Moment of ,Silence Pledge of Allegiance Minutes Mr. Loader moved to approve the Minutes of the October 4, 2012 Regular Meeting. Ms. Oyewale seconded. Motion carried 6 -0. Public Hearings Hold a Public Hearing to consider a Conditional Use request for an urban infill redevelopment project to establish Tanner's Women Shelter at 1001 E. 25 Street. William Burns — Burns Property, LLC, property owner; Kenneth E. Patterson — Design Solutionsfl, Inc., representative. Mr. Loader moved to approve the Conditional Use request per staff s recommendation. Mr. Padgett seconded. Motion carried 6 -0. Minutes — October 18, 2012 Planning and Zoning Commission Page 2 Development Plans Consider a Final Plat for Lake Minnie Estates Re -Plat located at 650 Lake Minnie Drive. JK Holdings, LLC, property owner; Jesse Graham, Jr. — Burr and Forman, representative. Ms. Oyewale moved to approve the Final Plat for Lake Minnie Estates Re -Plat per staff s recommendation. Mr. Loader seconded. Motion carried 6 -0. Citizen Participation None. Staff Report Mr. Gibson reported the consultant for the City's Visioning/Strategic Planning will make a short presentation to address Sanford's values at the next meeting, which will be November I" or November 15 th Training Mr. Groot led a discussion about the different roles of the City Commission and Planning Commission. He stated the City Commissioners are policy makers and the Planning Commissioners are quasi judges. There was discussion regarding the City Commission's approval of the Southgate Final Plat. There was discussion regarding the Sanford Lofts land swap. Commissioners Reports Mr. Newton stated there should be a work session between staff and the board when staff is reviewing /amending the codes and policies. The board also would like to conduct joint work sessions with the City Commission. Adjournment There being no further business, the meeting adjourned at 11:46 AM.
