The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 22, 1986.

The meeting was called to order by the Chairman.
The Woman's Club Chorus performed the City of Sanford theme song "Sanford On The
Lake" and the Mayor presented the chairman with ResolUtion No. 1459 passed and adopted by
the Commission on September 8, 1986.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
THANKING AND COMMENDING ALBERT N. FITTS FOR
HIS DEVOTED INTEREST IN THE PRESERVATION OF
OUR HISTORY AND HERITAGE, AND FOR HIS MANY
YEARS OF SERVICE TO THE CITY OF SANFORD AS A
MEMBER OF THE GENERAL HENRY S. SANFORD
LIBRARY AND MUSEUM AND AS A MEMBER OF THE
HISTORIC PRESERVATION BOARD.
WHEREAS, ALBERT N. FITTS served as a member of the General
Henry S. Sanford Library and Museum from 1974 to 1981; and
WHEREAS, ALBERT N. FITTS was appointed to the Historic
Preservation Board of the City of Sanford on October 28, 1985, and
served until his resignation on July 28, 1986; and
WHEREAS, ALBERT N. FITTS has been an outstanding member of
the community and has been supportive of both the growth of the City
and the preservation of the City's history.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1; That the City of Sanford, Florida, thanks and
commends ALBERT N. FITTS for his outstanding and devoted service to
the City of Sanford, Florida and for his dedication to the
preservation of our City's history as a member of the General Henry S.
Sanford Library and Museum and as a member of the Historic
Preservation Board, and extends to him its best wishes for the future.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
THANKING AND COMMENDING JOE B. BAKER FOR
SIXTEEN YEARS OF SERVICE TO THE CITY OF
SANFORD AS A MEMBER OF THE SANFORD AIRPORT
AUTHORITY.
WHEREAS, JOE B. BAKER was appointed to the Sanford Airport
Authority on October 1, 1971; and
WHEREAS, during his term as a member of the Sanford
Airport Authority, JOE B. BAKER has as different times served in the
capacity of Secretary, Treasurer, Chairman and Vice-Chairman; and
WHEREAS, JOE B. BAKER has devoted numerous hours of his
time to attending the meetings and to working on the projects of the
Authority; and
WHEREAS, JOE B. BAKER was instrumental in hiring a
Consulting Engineer for master plan for the Airport, resulting in
master plan update projections for the next 20 years; and
WHEREAS, during his 16 years as a member of the Sanford
Airport Authority, the Authority has expended approximately
$11,000,000 in new construction at the airport; and
WHEREAS, during his 16 years' service as a member of the
Sanford Airport Authority, JOE B. BAKER has been devoted to seeing the
needs of the airport met and to the smooth operation of the airport.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, thanks and
commends JOE B. BAKER for his outstanding and devoted service to the
City of Sanford, Florida for sixteen years as a member of the Sanford
Airport Authority, and extends to him its best wishes for the future.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, ADOPTING A BUDGET
OF REVENUES AND EXPENDITURES FOR THE CITY OF
SANFORD, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1986, AND ENDING
SEPTEMBER 30, 1987, AND CAPITAL PROGRAM.
WHEREAS, in accordance with Article VI of the Charter, as
amended, of the City of Sanford, Florida, the City Manager of the City
of Sanford, Florida, has made and submitted to the City Commission of
the City of Sanford, Florida, for the fiscal year beginning October 1,
1986, and ending September 30, 1987, and a Capital budget, such
estimates or budget having been made with particular application to
the various departments of the City, a true copy of which is hereto
attached and by reference made a part of this Resolution; and
WHEREAS, each and every item contained and set forth in
said budgets prepared by the City Manager has been carefully
considered by this Commission,
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA, AS FOLLOWS:
1. That said budget, as prepared and submitted by the City
Manager to the City Commission, be and the same is hereby adopted as
the budget for the City of Sanford, Florida~ for the fiscal year
beginning October 1, 1986, and ending September 30, 1987; and the
Capital budget as prepared and submitted by the City Manager to the
City Commission, be and the same is hereby adopted.
2. That upon collection of any revenues of said City, the
City Clerk shall allocate from each dollar collected and received, the
several amounts to the respective funds for purposes for which the
same are hereby authorized and approved.
3. That this Resolution shall become effective as of the
first day of October, 1986.

