The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at
4:00 o'clock P.M. on February 6, 1989.

The meeting was called to order by the Chairman.
The Commission discussed holding the City elections in the spring. City Attorney
stated that any changes in the election would require consideration of all precincts. The
Chairman stated that this discussion will be presented at the next CALNO meeting.
The City Manager submitted a memo from the Engineering Director recommending
approval to proceed with the advertisement and award the contract for the Cultural Arts
Center renovation as follows:

Mr. Faison:
At long last we have received an affirmative reply from
Division of Historical Resources to our request for authorization
to advertise and award the contract for renovation of the Cultural
Arts Center. (One of the grant requirements was that the Division
of Historical Resources, Department of State, would review our
plans and specifications prior to award. This material was sub-
mitted on September 16, 1988, concurrently with the return of our
grant agreement.)
It is recommended that we proceed immediately to advertise the
renovation contract under the plans and specifications previously
prepared by the firm of Burke, Bales and Mills. Based on the cost
estimate by that firm, it appears that funds available will be suf'
ficient for award of the renovation contract, perhaps with certain
deductive bid items. It is anticipated that an amendment should b~
issued to the Burke, Bales and Mills design contra~t for construc-
tion administration of this contract, as is routinely done with our
utility system improvement contracts and recently the Senior
Citizens Center. A preliminary estimate of the cost of the
contract amendment for this service is $5000. I would not antici-
pate award of this contract until after bids are opened for the
renovation contract.
The Commission authorized Engineering and Planning to proceed with the
~dvertising and award process for the renovation contract and award contract.

Proposed Contract for Construction Materials Testing for
Wastewater Treatment Plant Improvements Contract and
Reclaimed Water Distribution System Installation Contract

Mr. Faison:
The attached proposed contract between City of Sanford and
Jammal and Associates, Inc. will provide materials testing over-
sight and service for the two subject major construction contracts.
This quality control function will augment the general construction
management and oversight provided by Conklin, Porter & Holmes, and
is a necessary part of our overall construction program. Engineer-
ing services provided by this contract will be grant eligible under
our FDER grants.
The estimated cost roi services under this contract is
$75,422.98. This includes both quality control oversight and
actual materials testing. .The stated cost estimate should be
viewed as a "not to exceed" figure. Actual costs under this
contract will be the result of actual labor input and the unit
price fees for specified testing provided. During periods when
onsite staffing is not required, such will not be obtained or
billed.
By copy of this memorandum, City Attorney is requested to com-
ment concerning the appropriateness and legal sufficiency of the
contract document.
It is recommended that City Commission approve the execution
of this contract by City Manager.
The City Manager recommended approval of the proposed contract with Jammal and
Associates, Inc., for Material Testing for Wastewater Treatment Plant Improvements Contract
and Reclaimed Water Distribution System Installation Contract.
The Commission authorized same to be considered at next regular meeting.
The Commission authorized the Amendment of City Code - Occupational License Re:
Game Rooms and Arcades to be placed on the Regular Agenda of February 23, 1989.
On recommendation of the City Manager, the City Commission authorized to address
the Lake Mary Blvd. Corridor Study in June due to the cost, and this would also give time
for the other jurisdictions to react in view of their budgets and capital planning, but to
keep it on the pending list and take this matter up in light of other capital costs.
Tom Martin, Fire Marshall, briefed the City Commission on the hazardous chemicals
and compounds stored in the City limits of
every effort to protect the safety of all
businesses as well. The Fire department
Sanford. He explained that they are making
citizens traveling through the city and local
will assign the task of coordinating such
programs, including evacuation, extinguishment, neutralization of the chemical compound
and also removal. He further stated they are following the guidelines set by OSHA, along
with codes they have adopted.
On recommendation of the City Manager, the City Commission authorized the City
Manager along with the Parks and Recreation Director to coordinate a Task Force Committee
to review the overall needs of the Recreation Department through community support.
The City Manager reviewed the Free Use Policy for use of the Civic Center, and
proposed fee changes.

operational costs of the Civic Center.
Mr. Jernigan~ Parks and Recreation Director, discussed the upcoming "National
Soap Box Derby", and recommended that the City of Sanford become a regional qualifying city
~or the "Grand National Soap Box Derby". He stated that the cost to the City would be
~1,000 in franchise fees which the City will re-coup through local sponsorship. He advised
zhe Commission that permission has already been granted from the State Road Department to
,lock part of French Avenue for a twelve hour period, and has spoken with business owners
in the Sanford Town Square concerning the re-routing of traffic.
The Commission agreed with this event.
The City Manager stated that Jim Jernigan, Parks and Recreation Director, had put
;ogether a report outlining to the Commission the status of the Marina Boat Launching Fees
~nd the regulation of traffic at the Marina.
Commissioner Eckstein stated that the basic
;raffic in the area and felt that if the City gave up
intentions of this was to regulate
the boat launching fee than the
?olice Department would have to initially keep surveillance in the area.
Mr. Jernigan stated how pleased he has been with the regulation of the parking
and credited Mr. Bowser for this enforcement.
Commissioner McClanahan reported he felt that if the City were to stop charging
the fee, problems would occur, and without the fee, the City would be supporting the
function by taxes from city residents only, receiving no revenues on this, but regulating
the traffic, and the people of Sanford would be short-changed.
Commissioner Thomas stated he felt that if the City relinquish the fees,~"the
City of Sanford would have problems. He further stated that the City should not take
responsibility for all the things that would occur, such as launching pad repairs, etc.,
but to improve the traffic control.
The Commission authorized this item be placed on the Agenda of February 23, 1989,
to decide whether or not the launching fee should remain in force or to be deleted.
On recommendation of the City Manager, the Commission authorized the Fee Schedule

Next item of business was the
expressed interest in the
Late Agenda of February 23, 1989 for passage and
status on improvements to the cemetery. The
creation of a Cemetery Advisory Committee by
Ordinance, which would include authorizing each Commissioner to appoint one person to the
Committee.
The Commission authorized this item be placed on the Agenda of February 3~L_!989
for consideration.
Next item of business was the review and clarification of sections of code
pertaining to the Code Enforcement activities.
The Commission authorized the City Manager to get staff recommendations for a
starting point into the Code Enforcement Study, and to include noise pollution.
The Commission further authorized the Engineering and Planning Director to bring
forward information to adopt emergency Impact Fees at the meeting of February 23, 1989.

Request submitted from Mr. Birkmeyer, Chairman of Human Relations Advisory Board,
requesting revision of the By-Laws under Article 4 - Meetings, to be amended to read
"Meetings by Monthly or As Necessary".
The Commission authorized this to be placed on the Agenda of February 23, 1989.
Request submitted from Mrs. O'Neil, of Adams Transfer, concerning transients on
City property, and the undergrowth of weeds near Adams Transfer, and asking the City to
alleviate the conditions.
The Commission authorized Chief Harriett, along with Public Works to correct
these situations.
There being no further discussion, the meeting was adjourned.
