The City Commission of the City of Sanford, Florida, met in continued Work Session
of July 10, 1995, on Tuesday, July 11, 1995, at 2:05 o'clock P.M. in the City Manager's
Conference Room, City Hall, Sanford, Florida.
Present: Mayor-Commissioner Bettye D. Smith
Commissioner Whitey Eckstein
Commissioner Kerry D. Lyons
City Manager William A. Simmons
City Clerk Janet R. Dougherty
Absent: Commissioner Robert B. Thomas, Jr.
Commissioner Lon K. Howell
City Attorney William L. Colbert
The Chairman called the meeting to order.
Continuation of review of City Manager's proposed FY 95/96 Budget.
The City Commission continued review of the City Manager's proposed FY 95/96
Budget, and the City Manager addressed and explained various items, including: PARKS AND
RECREATION; (Commissioner Thomas joined the meeting.) OTHER GENERAL FUNDS; COMMUNITY
DEVELOPMENT - (554.12) Director and Secretary II salaries allocated across all Community
Development Divisions, Economic Environment, Administration, Contingency Reserve, Licensing,
Building - (524.13) Temporary (6 months) Mall Inspector - Three (3) months of salary moved
to City Manager's Contingency Fund; LOGT; SOLID WASTE; STORM WATER - A rate increase will be
necessary should the City wish to continue with construction along Mill Creek; UTILITIES -
Recommend rate analysis for all three utilities.
After review, the consensus of the Commission was to approve the City Manager's
proposed FY 95/96 Budget, with no increase in the millage rate of 6.8759, but to not adopt
the "roll back" rate.
The City Manager briefly discussed the proposed Five Year Capital Planning Budget
for FY 1996.
There being no further business, the meeting was adjourned.
