The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 8, 1988.

The Commission next considered a request from Sanford Gymnastics Association,
Inc. to close, vacate and abandon a utility easement lying between 25th Street and 26th
Street and between Poinsetta Avenue and Princeton Avenue and to review the lease as revised
by the City Attorney.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed closing of said utility easement.
Miss Jeanette Stiffey and Bob Whitaker appeared to speak in favor of said lease
and the closing of utility easement.
Commissioner Mercer moved to authorize a public hearing to close, vacate and
abandon a portion of 14 foot North/South utility easement lying between East 25th Place and
east 26th Street and between Poinsetta Avenue and vacated Princeton Avenue to be held on
March 14, 1988 and to authorize the execution of said lease subject to the addition of the
use of the parking lot and the restrooms of the Sanford Gymnastics building be available to
the public while utilizing the park facilities. Seconded by Commissioner Eckstein and
carried by the vote of the Commission as follows:

Phil Chestnut, representing Seminole National bank, appeared to speak in favor of
Ordinance No. 1924.
The City Engineer stated that Florida Power and Light has an over head power line
and if Seminole National Bank is willing to pay for relocating said line, they will have no
objection to vacating easement.
The City Attorney explained once the City had vacated the easement they no longer
had jurisdiction and recommended to pass the ordinance on first reading and to table
public hearing to the time of construction and relocation of power line in about three
months.
Commissioner McClanahan moved to pass on first reading of Ordinance No. 1924 and
to authorize the public hearing for the second reading and adoption of Ordinance No. 1924

We are in need of a disposal site for the processed sludge
produced at the wastewater treatment plant. Past plans were to
dispose of this material at property the City owned at the
Airport.
The various options' available for disposing of the treated sludge
include:
1) Hauling to a landfill
2)
Leasing property and using City crews to haul and
spread the material
3)
Contracting with a firm to apply the material on
property they lease or control

With the completion of the new sludge facility at the plant, we
are producing approximately 15 tons per operating day. We
currently operate the facility 5 days per week. This amounts to
75 tons of sludge per week which needs to be disposed of in an
environmentally safe way.
The Orange County landfill will reluctantly accept our treated
sludge at a cost of $18 per ton. The City would be required to
haul this material to their landfill at a round trip distance of
approximately 60 miles. Annual costs associated with this option
are':
1) Trucking Costs (assume $.80/mile) =
$12,480
2) Landfill Fees ($18/ton)

3) Labor (1 man & fringe)

Bill Simmons has also discussed with Stanley Sandefur about the
possibility of leasing property he owns for sludge disposal.
The property is located north of the Airport on State Road 46 and
consists of approximately 185 acres. Attached is a letter from
Mr. Sandefur outlining his lease requirements. The least
expensive alternative involving Mr. Sandefur's property calls for
a lease payment of $7,000 per month. The City would be required
to. provide the equipment and labor to physically apply the sludge
to the property.
Listed below are the estimated annual costs associated with this
option:
1) Trucking Costs (assume $.80/mile)

2) Lease Fees ($7000/mo x 12 months) = $84,000
3) Labor (2 men + fringe) = $32,000
4) Spreading/disking equipment lease
= $18,000

We have received a proposal from Frenz Enterprises for the
disposal of our treated sludge. Frenz currently hauls liquid
sludge from the Iron Bridge Wastewater Plant. They have
agreements with several large landowners in the Osteen area for
the use of their land to apply the sludge. Frenz states that
their current operation is permitted by D.E.R. and meets all
regulatory requirements.
Frenz will accept and spread our sludge on their property at a
cost of $15 per ton.
Listed below are the estimated annual costs associated with the
Frenz alternative.
1) Trucking Costs (assume 20 miles = $ 4,160
round trip @ $.80/mile)
2) Lease Fees ($15 ton) ' = $58,500
3) Labor (1 man + fringe)
= $16,000
$78,660
Of the three options outlined, the proposal by Frenz would be the
best economically. It should also be noted that at the start up
of the sludge disposal hauling operation, it is estimated that
two loads per day will be delivered to the site.
Recommend City Commission approve the "Frenz Proposal", have the
City Attorney draft the necessary contracts and authorize the
City Manager to sign.