DETERMINING THE AMOUNT AND FIXING THE RATE OF
TAXATION AND MAKING THE ANNUAL TAX LEVY FOR
THE FISCAL YEAR 1986-1987, FOR THE CITY OF

WHEREAS, the City Commission of the City of
Florida, has determined a budget for the operation of the

of Florida provide for various homestead exemptions, within the
corporate limits of the City of Sanford, Florida, is hereby fixed at
4.1648 mills, to allocated as follows: Department of General
Government, 4.1648 mills.
3. That there shall be and is hereby levied for the
fiscal year 1986-1987, upon each dollar of the assessed valuation of
all taxable property, except homesteads to the extent that the laws of
the State of Florida provide for various homestead exemptions, within
the corporate limits of the City of Sanford, Florida, a tax of 4.1648
mills for the purposed of realizing a sum sufficient to meet and
defray the necessary and ordinary running and operating expenses of
the City of Sanford, Florida, for the fiscal year beginning October 1,
1986, and ending September 30, 1987.
4. This Resolution shall become effective October 1,

On recommendation of the City Manager, Commissioner Fart moved to authorize the
City Attorney to prepare the proper ordinance to close, vacate and abandon said utility

family and business to the Sanford area and commended the Commission for enforcing its

Constitution ot permit casino gambling in Florida; and
WHEREAS, the introduction of casino gambling into Florida
will alter the very character of this state and undermine our family-
oriented tourism industry; and
WHEREAS, the presence of casino gambling in this state
will hinder the development of our economy by discouraging other
needed businesses from locating and expanding in Florida; and
the presence of casino gambling will stifle and
small businesses in those areas where casinos
WHEREAS,

organized crime has infiltrated casino gambling
in other states and will be likely to do so in Florida as well; and
WHEREAS, gambling casinos are easy places to launder drug
money because they run on cash and can be used like banks by drug-

1977, when casinos were approved in
the crime rate there has increased 300%,
and the introduction of casino gambling into Florida is likely to have
a similar effect in this state; and
WHEREAS, the "get rich quick" lure of casinos will
undermine our ability to impact decent values to our children and our
grandchildren by creating an "easy money" culture replete with drugs,
prostitution, and addiction to gambling; and
WHEREAS, the introduction of casino gambling into Florida
will make the jobs of our law enforcement community much more
difficult by inspiring a culture of crime; and
WHEREAS, casino gambling will harm senior citizens by
driving up rent payments, encouraging land speculation, and providing
the lure of easy money for those on limited incomes; and
WHEREAS, much of the revenue generated for the state by
casino gambling will be offset by increased costs for law enforcement
and social services caused by casinos; and
WHEREAS, casino gambling will undermine the integrity and
stability of our government by creating an atmosphere conducive to
governmental corruption; and
WHEREAS, even if it is introduced in just one county, the
harmful effects of casino gambling will be felt statewide; and

Unanimously recommended the approval of the request to rezone frm SR-1 to
RMOI, that property located E. of US Highway 17-92 and S. of Woodson Avenue
for the purpose of office and retail sales. The Commission felt that the
RMOI was a more compatible use adjacent to a residential area that GC-2
which would allow retail businesses.
Recommended the approval of the request for a conditional use in a SC-3 zone
for the sale of alcoholic beverages (beer & wine) for consumption on
premises in a restaurant located at 201 Palmetto Avenue. The vote was 6 to 1.
The City Clerk reported Public Hearings have been advertised for Item Nos. 1 and 2
to be held on October 13, 1986, and that the Zoning Inspector had informed him that the
address in Item No. 3 should read 110 South Palmetto Avenue instead of 201 Palmetto Avenue.

Extension of Land Purchase Option for Water Well Site
Mr. Faison:
On June 23, 1986 City of Sanford executed an option for purchase
of an approximate 12-acre parcel from Jesse R. Hayman for use as a
water well site. This option is scheduled to expire at 6:00 P.M. on
September 21, 1986.
Our Water System Master Plan, just being completed by Conklin,
Poret & Holmes, strongly supports the need for an additional water
well site and provides information which shows that the Hayman
property is the most desirable of any property now under option, or
likely to be obtainable by the City. ~
Because of the untimely expiration of our present option Ann
Wallace and I have contacted the seller and her financial advisor to
obtain a commitment for extension of this option. We have a verbal
commitment, to be confirmed by an option extension contract for
extension under the following terms;
Extend option to November 4, 1986. City to pay
$5,000 for this extension of option with this
money, as well as the original $1,000 option to be
applicable toward the purchase price.
The closing of the sale is to be not later than
December 15, 1986.
These dates are critical in order to allow 30-days notice for a
public hearing as required by Florida Statute prior to execution of a
purchase contract. This will require that we immediately advertise
intension to hold a public hearing on October 27, 1986. The seller
desires closing not later than December 15 because of tax law changes.
I strongly recommend that City Commission authorize execution of
this option extension as soon as documents are in hand, with payment
of the $5,000 consideration to occur immediately following option
