The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 27, 1987.

The meeting was called to order by the Chairman.
A Public Hearing was held in accordance with Notice published in the Evening
Herald on June 26, 1987, as follows:
NOTICE OF A PUBLIC HEARING
Notice is- hereby given that a Public Hearing will be held in the
-Commission Room at the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on Monday, July 27, 1987, relative to the
proposed purchase of a parcel of land lying East of the City of
Sanford. The parcel comprises approximately 2200 acres and is
located East of Lake Jessup and South of State Road 46 in Seminole
County.~ The purpose for the proposed acquisition is for a future
site for land application of treated wastewater--effluent. The
purchase price will be deter-mined in .accordance with the
provisions of Chapter 166.045, Florida Statutes.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed land purchase.
Bill Simmons, Director of Enginee.ring and Planning described the overview of the
reclaimed water project including comments on quality of the product and video tape film
Paul Porter, Conklin, Porter and Holmes, Inc., described the proposed utilization
of the property for the wastewater treatment. The initial phase of the program involves
irrigation of public lands, including the Golf Course, City Parks, the Airport, the Stadium,
City Hall site, and a cemetery. The second phase will include residential irrigation plus
making the water available to other private owners for non-potable uses. The primary
disposition of the new water on this site is increased evapotranspiration. Site studies
including g~ological, hydro-geological, and environmental studies, detailed topography, and
vegetation analysis will be completed prior to site development.
Herb Stangland, civil engineer with Ardaman & Associates, Inc. described the
Hydrogeological Survey and Land Application System Evaluation repor~ results
of the field exploration and laboratory program, hydrogeological evaluation and design
recommendations for land disposal of treated wastewater effluent in the 2000 acre site.

Hugh Putnam, environmental scientist with Water & Air Research Co., Gainesville,
stated, the site appears to have acceptable characteristics from an ecological
perspective for successful application of treated wastewater at recommended levels. The
slow rate of application planned over 1,000 acres of the 2,200 acre site under good,
resource management procedures can reach the project objectives within achievable
environmental goals.
Bill Bostwick from the Florida Department of Environmental Regulation commented on
the permitability of the site for'a yet to be determined level of reclaimed water irrigation
and stated that any development of the site will be in strict accordance with Department
of Environmental Regulation.
Rick Lenin, St. Johns River Water Management District representative, commented
regarding the area water supply, and general acceptability of irrigation on land above the
100 year flood plain, and general need for water reuse.
Mayor' Smith-cailed for statements from residents of Sanford in favor of the
acquistion. Bill Bush, Dave Farr, and Henry Wright spoke' in favor of the acquisition.
Mayor Smith .called for statements from residents of Sanford in opposition of. the
acquistion. William Batser, 222 Bradshaw; and Earl Jesse, 95 Exeter Court spoke in
opposition of the acquistion.
Major Smith called for statements, from Geneva residents to speak in_favor of, or
in opposition to, the proposed acquistion.
Mrs. Broden, spokesman for Geneva residents, stated the proposed track is not high
and dry; there is rapid saturation, run off and finally flooding. This happens frequently,
and residents in Geneva are required to have their septic tanks above ground. The primary
fear stems from the fact this land is not an entity unto itself it is a part of the flood
plain hammock. Mrs. Broden stated that this land has little or no ground filtering
capacity. There is a problem with the salt water intrusion in the aquifer, no matter how
much fresh water you pour on the surface. There are also eagle nests in the proposed site,
any serious construction will disturb the birds and covering of the ground with the nutri-
tients and chemicals will run into Lake Jessup. This will-have a serious effect on eagle
feeding grounds, plant growth, and sport fishing. To sum up, having heard a great deal
about this project, both good and bad, and considering the fragile environment of the wet-
lands area, we the United Citizens of the Lake Jessup area, Lake Cockran area, Mullet Lake
Retreat Subdivision, and the City of Geneva wish to express our firm and unequivocable
disapproval of this proposal.
The Chairman asked for a show of hands for which Mrs. Broeden was speaking. The
Chairman asked if there was anyone else to speak on what Mrs. Broeden did not cover.
Raymond Sodwood, Bill Shredder, Laurie Smith, Lee Voorhees, 'and 'Don Crabtree spoke in
opposition to the project.
City Attorney, William Colbert stated that the City has a pending contract and
one of the conditions is that a Public Hearing be held and the Commission make a final
decision whether or not to proceed pursuant to the contract.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, passed and adopted said Ordinance No. 1880.
The Commission next considered the bid proposals for city employees and retirees
insurance and recommendations from the review committee. The City Manager stated that
after careful review and analysis, the selection team unanimously recommends the selection
of Blue Cross to provide the City's health plans, Life and Accidental Death and
Dismemberment insurance, effective October 1, 1987.
Commissioner Mercer moved to authorize the insurance contract be awarded to Blue

Developer's Agreement has been negotiated with the owners of
Sanford Auto Auction. The terms of the Agreement relative to
costs sharing are as originally proposed, developer pay material
costs for 8" line, and City pay costs of installation, as well as
any material costs for up, sizing the line above 8".

Although there has been considerable verbal expression of
desire for water service by other owners farther east than
Cameron Avenue, I have received no indication of immediate
interest in water service for other owners west of Cameron Avenue
who might be potential participants in the subject Developer's
Agreement. Since there has been no commitment by the City to
extend the waterline east of Cameron Avenue, it appears
inappropriate to include any property owners in that area in the
initial agreement. If and when a decision is made to further
extend the waterline easterly, owners to benefit by that portion
of the extension should be reasonably expected to participate
heavily in the costs of any such extension.
