The City Commission of the City of Sanford, Florida met in Regular Meeting on
Monday, March 25, 1991 at 7:00 P.M. in the City Commission Room, City Hall, Sanford, Florida.

The Chairman called the meeting to order.
The first item of business was the presentation of the Seventh Annual Warren E.
"Pete" Knowles Service Award. Mayor Smith presented Winifred "Bill" Gielow with a plaque and
a resolution. On motion of Commissioner McClanahan, seconded by Commissioner Eckstein and
carried by the vote of the Commission as follows:

A 'RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
THANKING AND COMMENDING WINIFRED "BILL" GIELOW FOR
HER SERVICES TO THE CITY OF SANFORD, FLORIDA, AND
ITS CITIZENS AND AWARDING WINIFRED "BILL" GIELOW
THE SEVENTH ANNUAL WARREN E. "PETE" KNOWLES
SERVICE AWARD.
WHEREAS, WINIFRED "BILL" GIELOW has been active in church,
civic, cultLral and political organizations since her arrival in the
City of Sanf~rd, Florida, in 1957;
WHkKEAS, WINIFRED "BILL" GI~OW founded the annual May Day
Brunch in 1974 as the Community Improvement Project chairman for the
Sanford Woman's Club. Funds from this event, in excess of $37~000.00
during the years, have always been earmarked for civic improvement.
These funds have been used to: landscape the medians on 17-92 at the
entrance to the city, erect signs for the Scenic Route, help landscape
the Cultural Arts Center through the Sanford Scenic Improvement Board
on which she served as a member and, more recently, $12,000.0_0 was
used to help landscape the Children's Playground at Park on Park,
build facilities and install lights;
WHEREAS, WINIFRED
Centennial Park and raised

WHEREAS, WINIFRED "BILL" GIELOW served as Chairman of the
Beautification Committee of the Greater Sanford C~amber of Commerce,
as Chairman of landscaping and upgrading Memorial Park on the
lakefront project including plants, irrigation and benches, and as
Chairman of the annual Chamber of Commerce Azalea Sale for eight
"BILL" GIELOW served as Chairman of_

WHEREAS, WINIFRED "BILL" GIELOW served as a member of the
of Di!rectors of the Good Samaritan Home Building Fund and was
obtaining a $4,000.00 grant from the Washington

Sanford Kiwanis Club's Roberta Gatchel Woman of the Year award;
WHEREAS, WINIFRED "BILL" GIELOW has served as an elder of
the First Presbyterian Church, president of the Presbyterian
Churchwomen, president of the Sanford Woman's Club, and has served as
a member 6f Seminole Mutual Concert Association, Ballet Guild of
Sanford-Seminole, Salvation Army, Good Samaritan Home, Seminole County
Mental Health Association, Democratic Women's Club of Seminole County
and United Way of Seminole.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, thanks and
commends WINIFRED "BILL" GIELOW for her outstanding and invaluable
service =o the City of Sanford and its citizens as a member of
various civic organizations and extends to her its best wishes for the
future.
SECTION 2: That, in recognition of her outstanding service
~o the community in all her endeavors, the City Commission awards to
WINIFRED "BILL" GIELOW the Seventh Annual WARREN E. "PETE" KNOWLES
SERVICE AWARD.
SECTION 3: That this Resolution be recorded in the official
minutes of the City of Sanford, Florida, and that a copy be presented
to WINIFRED "BILL" GIELOW.

The next item of business was consideration of Utility Agreements with Florida
Department of Transportation regarding Seminole County Expressway Project. On recommendation
of City Manager, Commissioner McClanahan moved to authorize City Manager to execute said
Utility Agreements with the Florida Department of Transportation for the relocation of City
utility lines on Lake Mary Boulevard and. on Airport Boulevard to U.S. Highway 17-92, in
accordance with Expressway project, City to pay costs incurred for relOcation of said utility
lines, and minor work to be performed by City crews. Seconded by Commissioner Howell and
carried by the vote of the Commission as follows:

