(FS 286.0105) Page 1 of 1 Minutes Planning and Zoning Commission November 15, 2012- 10 AM City Commission Chambers City Hall, Sanford, Florida Members Present Jerry Mills, Chairman Steve Esler, Vice Chairman Eddie Green Steve Newton Michael Loader Lindsay Dyewale Carsandra Buie, Alternate Members Absent Michael Padgett - excused Others Present Lonnie Groot, Assistant City Attorney Russ Gibson, Director of Planning and Development Services Dave Richards, Development Services Manager John Schultheis, Planning Engineer Mary Moskowitz, Planner Mary Muse, Administrative Coordinator Mr. Mills called the meeting to order at 10 AM. Moment of Silence Pledge of Allegiance Mr. Mills introduced and welcomed Carsandra Buie to the board. Minutes Mr. Ester moved to approve the Minutes of the November 1, 2012 Regular Meeting. Mr. Loader seconded. Motion carried 5 -0, Ms. Dyewale and Mr. Green not present at this time. Public Hearings Hold a Public Hearing for a rezoning request to amend the Brisson West Planned Development by changing the approved townhome units to 40 foot wide single family lots at 3 890 Brisson Avenue. Serengeti Properties LLC, property owner; Stephen H. Coover -- Hutchison, Mamele & Coover, P.A. and William Fogle — The Civil Design Group, Inc., representatives. Ms. Buie moved to recommend approval to the City Commission per staff s recommendation. Mr. Loader seconded. Motion carried 7 -0. Minutes — November 15, 2012 Planning and Zoning Commission Page 2 Development Plans Consider the revised Preliminary Subdivision Plan for the Brisson West Planned Development located at 3890 Brisson Avenue. Serengeti Properties LLC, property owner; , Stephen H. Coover - Hutchison, Mamele & Coover, P.A. and Williams Fogle — The Civil Design Group, Inc., representatives. Mr. Loader moved to approve the revised Preliminary Subdivision Plan per staff s recommendation. Ms. Gyewale seconded. Motion carried 7 -0. Citizen Participation None. Staff Report Mr. Gibson gave a brief update regarding the Civic Center address, maintenance to the medians, comp plan corrections, and comp plan amendment schedule for the oak Hill subdivision area. Mr. Gibson reported he does not anticipate a December 6th meeting due to there being no scheduled public hearings at this time. Mr. Gibson invited the board to attend the Visioning Workshop scheduled for November 15 at the Civic Center between 7 -9 PM. Commissioners Reports It was the consensus of the board to wait until January to continue with the training sessions. Mr. Mills asked staff how much land was available to develop in the City. He would like to see the residential areas developed with a lower density in order to save and preserve the land that is undeveloped. Mr. Newton stated everyone needs to get involved in the Visioning process. The density and height restrictions in the downtown area should be revisited for potential future development. Mr. Groot stated it is a negative thing to reduce the density due to the capital improvement plan. Mr. Mills asked staff when the elections for Chairman and Vice Chairman were being held. Mr. Gibson reported the City Commission reappointed Eddie Green at the last meeting and the elections can be placed on the agenda at any time. Mr. Mills stated the elections could be held at the January meeting. Mr. Gibson reported City Hall will only be open on Monday, November 19th and Tuesday, November 20th Adjournment There being no further business, the meeting adjourned at 11:31 AM. Jerry Mills airman
