The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 28, 1986.

The meeting was called to order by the Chairman.
A Public Hearing was held in accordance with Notice published in the Evening
Herald on June 26 and 27, 1986, as follows:
NOTICE OF
PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City of Sanford will hold a
public hearing on Monday, July 28, 1986, at 7:00 P.M. in Commission
Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. In
accordance with the Federal Water Pollution Control Act, as amended
and Chapter 17-50, Florida Administative Code, the City of Sanford
has completed revised wastewater planning activities. As part of
these activities, the City has investigated potential wastewater
management plans for Sanford and the surrounding urban service
area. This study is called the Sanford 201 Facilities Plan. The
study includes an investigation of wastewater effluent disposal
options other than continued discharge into Lake Monroe. The
recommended effluent disposal option involves reduction of
wastewater flow by sewer system upgrading, treatment of all
effluent to "public access quality" as defined by D.E.R., and
application of effluent onto City owned lands'including the
airport, golf course and numerous parks. Longer range planning
includes making the renovated effluent available to private
properties for irrigation purposes and application to other public
owned properties. Wet weather discharge to St. Johns River/Lake
Monroe is necessary for periods when it is too wet to irrigate or
when total flows exceed irrigation capacity. The Florida Dept. of
Environmental Regulation is expected to perform water quality and
wasteload allocation analyses to determine if the wet weather
discharge will be satisfactory on a long range basis. If not,
additional land application areas will be developed. The purpose
of this public hearing is to present the wastewater management
alternatives considered, reasons for selecting the recommended
plan, the recommended plan, the associated environmental impact,
project costs, and the estimated user charges necessary for the
implementation of the plan. The hearing will provide interested
parties an opportunity to better understand the project and grant
interested citizens, environmental groups, and representatives from
local and state agencies the opportunity to ask questions and
express opinions regarding the alternatives studied and the
recommended plan. A draft copy of the 201 Facilities Plan and
other pertinent documents will be available for public review on or
about the middle of July, 1986, at the Public Information
Depository located adjacent to the Utility Director's office in
Sanford City Hall. This notice is given pursuant to 40 CFR 25 and
Chapter 17-50 FAC.
Ail interested parties are hereby notified that if a person
decides to appeal any decision made by the City Commission with
respect to any matter considered at such public hearing, he or she'
may need to ensure that a verbatim record of the proceedings is
made, which record includes the testimony and evidence upon which
the appeal is to be based.

Notice is hereby given that a Public Hearing will be held in
the Commission Room at the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on Monday, July 28, 1986, and
Monday, August 11, 1986 or as soon as thereafter as possible, to
consider the required reading of Ordinance No. 1818, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 1097 OF SAID CITY;
SAID ORDINANCE BEING THE ZONING REGULATIONS
OF THE CITY OF SANFORD, FLORIDA; AMENDING THE

Intent of Change: The general intent of the proposed

acre. The proposed amendment would not rezone specific parcels of
private real property.
A copy of the proposed ordinance is on file with the City
Clerk of the City at the City Hall, Sanford, Florida, and may be
inspected by the public.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

Recommend GC-2 Zoning rather than RI-1 Zoning for northerly
20 acres based on land use policy established for area along
State Road 46 and existing development characteristics in
surrounding area at present time. This recommendation
reflects the ability to request uses permitted in the RI-1
Zone in the GC-2 Zone within the conditional use approval
process. Also recommend approval of RI-1 Zoning for
southerly 10 acres based on established land use policy and
existing character of area at the present time.

Sam Gabbai - SR-1 Single Family Residential Dwelling
District to MR-1 Multiple Family Residential Dwelling
District.
Site consists of 8 lots located on the south side of
the intersection of West 26th Street and Myrtle Avenue.
Three lots on west side of Myrtle total 19,200 square
feet or less than one half acre. Five lots on east
side of Myrtle total 32,000 square feet or almost three
quarters of an acre. A portion of Myrtle Avenue,
including adjacent to site, is unimproved between 26th
and 27th Streets.
Site is adjacent to single family residences located in
an SR-1 Zone established for the area south of East
26th Street. A single family residence is located at
the southwest corner of 26th and Myrtle.
An existing mobile home park is located on the north
side of 26th Street across from site in an existing GC-
2 Zone.
An existing MR-1 Zone located east of site on north
side of 26th Street contains two quadraplex dwellings.
Area southeast of site is generally undeveloped and
includes wetland vegetation in an unincorporated area
of Seminole County.
Question is one of policy regarding density of
residential development in immediate area and area
south and east of site. Future Land Use Plan Map
reflects Medium Density Residential of up to 13
dwelling units per acre.
Recommend denial based on existing single family
development and zoning districts already established on

