and the alternatives considered, reasons for selecting the recommended plan, environmental
impact, project costs and estimated user charges necessary to plan and implementation.

NOTICE is hereby given that the City of Sanford will hold
a public hearing on Monday, October 26, 1987 at 7:00 p.m.
in Commission Chambers, City Hall, 300 North Oak Avenue,
Sanford, Florida. In accordance with the Federal Water
Pollution Control Act, as amended and Chapter 17-50,
Florida Administrative Code, the City of Sanford has
completed wastewater planning activities pertaining to
separation of the combined storm/sanitary sewer system.
As part of these activities, the City has investigated
various alternatives as described in the City of Sanford
Collection System Study for the Combined Sewer Area. The
recommended alternative is construction of a new vacuum
sewer system for conveyance of the sanitary waste water
flows and rehabilitation of the existing combined sewers
for storm water flows. The purpose of this public hearing
is to present the alternatives considered, reasons for
selecting the recommended plan, environmental impact,
project costs and estimated user charges necessary for
plan implementation. The hearing will provide interested
parties an opportunity to better understand the project
and grant interested citizens, environmental groups, and
representatives from local and state agencies the
opportunity to ask questions and express opinions
regarding the alternatives studied and the recommended
plan. A copy of the Collection System Study will be
available for public review at the Public Information
Depository located adjacent to the Utility Director's
office in Sanford City Hall. This notice is given
pursuant to 40 CFR 25 and Chapter 17-50 FAC.

Jim Branch reported on the Collection Study Combined Sewer Area for the City of
Sanford, as follows:
Good Evening, Mayor Smith, members of the City Commission and general public. My
name is Jim Branch and I am a Vice-President at Conklin, Porter & Holmes - Engineers, Inc.
This is the public hearing for the City of Sanford Collection System Study - Combined Sewer
area, which was advertised in the Sanford Herald on September 4th and 25th, 1987. With me
is Paul Porter, Executive Vice-President of Conklin, Porter & Holmes - Engineers, Inc.
The purpose of this public hearing tonight is to present the results of the
completed study for separation of combined sewers in the central area of the City of
Sanford. This 'discussion will present the alternatives considered for sewering the 315

acre area, the reasons for selecting the recommended plan, the recommended plan and
associated environmental impact, and estimated projects costs. This hearing will also
provide interested parties and the public an opportunity to better understand the project
and will grant interested citizens, environmental groups, and representatives from local
and state agencies the opportunity to ask questions and express opinions regarding the
alternatives studied and the recommended plan. On October 15, 1987, the final draft of the
City of Sanford Collection System Study - Combined Sewer Area was placed in the public
information depository located adjacent to the Utility Director's office in City Hall for
public review.
II. PUBLIC PARTICIPATION
One objective of these studies is to document public reaction, evaluate public
input, and make modifications or adjustments in the program based on public participation.
Therefore, at the conclusion of the presentation, we will solicit and welcome any public
comments and try to answer any questions.
III. BACKGROUND
The study area, which consists of approximately 315 acres in the City of Sanford
between French and Park Avenues and Second and Twentieth Streets, contains large diameter
sewers which drain the streets and other impervious areas and also carry the sanitary
sewage waste to the sewage collection system. The bulk of the homes and businesses in the
study areas as well as the existing sewers were constructed prior to 1972 per review of the
City of Sanford records, old engineering plans, and old (1958-1968) aerial photographs.
During low flow periods (no rainfall or minor rainfall occurring), the sanitary sewage
wastes are collected in the east-west sanitary sewer pipe along 2nd street and flow to the
wastewater treatment plant. During higher flow periods (moderate to severe rainstorms),
the storm water and a certain portion of sanitary sewer wastes as well, are carried out
through the storm sewer system and discharged into Lake Monroe at four locations. Due to
the presence of these four combined sewer overflows into Lake Monroe, The Florida
Department of Environmental Regulation has 'mandated by Consent Order (written legal
agreement) between the City and the Florida Department of Environmental Regulation that
these overflows be eliminated by December 30, 1995.
COnklin, Porter & Holmes - Engineers, Inc., under contract from the City of
Sanford, developed studies detailing alternatives to eliminate the combined sewers and to
provide separate sanitary sewer service to the study area. This study summarizes that
work, does cost effective analyses on the various alternatives, and presents a recommended
solution to the problem of elimination of combined sewers and sewering of the area in
Sanford.
IV. COLLECTION SYSTEM STUDY
In order to qualify for State and Federal funding for the removal of the combined
sewers and overflows in the City of Sanford, a study was made to make sure that this
particular area of the City meets the requirements for funding for a new collection system.
An eValuation of the existing combined sewer area has been made to determine the two key
factors relative to its eligibility for funding of a new collection system.

