The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 28, 1988.

The meeting was called to order by the Chairman.

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE

Notice is hereby given that a Public Hearing will be held in
the Commission Room at the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P.M. on November 28, 1988, to
consider changes and amendments to the Zoning Ordinance of
the City of Sanford, Florida, as follows:
A portion of that certain property lying West of and
abutting Sanford Avenue and lying between 25th Street
(CR46A) and 24th Street is proposed to be rezoned from SR-
lA (Single Family Residential Dwelling) District to RC-1
(Restricted Commercial) District. Said property being more
particularly described as follows:
Lots 91, 92 and 93 (LESS S. 3 ft. of W. 66 ft) Pine
Heights, PB 3, PG 51; AND also Lot 15, 16 and 17 Edgewood,
PB 3, PG 61 as recorded in the Public Records of Seminole
County, Florida.

OF A CONDITIONAL USE
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of SAnford,
Florida, at 7:00 o'clock P.M. on November 28, 1988, to
consider an Appeal of the Denial, by the Planning and Zoning
Commission on October 20, 1988, of a Conditional Use for a
duplex in a SR-1 (Single Family Residential Dwelling)

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed Appeal of the denial by the
Planning and Zoning Commission on October 20, 1988 of the Conditional Use for a duplex in a
SR-1 (Single Family Residential Dwelling) District.
Joseph T. Russell appeared and stated he had been trying to reach several
neighbors who support the conditional use and has been unable, therefore he requests the
decision be tabled for two weeks.
Lacey Domen, Gary Wheeler, Jay Malone, Kay Kole, Frank Bowen, Glen Domen appeared
in opposition of said conditional use and requested the Commission to concur with Planning
and Zoning Commission's denial of request.
Commissioner McClanahan moved to continue the public hearing to the meeting of
1988. Seconded by Commissioner Thomas and carried by the vote of the Commission
January 9,

Attached is proposed Amendment 'No. 18 to Conklin, Porter &
Holmes Engineering Services Contract of December 7, 1983. This
contract will provide for engineering services for bidding, general
administration of construction, resident services during construc-
tion and other services as specified therein for three (3) indivi-
dual construction contracts for installation of water reuse
irrigation system for Mayfair Golf Course, water reuse irrigation
systems for parks and City owned properties, and reclaimed effluent
storage tanks. (The City will also be providing one rerident
inspector to be knowledgeable of the system installation details
for the Golf Course and City owned properties irrigation systems.)
The proposed "not to exceed" target cost ceiling for Amendment No.
18 is $146,325.41, exclusive of the fixed fee. The proposed fixed
fee is $21,948.81. The total of the target cost and the fixed fee
in this Amendment is $168,274.22. The proposed fee is believed
appropriate because of the administrative effort associated with
three (3) different contracts, the larga number of sites involved,
and the level of inspection effort r.%quired to achieve a quality
product. It is recommended that this Amendment be approved for
execution by the City Manager.
Funds for payment of invoices under this contract will be ini-
tially taken from the Sewer Bond Proceeds Trust Fund. This
contract will be grant eligible under presently approved FDER
grants.

The Commission considered Item No. 3 on the Planning and Zoning memo, a request from
Darryl Barrs for the conditional use for the sale of alcoholic beverages for consumption on
premises located at 200 North Elm Avenue.
Commissioner Thomas moved to approve for the sale of alcoholic beverages for
consumption on the premises in conjunction with a restaurant (Class 3 - Special) at 200
North Elm Avenue in accordance with Chapter 3 of the City Code. Seconded by Commissioner
Eckstein and carried by the vote of the Commission as follows:
