the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 8, 1988.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed Groveview Park.
Jim Jernigan, Director of Recreation and Parks appeared to support the request.
Mr. Jernigan reported this is a seven (7) acre plot of land with the City providing cash,
land and in-kind services totalling $240,000 with a grant from the State of Florida in the
amount of $120,000, for a total project cost of $360,000. The funds will be used for the
development of a neighborhood park with handball courts, basketball courts, trails, and
other activities.

A RESOLUTION AUTHORIZING THE CITY OF SANFORD TO SUBMIT AN
APPLICATION FOR FUNDING UNDER THE FLORIDA RECREATION
DEVELOPMENT ASSISTANCE PROGRAM FOR DEVELOPMENT OF GROVEVIEW
PARK; DESIGNATING THE DIRECTOR OF RECREATION AND PARKS AS
THE OFFICIAL LIAISON AGENT; CONFIRMING THE AMOUNT OF FUNDS
REQUESTED IN THE GRANT; CONFIRMING THE AVAILABILITY OF THE
REQUIRED MATCHING FUNDS; CONFIRMING THE TOTAL COST OF THE
PROJECT; CONFIRMING THE CITY'S RESPONSIBILITY TO DEVELOP,
OPERATE, AND MAINTAIN THE PROJECT; CONFIRMING THAT THE CITY
OFFERED ALL CITIZENS THE OPPORTUNITY TO PARTICIPATE IN THE
PLANNING PROCESS RELATIVE TO THE ADOPTION OF THE RECREATION

WHEREAS, The City of Sanford, Florida has prepared a
grant application for the development of Groveview Park under
the Florida Recreation Development Assistance Program; and
WHEREAS, it is a requirement of the application that
this Resolution be adopted and become an official part of the
application; and
NOW, THEREFORE, BE IT RESOLVED'By THE MAYOR AND CITY
COMMISSION, SANFORD, FLORIDA, AS FOLLOWS:
SECTION ONE: That the Director of Recreation and Parks
is authorized to submit an application for funding under the
Florida Recreation Development Assistance Program for the
development of the new Groveview Park.
SECTION TWO: That the Director of Recreation and Parks
is hereby designated as the official liaison agent and is
authorized to execute all appropriate documents and
contracts for the purpose of administering the grant for the
City of Sanford.
SECTION THREE: That the City of Sanford is hereby
requesting funds totaling $120,000.00 from the Florida
Recreation Department Assistance Program.
SECTION 'FouR: That the required matching funds
totaling $240,000.00 are available in the form of cash, in-'
kind services and land value match from the City of Sanford
Fund and will remain available until needed.
SECTION FIVE: That the total cost of the project shall
not exceed $360~000.00.

The Building Official submitted a request for Emergency Condemnation of property
at 301 Palmetto Avenue, Reverend Joseph and Betty Chambers, owners. Michael E. Gray~
Acting City Attorney submitted a memo dated 8/5/88 setting forth the extreme conditions
required for emergency condemnation and recommended that the City proceed with proper
notice and hearing.
