An ordinance of the City Commission of the City of Sanford,
Florida providing for the revision of section 2 -63 of the Code of
Ordinances of the City of Sanford pertaining to travel
expenses; providing for the use of Internal Revenue Service
rates and delegation to the City Manager; providing for rights
of union members and a savings provision; providing for
conflicting provisions; providing for severability; providing for
codification and providing for an effective date.
Be it enacted by the People of the City of Sanford, Florida:
Section 1. Amendment to section 2 -63 Code of Ordinances of the
City of Sanford. Section 2 -63 if the Code of Ordinances of the City of Sanford is
amended to read as follows:
Sec. 2 -63. Travel expenses.
Payment for per diem, mileage and meals for officials and employees of the
City shall be in such amounts as are provided and set forth in policies and procedures
adopted by the City Manageri and published in the Gity'
provided, however, that the City Manager shall be guided by the Fates an d benefits
Seminole County. laws, rules and regulations applicable to, or implemented by, ef-the
Internal Revenue Service. The City Commission hereby consents to the applicability of
the rates established by the Internal Revenue Service through the reporting method
selected by the City Manager.
Section 2. Delegation to City Manager /Inclusion into Human
Resources Manual.
The City Manager is hereby granted the authority to take any and all actions
necessary and expedient, as may be appropriate in his or her sound and professional
discretion, in order to implement the provisions of this Ordinance.
Section 3. Savings relating to union contracts — collective bargaining
agreements /conflicts with other ordinances — City Code provisions.
(a). The provisions of this Ordinance shall not, in any way, affect the
rights of City employees who are employed by the City subject to the provision of a
collective bargaining agreement.
(b). The prior actions of the City relative to the payment of travel
expenses, and related matters, are hereby ratified and affirmed.

(c). All conflicting provisions of the Code of Ordinances of the City of
Sanford are hereby repealed. In the event of any conflict with any other provision of the
Code of Ordinances of the City of Sanford or any other ordinance of the City, the
provisions of this Ordinance shall prevail.
Section 4. Severability.
If any provision of this Ordinance or the application thereof to any person or
circumstances is held invalid, the invalidity shall not affect other provisions or
application of this Ordinance which can be given effect without the invalid provision or
application and to this end the provisions of this Ordinance are declared severable.
Section 5. Codification.
It is the intention of the City Commission of the City of Sanford, Florida, and it
is hereby ordained that the provisions of this Ordinance shall become and be made a
part of the Code of Ordinances of the City of Sanford; provided, however, that the
provisions of Sections 2, 3, 4, 5 and 6 shall not be codified.
Section 6. Effective Date.
This Ordinance shall become effective immediately upon its enactment.