1. A determination that the bulk of the sanitary sewage flows were in existence
before October 1972 (date for the adoption of the Clean Water Act), and
2. Determination that the continued use of system as is would result in a
degradation of water quality in the receiving waters of Lake Monroe as well as
violation of the Florida Department of Environmental Regulation Consent Order.
The scope of this study was limited to the combined sewer system separation
eligibility for construction funding for a new collection system and does not include other
aspects of collection system rehabilitation, which had previously been evaluated and
discussed in the sewer system evaluation surveys (SSES) conducted previously for the City
sewer system; nor does it address any further restoration of the storm water system within
the study area.
Existing City mapping,, aerial photographs taken prior to 1987, and aerial
photographs taken very recently, were used to determine that two-thirds of the sanitary
sewage flow presently generated in the study area was present prior to 1972. This was done
by a house count on the aerial photographs, which showed that the bulk (more than two-
thirds) of the existing homes and businesses within the study area existed there prior to
1972. This study, supporting maps, and aerial photography were submitted to the Florida
Department of Environmental Regulation in Tallahassee for their review and approval.
V. SEPARATION ALTERNATIVES
In addition to a determination that the study area meets the collection system's
study requirements, five alternatives for the elimination of these combined sewer overflows
were considered, including the option of taking no action. These 'alternatives were
reviewed as to technical feasibility, initial and life cycle costs, and abilitY to meet. the
desired objective. Cost data including past bidding histories, contractor and outside
consultant estimates, and the Engineer's opinion of probable cost were used in the
generation of both initial and life cycle costs for each of the alternatives.
The "no action" alternative was discarded as not meeting the project requirement
of elimination of the combined sewer overflows into waters of the state as well as
providing a continued threat to public health and welfare through back-ups of the combined
sewage into the streets during times of high rainfall. An alternative involving
construction of a gravity sewer system within the alleyways with a large number of sanitary
sewage lift stations and shallow gravity lines was considered, but was eliminated due to
the difficulty of locating available sites for the lift stations and the extreme difficulty
of constructing gravity sewers with the many obstructions present in the alleyways. The
options of constructing new sanitary and new storm systems both in the streets and the
alleyways between houses were considered, preliminary engineering done to locate the sewer
and estimate the costs of such an option, and cost estimates provided. These options were
found to be extremely expensive due partially to the amount of .street restoration that
would be required. Please note that a large number of the streets within this study area
are brick streets and brick street restoration is extremely expensive. The remaining
alternative - construction of a vacuum sewer system with vacuum pipes laid within the
alleyways - was found to be the most cost effective and implementable alternative. The
attached table, which has been reproduced as an exhibit for this meeting, lists the cost

effective comparison for each of the alternatives which were compared on an' equivalent
life cycle cost basis.
VI. VACUUM SEWER SYSTEM
Based upon the determination that the study area meets the requirements for a new
collection system and the analysis present in this report, we recommend that the City
install a vacuum sewer system within the combined sewer overflow area, eliminate connection
of the storm lines to the 2nd street sanitary sewage collection system, remove sanitary
sewer laterals for the existing combined sewer, and utilize the existing combined sewer as
a storm sewer alone. At some late date, repairs and expansion/reconstruction of the old
storm sewer system should be accomplished to eliminate street flooding within the downtown
area. Based upon the information provided to us by outside consultants, our physical
review of vacuum sewer systems elsewhere, and upon literature review, we feel that the
vacuum sewer alternative would be the most flexible to meet the requirement for the
elimination of the combined sewers. The vacuum sewer force mains, which do not need to
follow a specific horizonal alignment, should be able to be constructed around obstructions
in the already congested alleyways and thus reduce somewhat construction costs.
Vacuum sewer systems are not conventional sewer system. Although the
construction costs is lower, they require a good deal of operation and preventive
maintenance. They are considered an innovative and alternative technology and as such,
qualify for increased federal funding.
VI. ECONOMIC IMPACT
The collection- system study for the combined sewer area of the City of Sanford as
completed and submitted to the Department of Environmental Regulation and as on record
with the City of Sanford for review by the public, contains detailed, preliminary cost
estimates for construction of the various sewer alternatives. Briefly, the selected
alternative - that of construction of a vacuum sewer system in the combined sewer area - is
estimated to have a capital cost of $5,685,289 and a present worth cost life cycle of
$6,654 177. Note that Federal and State funding are being sought to pay a major portion
of the construction costs of the facilities.
The 201 Plan adopted in February 1985 and updated in July 1986 included costs for the
separation of the combined sewer system. Monthly user charges for all of the improvements
including plant work, sewer rehabilitation, effluent disposal and combined sewer
separation were estimated at $20 to $22 per customer per month in the 201 Plan.

