The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, December 27, 1993, at 7:00 o'clock P. M. in the City Commission Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.

in the Sanford Herald on December 20, 1993.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, said regulations and Ordinance No. 3195. No one
appeared.

Request from Laverne Cox, for storage facility to remain on property at 2201 West 25th
Street, which encroaches a portion of undeveloped City right-of-way (old railroad right-of-
way) on the south side of West 25th Street. On recommendation of the City Manager and the
Acting City Manager, Commissioner Howell moved to authorize continuation of use of said city-
owned railroad right-of-way, known as the "Big Inch", on a temporary basis with the
conditions that the use not be expanded on city property, that the city reserves the right
to direct the termination of use at any time, that reclaimed water is actively utilized in
the plant nursery operation, and that Ms. Cox Obtain and maintain the appropriate city
licenses and permits for the operation.

the Commission authorized Seminole Community Mental Health Center, Inc., to lease the Police
Benevolent Association Building for four (4) months at $1.00 per month, with lessee to pay
all utilities and make any repairs and improvements necessary for their use (such as the
fence across the back, a handicap ramp, restroom modifications), lessee to indemnify the city
against all claims and provide liability insurance showing the city as additional insured,
and lessee's use of the property to be at no cost to the city, with final lease document
subject to City Attorney's approval.

A. Historic Preservation Board.
The City Clerk reported that Kay Bartholomew
has submitted her resignation, effective January 1, 1994. Commissioner
Thomas moved to accept, with regrets, Ms. Bartholomew's resignation, and to
appoint Laura Sollien to the Historic Preservation Board. Seconded by
Commissioner McClanahan and carried by the vote of the Commission as follows:

B. Scenic Improvement Board. The City Clerk reported there is one vacancy for
which the Scenic Improvement Board has recommended the appointment of Isabel

board. Commissioner Thomas moved to appoint Isabel Wil.son to the Scenic
Improvement Board, seconded by Commissioner Howell and carried by the vote of
the Commission as follows:

C. Waterfront Master Plan Steering Committee. The City Clerk reported there is

$50,422.83; Conklin, Porter & Holmes $802.02; Universal Engineering Sciences $236.00; and
Ardaman & Associates $970.33, $428,22.
Request from Dorothea Fogle, Chairman, Martin Luther King Celebration Committee, for free use
of the Civic Center Januar~ 14, 15, 16, and 17, 1994, for 1994 Dr. Martin Luther King, Jr.,
