'the
final settlement form indicating sale less expenses to the City of Sanford.

The City Attorney reported the agreement with Florida Department of Transporation
(FDOT) regarding the proposed installation and maintenance of six railroad signals and
rebuilding crossings within the City of Sanford was of proper legal form.

Bill Simmons, Director of Engineering and Planning, submitted letter dated April
2, 1986 from Frank S. Little, Chairman, Disaster Services, American Red Cross, requesting
the use of the Civic Center and Westside Community Center as disaster shelters during times
of emergency and assuming full responsibility for the property during disaster operations.
Mr. Simmons, also, reported Major Waters of the Salvation Army facility had verbally agreed
to setting up their site as a future disaster shelter.
On recommendation of the City Manager for approval of the concept, Commissioner

The attached bid sheet is for the pipe to close in the
ditch adjacent to Hamilton Elementary School at the Seminole
County School Board's request and,ex~ense. They are to pay
for materials and we are t° furnish ~he installation.
There were twenty bid requests sent, received five no bid,
and only one response. The bidder, Joelson Pipe Co., is the
supplier for virtually all of the areas elliptical pipe. THe
other manufacturers cannot compete with Joelson's pricing,
and other vendors are usually supplied by Joelson.
I recommend acceptance of this bid and request that it be
put on the next Commission meeting agenda for approval.

2. Recommend the approval of the request to rezone from an SR-1 to
GC-2 zone, property located at 511 E. 25th Street for the purpose
of sales and storage of boats. Owner: Seminole County Board of
County Commissioners Rep: Dot Meadors
The City Clerk reported Public Hearings have been advertised for April 28, 1986 for both
items.
The Chairman acknowleged commendations for Sergeant Whitmire, Policeman First
Class Keith, Officer Collazo from the Police Department; Officer Ray Bronson from the Police
Department for Kiwanis Club Outstanding Law Enforcement Officer of the Year 1985; Officer
Karen Reynolds from the Police Department for American Legion Law Enforcement Officer of the
Year 1986; and Fireman Steve Crews for American Legion Fireman of the Year.
The Commission considered a request for exempt license from the American Legion
to hold a Ham Shoot, April 12th through 13th, 19th through 20th, and 26th through 27th,
1986. Commissioner Farr moved to approved same for the periods 19th through 20th and 26th
through 27th, 1986. Seconded by Commissioner Thomas and carried by the vote of the
Commission as follows:

The Commission considered a request for free use of the Civic Center from the Wal-
Mart Fund Raising Committee to hold a fund raising event for "The Childrens Home in
Enterprise".
On recommendation of City Manager and Director of Recreation and Parks,
Commissioner Farr moved to deny said request. Seconded by Commissioner Thomas and carried
by the Commission as follows:

Commissioner Mercer reported that the operators of the Mayfair Country Club were
in violation of their lease for the green fees charged to golfers who walk the course. Said
charges being $14 and $16, where as the lease provided for the charge to be equal to the
average of the courses within a 50 mile radius, which he estimated to be about $8.
The City Manager reported that the staff was assembling information on the
operation of the Mayfair Country Club.
Martha Yancey appeared to report vandalism in her neighborhood of Highland Park
and to request more police assistance.
Joe Sheaffer appeared to inform the Commission of the success of the Woodmere
Subdivision residents neighborhood watch program in reducing crime in the area over the past
two years.
There being no further business, the meeting was adjourned.
