The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on July 24, 1989.

The meeting was called to order by the Chairman.
A Public Hearing was held in accordance with Notice published in the Evening
Herald on July 4 and 14, 1989, as follows:

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE

Notice is hereby given that a Public Hearing will be held in the

at 7:00 o'clock P.M. on July 24, 1989, to consider changes and
amendments to the Zoning Ordinance of the City of Sanford,
Florida, as follows:
A portion of that certain property lying South of
Airport Blvd. between Linz Drive and Mellonville
Avenue is proposed to be rezoned from AG, Agricultural
to RI-i, Restricted Industrial. Said property being
more particularly described as follows:

was proposing to build an educational testing laboratory on the property. He further
stated that the subject land is adjacent to the Airport and is surrounded on the West and
South sides by A-1 zoning, and to the East by RI-l, and further to the Southeast by R-1AA
zoning. He stated that the request for RI-1 zoning would permit clean, quiet types of
industrial uses.

Commissioner McClanahan stated that he could not imagine this property ever being
used for a residential use, and that at some point in time, the land would be used for
something other than residential uses. He further stated that in time, the people in the
area would have to meet with developers and come. to an understanding on rezoning.

The Chairman announced that. the Commission would hear from those persons present
to speak regarding the proposed condemnations.
Mary Smith, owner of property at 1703 W. 13th Street, appeared, and requested the
property at 1006 1/2 West 13th Street, Condemnation' Report No. 89-23, not be demolished.
She stated this building carries a heritage, to the black people in the community as being
the first restaurant blacks could go into and buy a cup of coffee.. She requested a 90 day
extension to make necessary repairs.
Alfreda Wallace, 904 W. 13th Street', appeared to speak in behalf of Mary Smith.
She inquired about the Community Development Block Grant, and was advised to contact
Charles Rowe in the City!s CDBG Office for further information regarding the program.
Margaret Carmichael Sims, 1415 West 12th Street, appeared to represent Limmie
Jordan Heirs, owner of property at 1415 W. 12th Street, Condemnation Report No. 89-19
Street. She stated she has made electric and. plumbing repairs, and the house, is occupied,
not vacant as stated in the Condemnation Notice.

for clarification. The City Manager stated that he should contact the Director of
Engineering and Planning for further guidance.
Commissioner McClanahan moved that finding the buildings under Condemnation Group
Report Numbers 89-4 through 89-28 to be unsanitary, unsafe and dilapidated, that said
structures be condemned and the owners given 60 days in which to repair or demolish said
structures and if the structure is not reuaired or demolished within 60 days, to authorize
the City to demolish said structure(s) and levy a lien against the properties.

Board an opportunity to have technical expertise of persons who may not live in Sanford.
He further stated he was appearing as a representative of the Historic Preservation Board
and as a concerned citizen.

After listening to opposition from adjacent homeowners concerning any
further intrusion of industry on Mellonville Avenue, recommended denial of
the request for a Rezone from AG to RI-l, that property located south of
Airport Boulevard and West of Mellonville Avenue in an AG zone for the
purpose of retail or warehouse or any use permitted in this zoning by a
vote of 7 to 1. The applicant proposes to develop either education or
institutional type of development that would enhance the entrance to the
Airport.

Unanimously recommended the approval of the request for a Rezone from
SR-1AA and AG, to that of SR-1 and MR-1 for that property located at 1500

Mr. Peterson, owner, stated he has tentatively sold to a developer who
wishes to develop single family homes on the SR-1 area and that he will
retain and live on the MR-1 area until sold in the future.
The home owners in opposition were concerned with:
1. Inadequate roads for ingress and egress.
2. Higher density of multiple family use.
3. Retention and run-off.
4. Protection and clearing of the trees.

recommendation of the Seminole County Tourist Development Council and granted the Sanford
Chamber's funding application for Beachfront Enhancement and Protection. The Grant is a
$50,000.00 matching grant to be utilized during fiscal year from October 1, 1989 to
September 30, 1990. He further stated that the Tourist Development Council specified that
the matching portion of the grant should come from the City of Sanford since the City

The next item of business was a request from Police Chief for advance purchase of
patrol vehicles, as follows:

Advance Purchase of Patrol Vehicles
The police department has requested in its 1989/90 Budget, eleven (11) patrol vehicles
at a projected equipped price of $14,257. per unit or a total of $156,827. Recently,
we were advised that Duval Motors of Jacksonville has eleven (11) remaining 1989
Ford police vehicles in stock. These vehicles can be purchased at S12,031. each
or $132,341. for all eleven (11). Upon delivery, an additional expense for equipment
transfer, paint, decals, etc. would amount to $13,914. bringing the total expenditure
to $146,255. Six (6) of these vehicles were purchased in March of this year at
an average State Contract price of $12,520. each. To date, they have performed
exceptionally.
The opportunity to purchase these vehicles proposes an initial savings of $10,572.,
the long term reduced maintenance outlay, plus decreased down time of patrol units.
Therefore, I respectfully request that the 1989/90 police budget be reduced ($146,255.)
and that $146,255. be appropriated from the Reserve Account to effect the advance
purchase of police vehicles.
The Police Chief has been advised of the proposal and concurs with ibis request.
Your consideration in this matter will be greatly appreciated.