south side of 26th Street at the present time. This
recommendation also reflects the applicant's ability to
request conditional use approval for two-family
dwellings in the SR-1 Zoning District already
established for the site.
Commissioner Mercer moved to table the consideration of the rezoning until recom-
mendations are submitted from the Planning and Zoning Commission.

The attached contract has been received from Department of
Community Affairs. It requires execution prior to August 1, 1986. It
is requested that this item be included on the July 28 City Commission
agenda for authorization for acceptance.
By copy of this memorandum copies of the proposed contract are
forwarded to City Attorney and Finance Director for review. It is
requested that Finance Director provide information required on page 2
of the contract. Apparently a separate noninterest bearing account
must be set up to meet the requirement of the contract.
The attached DCA memorandum of June 27 provides information
regarding a 3-day workshop, July 30 through August 1, 1986. It is
strongly recommended that representatives from City of Sanford include
a member of the local governing body, fiscal officer, and grant
administrator. Unless we have selected the incumbent for our new
grant administrator billet, I will plan to attend as the "Grant
Administrator". Request a determination be made of other
representatives to attend. Because of the short time-frame I will
make reservations for 3-single rooms for the nights of July 29, 30, 31
in my name, for the time being.

The Commission next considered a request of concurrence, from the Sanford Housing
Authority, on their 1986 Comprehensive Improvement Assistance Program Application.
On recommendation of the City Manager, Commissioner Mercer moved to authorize the
approval of a proposed letter, prepared by the City Manager, to the Sanford Housing

On July 19, 1986 at approximately 2:00 AM, Officer Tim Black was
transporting a prisoner (David Lewis) to the Seminole County Jail for

25th Street when a 1972 Datsun driven by Blake A. Gebhardt turned in
front of Officer Black and collided with the police vehicle casuing it
to come to rest against a street light pole located on the southwest
corner of U.S. 17-92 and 25th Street.
Vehcile ~522, a 1986 Dodge Diplomat was totaled in the accident.
Officer Black sustained minor injuries and was treated and released by
Dr. Russell Shaw at the Central Florida Regional Hospital emergency
room. The prisoner, David Lewis was also treated and released and
subsequently booked into the Seminole County Jail.
The driver of the vehicle that struck the police vehicle, Blake
Gebhardt, was also treated and released at the hospital. According to
Trooper Ken Weaver of the Florida Highway Patrol who investigated the
accident, Gebhardt was determined to be at fault in the accident.
Trroper Weaver indicated Gebhardt would be charged with D.U.I.,
violation of right of way and driving while under suspension.
By copy of this memorandum, I am forwarding copies of all accident
reports and supporting documentation to the Administrative Services
Dept. for processing.
I am requesting authorization to initiate an emergency purchase order
to replace vehicle ~522. State Contract pricing with options for the
police package vehicle is $9,972.75.

Commissioner Mercer, as member of the Sanford Airport Authority, invited the
Commission to meet with the Authority on Tuesday, August 5, 1986 at 12:00 NOON, at the
Airport Restaurant.
Commissioner Mercer reported the City had been critized editorially by the Evening
Heral for dragging its feet regarding the Mayfair County Club and Golf Course lease. Mr.
Mercer stated Staff is working as directed by the Commission, and the City Manager and City
Attorney are working on the violations of the lease.
Commissioner Mercer requested the City Attorney to assign an attorney-to sit on
the Code Enforcement Board meetings and to shore up the statutes of th~ same board.
The Chairman reported a hazzardous condition on S. R. 46 (25th Street) at the
intersection of Summerlin Avenue and and requested Staff to request DOT (Florida Department
of Transportation) to look into a caution light, markings, or a sign.
Commissioner Thomas commended Police Chief Harriett for his extra efforts and
concerns of the community.