The next item of business was consideration of proposed contract with Ardaman &
Associates, Inc., for Quarterly Monitoring of Groundwater Wells for Reclaimed Water Reuse
System at Mayfair Golf Course. On recommendation of City Manager, Commissioner Howell moved
to accept said proposal with Ardaman & Associates, Inc., for Quarterly Monitoring of
Groundwater Wells for Reclaimed Water Reuse System at Mayfair Golf Course in amount not to
exceed $3,550.00, for a period of one year. Seconded by Commissioner Thomas and carried by
the vote of the Commission as follows:

The Commission next considered proposed Interlocal Agreement with Seminole County
regarding Seminole County Library Impact Fees. On recommendation of City Manager,
Commissioner Thomas moved to authorize the execution of said Seminole County/City of Sanford
Interlocal Agreement, City to retain 3% of each Impact Fee collected up to a maximum of
$250.00 per Impact Fee, for reimbursement of administrative costs. (Initial term of Agreement
effective June 1, 1991 through September, said Agreement to be renewed for one year terms
commencing October 1st of each year and terminating September 30th of succeeding year.)

The next item of business was consideration of Condemnation Report $89-15, 2018
Mellonville Avenue, Sara Jacobson, owner.
Mayor Smith reported, pursuant to Memo dated March 19, 1991, from Building
Official, that there is no sign of progress, that property owner is in receipt of 15 day
final notice to complete repairs or demolish, and that said notice expires April 2, 1991.
Commissioner McClanahan moved to place said Condemnation Report ~89-15, 2018
Mellonville Avenue on April 8, 1991 Regular Meeting Agenda for City Commission action.

The next item of business was consideration of a request from St. James A.M.E.
Church to close 9th street between Cypress Avenue and Pine Avenue on Saturday, April 6, 1991,
between the hours of 8:00 A.M. and 4:00 P.M., for a "Spring Fling" carnival. On
recommendation of City Manager, Commissioner Thomas moved to authorize street closures and

board up property located at 415 Orange Avenue.
City Manager reported that Staff recommends that the afore-mentioned property be
boarded up to prevent persons from entering said premises, that he believes the owner, who
is presently unknown, has abandoned said property, that at the direction of City Commission,
Staff will perform a title search, and report back to the Commission.
City Attorney reported that a title search would be appropriate, and that regular
condemnation procedures should be followed.

SUBJECT: Paving Schedule.
Mr. Simmons:
Attached is a list of streets for approval to proceed with
paving them. Most of the streets listed have been deferred from
prior plans because of pending Utility System construction. The
utility work has been completed now and the condition of the
asphalt is very poor on these streets. Additionally, a patch on
W. 1st Street is listed to correct a relatively severe grade
difference that causes excessive noise from truck traffic.
This work will be funded from Local Option Gas Tax revenues,
account number #131-0000-541-&3-03,, and will be done under
Seminole County's Contract #A/R-258. This contract is priced at
$33.00/ton which equals approximately $1.65 per square yard per
inch of depth. That is a lower unit price than we have had since
prior to 1984.

City Manager reported that, subject to City Commission approval, Staff will prepare
request for proposal and rebid City Physician's Contract. The Commission had no objections.
City Manager reported that Staff strongly objected to the restriping, by Seminole
County, of 25th Street from a four-lane road to a two-lane road with turn lanes, which was
done as an experiment to determine possible changes in level of service. Seminole County
recently resurfaced said roadway to restore a smooth surface, and applied temporary striping
to further evaluate level of service and time delay, that final determination as to whether
25th Street will remain a two-lane road with turn lanes, or return to a four-lane
configuration will be forthcoming within the next two weeks, and that Staff has referred
citizens, who have called opposing said restriping, to the County.

City Manager reported that Staff has received a request to provide reclaimed water
service to Chase Family property on Lake Mary Road, and recommended that the City Commission
authorize Staff to finalize discussions with property owner.
Commissioner Howell moved to approve concept to provide reclaimed water service,
to authorize Staff to finalize discussions with property owner, and report back to Commission
for approval of construction contract for a bore and jack installati'°n of pipeline crossing
for Lake Mary Road, and acquisition of approximately 900 plus linear feet of pipe. Seconded
