The City CQmmission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 9, 1987.

RESOLUTION NO. 1472
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING RICHARD J. LAZAR FOR HIS HEROIC
ACTIONS OF SATURDAY, JANUARY 24, 1987.
WHEREAS, RICHARD J. LAZAR is a firefighter who has been
employed with the Sanford Fire Department since January 5, 1973; and
WHEREAS, on the evening of Saturday, January 24, 1987,
RICHARD J. LAZAR during his off-duty hours, noticed an unusual glow in
the window of a house in his neighborhood and after inspection
realized it was a fire; and
WHEREAS, he then checked all the doors and windows, found
they were locked, and then proceeded to his own house to call the 911
emergency number; and
WHEREAS, he then returned to the house and at great risk
and without regard for his own personal safety, he broke a glass
sliding door and pulled Clarence Williams who was unconscious due to
smoke inhalation, to safety with the help of Sgt. William Dube of the
Sanford Police Department who arrived as the door was broken; and
WHEREAS, the heroic efforts of RICHARD J. LAZAR deserve
public recognition and acclaim.
NOW, THEREFORE,

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held in the
Commission Room at the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on February 9, 1986, to consider changes and
amendments to the Zoning Ordinance of the City of Sanford,
Florida, as follows:
A portion of that certain property lying East of
Seaboard Coastline Railroad Right-of-Way and between
Airport Boulevard and 25th Street (C R 46A) is proposed
to be rezoned from MR-2 (Multiple-Family Residential
Dwelling) District to PUD (Planned Unit Development)
District. Said property being more particularly
described as follows:
From the Northerly corner of Avondale, according to the
plat thereof as recorded in Plat Book 3, Page 94 of the
Public Records of Seminole County, Florida, run North
53°04'39" East 319.72 ft. along the Right-of-Way of
Seaboard Coastline Railroad to the POB; thence run South

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning. No one appeared.
The City Clerk reported Notice had been sent to owners, Zom-Sanford, on January 8,
1987.
The Chairman reported a request had been received from the owners to table said
Public Hearing until April 13, 1987 to allow them adequate time to work out the "park
dedication".
Commissioner Mercer moved to table said Public Hearing until April 13, 1987.

Bill Simmons, Director of Engineering and Planning, reported on the status of the
Change Orders for First Street Phase II Streetscape and Reconstruction, and recommended
rejecting all bids regarding the Streetscape project, approve the Change Order to Orlando
Paving Company for leveling course and overlay work as necessary between Park Avenue and
French Avenue, and further, to authorize the Public Works Department to construct the curbs,
headers, brick work, and planting, at a cost of approximately $17,000.00, and to authorize
payment from the Local Option Gas Tax Fund same.
Corumissioner McClanahan moved to reject all bids regarding the Streetscape

The Commission next considered a request for annexation and water service from
John T. Cullum Jr. and Laura Lynn Covington Cullum for a portion of that certain property
lying West of and abutting Shirley Avenue and lying between East Second Street and East
Fourth Street, more particularly described as follows:
Lots 13 and 14, Block 6, Second Section, MARVANIA, according
to the Plat thereof, as recorded in Plat Book 5, Page 88, of
the Public Records of Seminole County, Florida, also known as
Shirley Avenue.
Commissioner Mercer moved to authorize the water service and to accept the Request
for Annexation with the Deed Restriction Statements.

POLICY - WATER METER CALIBRATION CHARGES
We presently charge $4.00 to drive to the meter location, remove the
meter, transport it to the shop, perform a test bench calibration, and
re-install the residential water meter. This usually takes about one
hour. We receive an average of 20 requests for this service each
month. The amount charges and the policy should be updated to reflect
actual cost incurred.
POLICY
WATER METER CALIBRATION
UTILITY DEPARTMENT
Water meter calibrations may be requested by City utility
customers. The Customer Service Representative is to put the request
in writing on the appropriate form for the field personnel.
The customer requesting the calibration shall have the policy
explained to them by the Customer Service Representative.
The charge for the calibration is $10.00 for a 3/4" meter. This
charge covers the cost for the time spent by the field personnel to
physically pull the meter and test it for accuracy on the meter test
bench. If the meter tests out accurately, the City will charge the
customer $10.00. If the meter proves to be reGisterinG fast, the
customer will not be charged and the City will adjust the customer's
utility bill accordingly.
For larger meters the cost for calibration will be those charged
the City by an outside company, plus $10.00 for transportation and
field work.

The Chairman submitted copies of letters from Eddie Sauls and Betty Andes setting
f~rth their efforts in pulling together to clean up their neighborhood, Country Club
Manor. The Commission commended the neighborhood for their efforts.
