The meeting was called to order by the Chairman.

Dear Mayor:
As you know, the dream of having a St. Lucia Festival became a
reality, yet that would not have been possible without the
generous support and t~e f~it~, of Mayor Bettye Smith and the
City CommissionerS, as well as the actual "hands-on" work of many
on the City's staff.
The Festival was a success, in spite of the weather, because at
its very core was the spirit of giving, the spirit of working
with each other to serve one another. One of the stated major
objectives of the Festival organization was to seek the
cooperation of divergent groups, to focus and work toward a
common goal. That was accomplished.
For the event brought many groups and individuals closer
together, building a bond of fellowship. And leading the way
were City employees, working on off-hours, .while joining with
other volunteers to make it all possible. Together they created
a standard, a symbol of cooperation which certainly can serve as
a model for all to follow and one that is most commendable.
It was heartwarming to see the City crews, elbow to elbow with
supervisors, working with determination to finish the Cultural
Arts Center in time for the Candlelight Gala. This type of
concern and pride to produce the best, to make Sanford shine, was
reflected in attitude and the caliber of their efforts.

Thus, it is with deep gratitude that the St. Lucia Festival
Committee extends thanks to the Mayor, the Commissioners, to Mr.
Frank Faison and his staff. (Please note the attached list of
City staff members who we would like to give special thanks for
their help).
The Festival was an opportunity to serve the citizens of Sanford
the the public at large. The City of Sanford can take great
pride in their efforts, for indeed, they served their community
and served with distinction.

THANKING AND COMMENDING KAY BARTHOLOMEW FOR
HER GUIDANCE AND PARTICIPATION ON THE ST.
LUCIA FESTIVAL STEERING COMMITTEE.
WHEREAS, Kay Bartholomew
Sanford St. Lucia Festival and,

organized the St. Lucia Festival Steering Committee;
WHEREAS, Kay Bartholomew enuhusiastically led

CITY OF SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, thanks
and commends Kay Bartholomew for her outstanding service to the
City of Sanford and Seminole County for her involvement in all
aspects of planning and organizing the St. Lucia Festival and
extends its best wishes for the future;
SECTION 2: That this Resolution be recorded in the
official minutes of the City of Sanford, Florida, and that a copy
be presented to Kay Bartholomew.

an amendment to the Future Land Use Plan Element of the
Comprehensive Plan.
Interested parties may appear at the meeting and be heard
regarding the adoption of the proposed plan amendment.

he represents the Trustee of Industrial Park property lying north of Country Club Road and
near Seaboard Coast Line Railroad right-of-way. Mr. Richards reported that the property is

Louise Kader, 706 Palmetto Avenue, appeared and reported she has lived with a
very large ramp in her yard. Further, at times they are loud, but a "big wheel" three-
wheel bicycle is just as loud and just as annoying as a skateboard ramp.
Tom Anderson, 471 Columbus Circle, Longwood, appeared and reported he used to
live in Sanford, and that he skates at David Lambert's ramp. Further, he never heard Mr.
Hood say why they couldn't skate.
Further, the City of Honolulu provides ramps.

Tom Hood, 2425 Lake Avenue, appeared and reported he lives next door to a skate
board ramp. Further, that his sick and disabled daughter needs rest, and the ramp next to
his house makes it difficult for her to rest. He suggested that those who sell skate
boards should build ramps.
The Mayor asked for show of hands of those present who skate on the ramp next to
Mr. Hood's house. Hands were raised.
Peggy Mergo, Larkwood Drive, appeared and reported she has lived next door to a
skate board ramp. She reported that noise is the No. 1 factor, and it is terrible...it
shakes the windows, interferes with phone conversations and normal conversation. Further,
that skate board ramps lower property values because of the noise. She suggested that
someone sponsor a skate board ramp in a commercial area.
Those appearing in opposition were as follows:
David Lambert, 2423 South Lake Avenue, appeared and reported he owns the ramp
next to Mr. Hood's house. He reported people can't skate on roads or sidewalks, and if
they are not allowed in back yards, there will be no place to skate board. He suggested
the City lease about 2 acres of land to them to use to build ramp on.
Chris Belford, 2360 Revona Court, appeared and reported youth don't have any
place to go in Sanford, and that parents who accept these ramps on their property accept
the responsibility and liability.
Jeannie Seigle, Sanford Landing, appeared and reported she has a son who is a
skate boarder, and that many of these youths volunteered and worked to build Park on Park.

Lamar Oliver, 320 South Oak Avenue, appeared and reported skating is a talent.
Further, he has been to a skate board park in Jacksonville, and he will find out who runs
it and send information.
Aaron Seigle, Sanford Landing, appeared and reported that when the ramp on
Riverside, behind Lake Monroe inn, was built, the neighbors thanked them for building the
ramp and getting the kids off the street.
Michael Melvin, 708 Palmetto Avenue, appeared and reported skate board ramps
aren't as noisy as chain saws and lawnmowers.
Billy Miranda, Deltona, appeared and reported he skates at the Riverview ramp and
at David Lambert's. Further, When a friend of his started skate boarding, he quit taking
drugs and drinking.
Jess Rig, 90 Hidden Lake Drive, appeared and reported kids don't have anything
else to do, or anywhere else to go.
Craig Dupree appeared and reported he used to live in Lake Mary, and that there
are two public skating ramps in Virginia Beach. Further, an indoor skate board park in
Orlando is going to be closed because of liability insurance.
A young man asked that the ban be delayed until an alternative can be worked out.

