The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 25, 1988.

The meeting was called to order by the Chairman.
Mayor Smith introduced Warren E. "Pete" Knowles to present the award, named in
his honor, to the 1988 recipient Sheila O. Roberts for her dedication and service to the
City of Sanford.
On motion of Commissioner Mercer, seconded by Commissioner McClanahan and carried
by the vote of the Commission as follows:

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
THANKING AND COMMENDING SHEILA 0. ROBERTS FOR
HER SERVICES TO THE CITY OF SANFORD, FLORIDA
AS A MEMBER OF THE PLANNING AND ZONING
COMMISSION, AND AWARDING SHEILA 0. ROBERTS
THE THIRD ANNUAL WARREN E. "PETE" KNOWLES
SERVICE AWARD.
WHEREAS, SHEILA 0. ROBERTS has served the citizens of the
City of Sanford, Seminole County, and the State of Florida in many
capacities, including: President of the Democratic Women's Club;
Committeewoman for the State Democratic Executive Committee; Charter
Member of the Seminole County League of Women Voters; President of the
Catholic Women's Club; President of the Seminole County Medical
Association's Women's Auxiliary; Member of the Sanford Woman's Club;
Director of Catholic Charities;
Member of the National Association of Parliamentarians; and
Gray Lady at the U.S. Naval Hospital in Pensacola, Florida. Mrs.
Roberts has also served as Chairman of the United Fund, Secretary-
Treasurer of the Central Florida Zoological Society, Chairman of the
Salvation Army Advisory

on February 8, 1988.
The major projects during her tenure were: Hidden Lake, Mayfair Villas
and Ramblewood in 1978; Sanford Court, Amendment Comp Plan and Cornwall
Industrial Area in 1979; Sanora Townhouses and Groveview Village in
1980; Village Marketplace and Seminole County Operations Center at Five
Points in 1981; Central Florida Regional Hospital in 1982; Humane
Society, Howell Place, Rezoning Downtown Sanford, Seminole County
Health Department and Kaywood in 1983; Pine Ridge Club, Sail Point,
Commerce Park, Cardinal Industrial Office and Seminole Centre in 1984;
Seminole County Correctional Facility, and Sanford Central Park in
1985; Sanford

Town Square, Sanford
Cardinal in 1986; LON
and the Comprehensive

WHEREAS, SHEILA 0. ROBERTS has performed invaluable services
for the citizens of the City of Sanford, Seminole County and the State
of Florida;
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, thanks and
commends SHEILA 0. ROBERTS for her outstanding and invaluable service
to the City of Sanford and its citizens as a member of the Planning and
Zoning Commission and her other civic activities and extends to her
its best wishes for the future.
SECTION 2: That, in recognition of her outstanding service
to the community in all of her endeavors, the City Commission awards to
SHEILA 0. ROBERTS the Third Annual WARREN E. "PETE" KNOWLES SERVICE
AWARD.
SECTION 3: That this Resolution be recorded in the official
minutes of the City of Sanford, Florida, and that a copy be presented
to SHEILA 0. ROBERTS.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Terry Futrell appeared to support the request. Frederick Samuels appeared to
question the size of the business allowed in this area. The City Engineer explained the
type of institution limited in the RMOI zoning.
The City Engineer reported the Planning and Zoning
approval of the request.
Commissioner Thomas moved to authorize the City Attorney to prepare the proper
ordinance to rezone said property. Seconded by Commissioner McClanahan and carried by ~he

WHEREAS, lead is of concern due to the possible health

effects associated with overexposure to lead. Lead is
harmful to human health if consumed or inhaled. Three
potential sources for lead to accumulate in the body include
ingestion from food, water or inhaled from the air.
WHEREAS, to protect the public's health, public
drinking water supplies are governed by the Safe Drinking
Water Act under which the United States Environmental
Protection Agency sets drinking water standards. As
suppliers of water in the Sanford area, the City of Sanford
must comply with all Federal and State drinking water
standards.
WHEREAS, Although lead is not present in the water
produced by the City, there does exist the possibility of
water contamination from lead in the plumbing materials
within homes or buildings. To avoid these possible health
problems, the City of Sanford, Florida, supports the
Federal ban on lead solders, flux and pipe in plumbing
systems.
WHEREAS, to avoid these possible health problems, the
City of Sanford, Florida, supports the Federal ban on lead

Sanford, Florida, wishes to protect the health of its
citizens and water utility customers by passing this
resolution supporting the Safe Drinking Water Act.

responsible for enforcing the use of lead-free materials in

to time in accordance with the Southern Building Code, where
appropriate.
