The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 12, 1987.

The meeting was called to order by the Chairman.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
The City Clerk reported Notice was sent to the owner, Novia N. McGrath et al, on
September 10, 1987, and the ad was published on September 22 and October 2, 1987.
On recommendation of the Planning and Zoning Commission, Commissioner Mercer moved
to authorize the City Attorney to prepare the proper ordinance to rezone said property.

introduced and placed on first reading at meeting of September 14, 1987 was next placed on
final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
adoption of Ordinance No. 1889.
Lonnie Groot, Assistant County Attorney of Seminole County, Florida appeared to
request a delay of consideration of this ordinance because he was notified the public
hearing would be held October 26, 1987 and also, the County Commission has not considered
whether or not to oppose the annexation. Mr. Groot submitted a copy of his notice marked
Exhibit A and a copy of the legal ad for a Public Hearing for October 12, 1987 marked
Exhibit B.
The City Attorney stated that a two week delay in the hearing would have no
ramifications on the annexation.
Bob Seigler appeared to oppose any delay of said hearing.
Commissioner McClanahan moved to table said Public Hearing and second reading of

The Commission next considered the Petition for Annexation from David A. Stump
for a portion of that property lying East of and abutting Park Avenue and Lying between
East 26th Street and East 27th Street for water service only, more particularly described
as follows: Lots 271 and 273 Frank L. Woodruff Subdivision, Plat Book 3, Page 44, Seminole
County.
Commissioner Mercer moved to authorize water service extension at no cost to the
City and to hold the annexation until the property is contiguous. Seconded by Commissioner

the month of August 1987 from Stenstrom, McIntosh, Julian, Colbert & Whigham, P.A. in the
amount of $3,746.75. Seconded by Commissioner McClanahan and carried by the vote of the

The Commission next considered the proposed draft agreement between the City and
the Airport Authority for spray irrigation on the airport. The City Manager reported that
the proposed agreement is strongly favorable toward aviation considerations and includes
risks to the City regarding potential termination or limitation of irrigation operations.
Estimated effluent capacity of the Airport areas is slightly less than 1.5 million gallons
per day, because of the significant cost spread, it is recommended that the City pursue
vigorously the final approval of a formal agreement for irrigation at the Sanford Airport.
Commissioner McClanahan moved to authorize Mayor Smith to execute said agreement.

The Commission considered Amendment #20 to the Water Quality Studies Agreement
for consulting engineering services with Conklin Porter & Holmes-Engineers, Inc. to provide
for HydroCal, Inc. to perform and review water quality modeling efforts with DER.
The City Attorney reported that he was familiar with HydroCal and they would be
able to provide the state with expert information.
Commissioner Eckstein moved to authorize Amendment #20 to Water Quality Studies
Agreement for consulting Engineering Services with Conklin, Porter & Holmes-Engineers, Inc.
and the cost was not to exceed $7,500.00. Seconded by Commissioner Thomas and carried by