We have formally requested the GAO investigationl In our
telephone conversation, we were informed that John Ariale,
District Director of Congressman McCollum's staff, would handle
the City's request and he assured us he would immediately contact
Washington, D.C. Mr. Ariale wanted us to be aware that Congress
is not currently in session and that Washington closes down
during the Christmas and New Year holidays. Both of these facts
will affect his ability to expedite the investigation.
Our office was also requested to contact the Sanford Housing
Authority or its attorney for information concerning the
employment and termination status of Linda Williams and a copy
of the Sanford Housing Authority's personnel policy. We have
formally requested copies of the old, current and proposed
personnel policies of the Sanford Housing Authority. The
attorney for the Sanford Housing Authority, James Sweeting,
advise us that, in his legal opinion, Linda Williams was an "at-
will" employee and, upon her termination as Interim Director, did
not revert back to her previous position as Housing Manager.
During our telephone conversation with Mr. Sweeting, he said he
had been directed to draft an employment contract for Ms.
Williams but he had not begun that process. Mr. Sweeting is not
aware of any employment contract between the SHA and Ms.
Williams.
Additionally, we were requested to research whether the
current resident commissioner was properly placed on the Board of
Commissioners. Our review of Section 421.05 of the Florida
Statutes reveals that each housing authority shall have at least
one commissioner who shall be a resident in a housing project.
This resident commissioner shall be appointed by the City
Commission. Mrs. Detreville is a resident in a Sanford Housing
project and hence was properly appointed by the City Commission
as the Board's resident commissioner in satisfaction of the
requirements of Section 421.05, F.S.
Our research reveals that, in 1973, the City Commission
agreed to the concept of having a resident serve as a
commissioner of the Sanford Housing Authority. Evidently the
Sanford Housing Authority Tenant Council held elections and
"recommended" a name or names after the election results to the
City Commission. The City Commission asks for and receives
recommendations for names of individuals to serve on the Board of
Commissioners for the SHA. While the name recommended by the
tenant council was one such source, it was a recommendation only.
In October of 1984, the law changed and required at least
one of the commissioners on the public housing authority to be a
public housing resident. It must be pointed out that the
individual appointed to the SHA Board of Commissioners as a
resident commissioner is appointed to represent all the residents
of the City of Sanford.
Finally, we were asked to research whether or not the City
has authority to determine the "competency" of Mrs. Detreville.
Section 421.07 of the Florida Statutes controls the removal of
commissioners and expressly states that a commissioner of an
authority may be removed by the Mayor and City Commission for
"inefficiency or neglect of duty or misconduct in office". A
commissioner can be removed for the above-stated reasons only
after receipt of written charges at least ten days prior to a
hearing in which said commissioner has a full opportunity to be
heard in person or by counseZ.

The City Attorney reported that the statutory procedure provides that there is a
housing authority provided for in each area of the state. The housing authority is
officially created by the local government entity passing a resolution stating that there
is a need for a housing authority, and that invokes the enabling legislation of the state,
then the governing authority appoints a housing authority board.
The Chairman asked the City Attorney that, since the City Commission is viewed as
being responsible for the Sanford Housing Authority, is there any way we can control it?
Commissioner McClanahan reported that in 1971 the entire Sanford Housing
Authority board resigned in frustration, and the City Commission sat as the Sanford Housing
Authority board until they appointed a new board.
The Commission asked the City Attorney to provide a copy of the old election
policy, research how the local authority was created, and check to see if other
jurisdictions operate public housing authorities differently.

The next item of business was consideration of a request from an Attorney
representing First Federal of South Carolina to use property at 414 and 500 South Palmetto
Avenue for multi-family purposes.
Sabrina Shirley, with the law firm of Shapiro & Fishman in Tampa, appeared and
reported her firm represents First Federal of South Carolina, who has foreclosed on the two
properties. Further, First Federal of South Carolina gave loans in 1987 based on the
properties being multi-family. When Dr. Alexander defaulted on the loans in January, 1989,
her client was not aware that the property had been rezoned to single-family. Her client
didn't know until they ordered an appraisal in December 1989 that Dr. Alexander had
voluntarily surrendered special permits for the properties. Further, the Appraiser has
said if the permits are not re-issued, the property value will be about one-half as much
as it would be as a multi-family use. Also, the six-month "grandfather" period is about to
expire. She asked the Commission to consider an extension of time to look into the intent
of the over-all abandonment.

Committee, the Committee did agree to sponsor the NAACP to host a banquet at the Civic
Center in recognition of Dr. King.
The Director of Parks reported that the rental amount, based on about 150 people,
would be $65.00 to $70.00.

Ms. Kirby reported
City Attorney can not give advice to other than the City
that the Sanford Housing Authority's Attorney runs the
meetings, and completes motions for board members. Further, sometimes board members are
ignored when they want to make a motion. Also, she did not see how the board could have
concerns about finances, and appoint as the Interim Director the finance director, the only
bonded employee there.
Rosemary Charles appeared and reported she is a Representative of the Joint
Tenant's Council, and stated they are without a tenant representative's services, and asked
if nothing could be done about it until her term is up.
The City Attorney replied that the Florida Statutes do not use the term "Tenant
Representative", they say at least one board member must be a resident of public housing,
and that board member represents all of the citizens of the city, just as the other board
members do. Further, the City Commission has the power to make appointments, and when the
Commission made the appointment, the person became entitled to that seat and will serve in
that capacity until she moves from public housing, is removed from the seat for cause, or
serves a full term.
