The City Commission of the City of Sanford, Florida, met in Special Meeting
with the Seminole County Board of County Commissioners and the Sanford City Commission, on
Monday, February 20, 1989 at 4:00 P.M. in the City Manager's Conference Room, 2nd Floor,
City Hall, Sanford, Florida.

The meeting was called to order by the Chairman.
The first item of business was a briefing by Jerry McCullum, Seminole County
Engineer, on the status and alignment of Rinehart Road (between 46A and 46). Mr. McCullum
stated that when completed, this road will tie Lake Mary Boulevard to Highway 46, that 30%
of the design is complete, and all the right-of-way work is expected to be completed by
December, 1989. Further, by fall, 1990, this road should be open and operational as a two-
Grantline alignment (Katie Street) has the same schedule for
lane road. Also, the
completion, fall of 1990.
The next item of
business was discussion of Joint Planning, including High
Intensity Development Standards, annexations, First Response Fire Service and County
Transportation Impact Fee. Tony VanDerworp, Planning Director for Seminole County,
reported that since 1986 his Department has been updating the Seminole County Comprehensive
Plan, and that with continuing effort, interlocal compatibility of land planning,
stormwater and roads, this growth can be managed effectively. Mr. VanDerworp reported that.
during the past week, he had provided a copy of his December 1988 Memo on Urban Planning
and Service Area Draft Concepts to Jay Marder, City Planner. Mr. Faison stated that by
working together, it will bring Seminole County Government and the City of Sanford closer.
Mr. Hooper discussed the annexation aspect of Joint Planning, and a proposed
Joint Land Development Code Agreement in which the City could annex certain lands West to
I-4, and provide services to certain enclaves. He. stated that both the City's and
County's Codes are very similar regarding high intensity development standards. All agreed
that the City and County do not agree on the definition of an enclave or "pocket".
Mr. Hooper reported that 1st Response Fire Service is a solution to certain fire
service problems, and a way to provide fire service to "pockets". He recommended that the
Seminole County Public Safety Director and City of Sanford Fire Chief meet and discuss how
First Response Fire Service could be implemented. Mayor Smith and Commissioner Streetman
authorized City Manager Frank Faison and County Administrator Ken Hooper to be involved in
said meetings.

Mr. Hooper reported that the County Transportation Impact Fee Litigation is still in
the 5th District Court of Appeals, and they still need a method to allow funding. Mr.
Hooper further reported that the Impact Fees would be collected beginning when the
litigation is settled; retroactive Impact Fee collection would be part of the litigation.
Mayor Smith questioned whether or not we could reach an agreement with Seminole County
before the court ruling was made; Attorney Colbert advised it was not too late.
Commissioner McClanahan stated that he feels the natural boundary for the City of Sanford
is I-4, and that Sanford needs a tax base for that area.
Mr. Hooper explained that Dr. Hickman approached the County about purchasing Lake
Monroe Utilities, which services all of the I-4 Industrial Park and part of Lake Monroe.
Mr. Hickman proposed that the County and City split the
structure off the top, then split the remainder of the fees.

will have water and sewer facilities from Yankee Lake and also water available from the
City of Lake Mary. City Engineer Bill Simmons suggested Rinehart Road as the line for
sewer/water split. Commissioner Thomas stated he felt it very important for both staffs to
work closely and keep on meeting to discuss these issues. Both staffs expressed a desire
to put negative feelings behind them. Mr. Faison reported that as
developed, the City and County Staffs can work-out the details.
Commissioner Eckstein reported the City of Sanford
launching fees at the Marina, and asked Mr. Hooper if the City could obtain
the Federal Boater Improvement Trust Fund as a supplement for boat launch fees.
