The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 8, 1987.

The meeting was called to order by the Chairman.
The first item of business was a Public Hearing, continued from April 13, 1987, to
consider rezoning a portion of that certain property lying East of Seaboard Coastline
Railroad Right-of-Way and North of Airport Boulevard from MR-2 (Multiple Family Residential
Dwelling) District to PUD (Planned Unit Development) District.
Pursuant to the request of the owner, Zom Development Corporation, Commissioner
Thomas moved to continue the Public Hearing to August 10, 1987. Seconded by Commissioner
Mercer and carried by the vote of the Commission as follows:

A Public Hearing was held in accordance with Notice published in the Evening
Herald on May 19 and 29, 1987, as follows:
NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held in the
Commission Room at the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on June 8, 1987, to consider changes and
amendments to the Zoning Ordinance of the City of Sanford,
Florida, as follows:
A portion of that certain property lying between West
4th Street and West 5th Street and lying between Cedar
Avenue and Holly Avenue is proposed to be rezoned from
MR-2 (Multiple-Family Residential Dwelling) District to
GC-2 (General Commercial) District. Said property being
more particularly described as follows:
Lots 1 through 10, Block 6, Tier 11, TOWN OF SANFORD, as
recorded in Plat Book 1, Page 62 of the Public Records
of Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The City Clerk reported Notices had been sent to owners, William D. and Karen L.
Petty, Estate of Gladys B. Ross, Donald L. Miller, David A. Auerback and Duane M. Gray, and
Evelyn G. Bedenbaugh on May 8, 1987.
John Butner, Stenstrom Realty, representing the owners, appeared to support the
request.
Joe Brooks, President of the company that occupies the space, appeared to support
the rezoning.
Rosa Rotundo, owner of 418 Maple Avenue, appeared in opposition.
Commissioner McClanahan moved to authorize the City Attorney to prepare the proper
ordinance to rezone said property. Seconded by Commissioner Eckstein and carried by the
vote of the Commission as follows:

A Public Hearing was held in accordance with notice authorized at the meeting of
May 26, 1987, to consider condemnation of structures or buildings on Condemnation Group 84,
Report No. 87-9. The Chairman announced that the Commission would hear from the property
owner or representatives thereof. No one appeared.
A review of the report was as follows:

Commissioner Mercer moved that finding the building under Condemnation Report
Number 87-9 to be unsanitary, unsafe and delapidated, and that said structure be condemned
and the owner given 90 days in which to repair or demolish said structure; and if the
structure is not repaired or demolished within 90 days, to authorize the City to demolish
same and levy a lien against the property. Seconded by Commissioner Thomas and carried by
the vote of the Commission as follows:

Bob Ball appeared to discuss a City-wide need for municipal swimming pool.
Those appearing to support a municipal swimming pool were as follows:
Leon Brooks, Seminole County Schools
Turner Clayton, Jr., Human Relations Advisory Board
Jean Michaels, Water Safety Council for the American Red Cross.
Charles Frain.
Les Baylow appeared to report a municipal swimming pool would raise property
taxes, increase health problems, sewer rates, insurance costs, and the need for more treated
water.
The Commission authorized same to be discussed at a future Workshop Session.
The next item of business was the consideration of contract to purchase 2200 acres
East of the City for an effluent disposal site.
The City Manager submitted a letter from the City Attorney, dated June 8, 1987, as

Dear Frank:
Pursuant to our telephone conversation, enclosed are an original
and three copies of a proposed contract for sale and purchase of
the 2,200 acres East of the City.
Although there was some discussion of an expedited closing,

after ~ ~ ~ ~ I reco~uunend a survey and a Dub!lc hearing
prior to any closing date, hence a projected closing date of
August 21st. The survey will a) establish the boundary, b) show
any encrochmen%s or ooten%ia! mdverse claims, and c) establish
the ?aantity of land and, therefore the final price. The public
hearing ~fter 30 days notice will per~t ~ub!ic input and should
help hold potential criticism to a minimum.
So that the contract can be fully executed ~onday evening if the
City Commission ~approves it, I suggest that Henry Tamm be
requested to prepare a $5,000 deposit check ~avabie to our fi_--m
~rust account. If the contract is approved, Henry can deliver
the check ~o me and I will sign the contract acknowledging
receipt of the deposit. The "ball" will then be in the Seller's
court.

After discussion, Commissioner McClanahan moved to authorize the Mayor and City
Clerk execute a contract and addendum, as prepared by the City Attorney, to be presented to
the owners in the offer of $3,523,472, with a $5,000 deposit; and to authorize the City

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
SUPPORTING AND ENDORSING THE EAST CENTRAL
FLORIDA COMPREHENSIVE REGIONAL POLICY PLAN,
FINAL DRAFT, OF MAY 1987.
WHEREAS, the City of Sanford has reviewed and evaluated
the final draft of the East Central Florida Comprehensive Regional
Policy Plan regarding its relationship to the City of Sanford; and
WHEREAS, the final draft of the Plan recognizes the
importance of service areas established by local government, with
particular emphasis on such service areas of publicly-owned wastewater
treatment facilities financed in part with federal Section 201 funds;
and
WHEREAS, the City of Sanford 201 Water and Wastewater
Facilities Master Plan reflects a major financial commitment by the
City to provide efficient centralized water and wastewater service
within a designated area; and
WHEREAS, the City's wastewater facilities program futhers
the intent and purpose of the Comprehensive Regional Policy Plan
through the reuse of public-access quality effluent and the efficient
provision of urban services within an established urban service area.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:

Sanford finds that the Comprehensive Regional Policy Plan is
compatible with and supports major capital improvement programs of the
City of Sanford.

take place without the mutual consent of both governments.
3. That the Mayor and City Commission of the City
Sanford encourages the East Central Florida Regional Planning
to both continue and to strengthen its intergovernmental
insuring that local governments provice cost-effective
facilities and services without duplication.
4. That this Resolution be incorporated in the
of the City of Sanford and that a copy be presented to the
Central Florida Regional Planning Council.

ated with him to reduce his price to $5,000.00 by changin~ the

The Commission next considered a request from Randall Grant to use City Right-of-
Way for off-street parking at 700 West First Street.
On recommendation of the City Manager, Commissioner Thomas moved to grant a
variance to allow off-str~et parking on a portion of Maple Avenue Right-of-Way, North of
West First Street, in accordance with the site plan as filed, for a proposed antique shop to
be developed on the property at 700 West First Street. The City reserves the right to
terminate the variance at any future time at the City's discretion. Seconded by

Unanimously approve the site plan for an addition to SWOP, a work
opportunity facility located at 3422 Orlando Drive in a C-2 zone