VIII. CLOSING
This is completion of our presentation. We would like now to open us the floor
to any comments or questions by the Mayor, City Commission, and then the floor.
DISCUSSION
Commissioner Mercer asked if these are the grant eligible funds and the balance
to come Out of bonds issue. Bill Simmons responded that this particular project was not
figured in the bonds issued, but will fall within the validated bond issue limit. We will
have a better notion when we open bids on some of our reclaimed water systems, because
there are some very large bid items coming up on that. If you will recall this is .a
project which was originally planned to be done in the early 1990's and it was pulled
forwarded because of the availability of grant money which will be no longer available at
the later time. Commissioner Mercer asked if this would come out of a subsequent bond
issue. Bill Simmons stated that that would probably be the case unless the City receives
some extremely low bids on the basic reclaimed water system.
Commissioner McClanahan asked about the monetary amount of $22.00 per household.
Jim Branch replied that the $22.00 was per customer per month. Commissioner McClanahan
asked if this in addition to what is being paid now. Jim Branch replied that would be a
monthly user charge for sewer only. Jim Branch stated this was not on top of what is being
charged at present.
Bill Simmons stated this is the amount used in the 201 Plan which goes back to
1986 which talks about the total cost per household per customer associated with the
improvements envisioned in the 201 Plan. Paul Porter stated that it was to be a total
cost per month for the 201 Plan, it is not a raise, but all of the things to be
accomplished in the 201 Plan plus operation costs, divided by the number of customers for
an average cost per customer cost of $20 to $22.00. A good bit of it has already been
incorporated into the bond issue which is already in effect.
Mayor Smith stated the important point is the City is going to have to do this at
one time or another, one way or the other, and is a lot better to it with some grant money.
Commissioner Thomas asked the life cycle of this system. Jim Branch stated in
actuality the sewers that are put in have a longer life, but for costing a life of twenty
years was estimated.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed Collection Study - Combined Sewer
Area. No one appeared.
Commissioner Eckstein asked if the maintenance on this high state of the art
technology is that something we ought to consider during the twenty year life cycle. Jim
Branch stated very definitely. This system is much more complex than a gravity system, it
takes more people more adept to run it properly. This is definitely a factor, and in
doing the life cycle cost, a lot of money is added for the maintenance.

authority -to implement equitable user charges, and sewer use ordinance, alt in
accordance with applicable federal and state'regulations and guidelines; and

necessary financial, institutional, and managerial resources to construct,
operate, .and maintain the facilities;

AMENDING SECTION 16-12 OF THE SANFORD CITY CODE,

final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
adoption of Ordinance No. 1901. No one appeared.

Sanford, Florida, had passed and adopted said Ordinance No. 1901, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING SECTION 16-12 OF THE SANFORD CITY CODE,
SAID SECTION RELATING TO SCHEDULE OF OCCUPATIONS
AND LICENSE TAXES BY AMENDING THE FEE OF THE
TELEGRAPH COMPANY FROM $375.00 TO $50.00;

The Commission considered the Petition for Annexation from Stanley H. Sandefur,
Trustee for a portion of that certain property lying between State Road 46 (Geneva Avenue
and vacated SCL RR and lying West of and abutting Brisson Avenue. Said Petition was tabled
from the meeting of August 24, 1987. The City ~ttorney requested said annexation be tabled
for 30 days.

to meeting of November 9, 1987.
