The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 12, 1988.

The meeting w~s called to order by the Chairman.
The Chairman introduced and congratulated Suzanne Huaman for
receiving the
Rotary Scholarship. Ms. Huaman stated she will be going to the Court of Wales to study
European Politics and History. Ms Huaman received the seal of the City of Sanford and the
Key to the City. Mayor Smith requested Suzanne to try and locate a sister City for the
City of Eanford.

The next item of business was a continuation of.a Public Hearing, tabled from the
meeting of August 22, 1988, to consider rezoning that portion of property lying East of and
abutting Hidden Lake ·Drive and lying between Lake Mary Boulevard 'and Sanford Grant Line
from SR-1 (single Family ReSidential Dwelling) District to MR-2 (Multiple Family
Residential Dwelling) District.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Virginia Brouillard, 223 Arbor Circle, Arbors Homeowners Association, requested
said rezoning to be tabled until an agreement is finalized.
Bruce Tuttie, 300 Cove Lake Ct., Longwood spoke in favor of ~rezoning, requested
that this not be delayed further. Mr. Tuttle submitted two letters dated August 6, and
August 10, 1988 and submitted a proposed unsigned agreement dated September 12, 1988
between Bruce Turtle, Trustee and Arbors Homeowners Association.
Commissioner McClanahan moved to table said rezoning to the meeting of September

Dean Ray, 501 E. 24 Place, appeared and questioned if this would open the street
for through traffic.
Madry White Blancher and Vivian Block appeared in opposition.
Klm Townsend, appeared in favor of said closing and stated there would be a
buffer at the North end of Lot 41.
Commissioner McClanahan suggested to the abutting owners that they request five
(5) feet more be closed, vacated and abandoned and this would prohibit through traffic.
The City Engineer noted that the City would retain a utility easement and a
drainage easement.

Gary Hunt, Surveyor, submitted an aerial photograph of the parcel to be annexed
and felt that with the~ 600 feet North of 17-92 being withdrawn, there was no enclave.

On October 30, 1986, the Code Enforcement Board, at the
request of the City Commission froze the fine running on
CEB Case No. 86-174 against Mr. & Mrs. Jack, for
operation of an adult congregate living facility in
violation of the zoning codes of the City and against Charles
Cameron, as property owner.
Since that date, the City has adopted a new code and the
Code Enforcement Board requests that the City Commission
address CEB Case No. 86-174 and the existing fine which ran
from October 15, 1986 until October 30, 1986 at $250.00 per
day.

The City Attorney reported that he gave oral arguments on the Cooper-Seigler
Annexation on September 7, 1988 and the Paulucci-Kastner oral arguments are scheduled for
September 27, 1988.
Commissioner Mercer reported that the Sanford Airport Authority was seeking ways
to provide additional fire and rescue coverage before and after flights for passenger
service on an interim basis to comply with FAA regulations and were discussing details
with the Seminole County Fire representatives.
The Commission authorized the American Legion to move a marker from the baseball
stadium site to their new building at 2874 Sanford Avenue.

Sharon Williams Edward, read a memo from the Concerned Citizens of Sanford,
objecting to action taken by the Sanford Housing Authority for the dismissal of Mr. Smith,
Director and Ned Julian, Attorney.
Joan S. Clayton submitted a Resolution from the NAACP for same.
Turner Clayton, NAACP President, stated his organization would require some
action from the City Commission or they will retaliate against the actions of the Sanford
Housing Authority.
Ruth Hes~er, past president of the Sanford Housing Authority, stated she appeared
to support the resolution.
Mildred Maquire requested Mr. Smith be reinstated.
Tim D. Hutson requested consideration be given to the 480 families in the Sanford
Housing Authority.
Elliot Smith objected to the action of the Sanford Housing Authority.
Alfred DeLattibeaudierre stated he was opposed to the resolution and supported
the Housing Commission's authority to act as a board.
The City Attorney reported that the City Commission has to act according to the
Florida Statutes 42~.07, which is to appoint or remove a Commissioner, that the City
Commission has no authority to conduct the day to day opeIations of the Sanford Housing
Authority. If the Sunshine law has been violated it is a misdemeanor and should be
investigated. A Housing Authority Commissioner can not be removed from office without due
process and the Commissioner given & copy of charges, hearing set and appear in person
and/or be represented by council. The reasons provided in the Florida Statutes for removal
would be for inefficiency, negligence of duty or misconduct whi~e in office
The Commission can refer investigations to the City Police, Sheriffs Department,
Attorney General, or staff.
The Commission has no authority to reinstate a Housing Authority employee.
The Commission authorized a work session meeting to be called on Monday, September
26, 1958 at 4:00 o'clock p.m. to review the comments presented.
