ORDINANCE NO. 442
AN ORDINANCE REGULATING TRAFFIC UPON THE STREETS, AVENUES
A1TD ALLEYS OF THE CITY OF SANFORD, FLORIDA, AND REPEALIl\G CER-
TAIN SPECIFIC ORDINANCES AND SECTIONS OF REVISED ORDINANCES OF
THE CITY OF SANFORD OF 1914 AND ALL OTFJill ORDINANCES AND SEC-
TIONS OF ORDINANCES IN CONFLICT HEREWITH A1ID PROVIDING PEN-
ALTIES FOR THE VIOLATION OF TF~ PROVISIONS OF THIS ORDINANCE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD ,FLORIDA:
ARTICLE I
WORDS AND PHRASES DEFI NED
Section 1. DEFINITION OF WORDS AND PHRASES. The follow-
ing words and phrases when used in this Ordinance shall for
the purpose of this Ordinance have the meanings respectively
ascribed to t hem in this article.
SUBDIVISION 1. VEHICLES, TRAFFIC, ETC., DEFINED.
Section 2. (a) VEHICLES. Every device in, upon, or by

which any person or property is or may be transported or drawn
upon a highway, except devices used exclusively upon stationary
rails or tracks.
(b) MOTOR VEHICLES. Every vehicle which is
self-propelled and every vehicle which is propelled by elec-
tric power obtained from overhead trolley wires, but not
operated upon rails.
(c) MOTORCYCLES. Every motor vehicle hav-
ing a saddle for the use of the rider and designed for travel
on not more than three wheels in contact with the ground, in-
cluding scooters and motorbikes, but excluding a tractor.
(d) BICYCLE. Every two wheeled vehicle
having a saddle for the use of the rider and propelled by
the rider by means of pedals.
(e) AUTHORIZED EMERGENCY VEHICLE. Vehi cles
of the Fire Department, Police vehioles, and such ambulances
and emergency vehicles of Municipal Departments or of Public
Service Corporations, or of private persons or Corporations
as are designated or authorized by the Mayor or Chief of
Police of this City.
(f)

SCHOOL BUS.
Every motor vehicle owned
by a public or governmental agency and operated for the trans-
portation of children to or from school or privately owned
and operated for compensation for the transportation of chil-
dren to or from school.
(g) TRAILER. Every vehicle without motive
power designed for carrying persons or property and for be-
ing drawn by a motor vehicle and so constructed that no
part of its weight rests upon the towing vehicle.
(h) SEMITRAILER. Every vehicle without
motive power designed for carrying persons or property and for
being drawn by a motor vehicle and so constructed that some
part of its weight and that of its load rests upon or is

(j) SOLID TIRE. Every tire of rubber of
other resilient material which does not depend upon compressed
air for the support of the load.

metal or other hard nonresilient material.
Section 3. (a) RAILROAD. A carrier of persons or prop-
erty upon cars, other than street cars, operated upon stationary
rails.
(b) RAILROAD TRAIN. A steam engine, electric
or other motor vehicle, with or without cars coupled thereto,

operated upon rails, except street cars.
Section 4. TRAFFIC. Pedestrians, ridden or herded
animals, vehicles, and other conveyances either singly or
together while using any street for purposes of travel.
Section 5. RIGHT-OF-WAY. The privilege of the immediate
use of the roadway to the exclusion of others.
Section 6. STOP. (a) vVhen required, means complete
cessation of movement.
(b) STOP OR STOPPING. When prohibited,
means any stopping of a vehicle except wben necessary to
avoid conflict with other traffic or in compliance with the
direction of a Police Officer or traffic control sign or signal.
(c) STANDING. Any stopping of a vehicle ,:iwhether
occupied or not.
(d) PARKING. The standing of a vehicle, whether
occupied or not, otherwise than temporarily for the purpose of
and while actually engaged in loading or unloading.
Section 7. OFFICIAL TIME STA~IDARD. Whenever certain
hours are named herein they sh all mean standard time or day-
light saving time as may be in current use in this City.
SUBDIVISION 2. PERSONS, ETC. DEFINED.
Section 8. PERSONS. (a) Every natural person, firm,
copartnership, association or corporation.
(b) DRIVER. Every person who drives or is
in actual physicial control of a vehicle.
(c) PEDESTRIAN. Any person afoot.
(d) OWNER. A person who holds the legal
title of a vehicle or in the event a vehicle is the subject of
an agreement for the conditional sale or lease thereof with
the right of purchase upon performance of t he conditions stated
in the agreement and with an immediate right of possession
vested in the conditional vendee or lessee, or in the event

a mortgagor of a vehicle is entitled to possession, then such
conditional vendee or lessee or mortgagor shall be deemed the
owner for the purpose of this act.
Section 9. POLICE OFFICER. Every officer of the Municipal
Police Department or any Officer authorized to direct or regulate
traffic or to make arrests for violation of traffic regulations.
SUBDIVISION 3. STREETS, ETC. DEFINED.
Section 10. STREI!."T OR AVENUE. (a) The entire width be-
tween property lines of every way or place of whatever nature,
when any part thereof is open to t he public as a matter of
right for purposes of vehicular traffic. The word t1street"
and "roadway", wherever used in this Ordinance for regulating
traffic generally, shall be held to include the Avenues of
the City.
(b) PRIVATE ROAD OR DRIVEiNAY. Every way or
place in private ownership and used for vehicular travel by
the owner and those having express or implied permission
from the owner, but not by other persons.
(c) ROADWAY. That portion of a Street im-
proved, designed, or ordinarily used for vehicular travel.
(d) SIDEWALK. That portion of a Street be-
tween the curb lines or the lateral lines of a roadway, and
the adjacent property lines designated and intended for use
of pedestrians.
(e) PARKWAY. That portion of a Street be-
tween the curb lines or the lateral lines of a roadway, and
the adjacent property lines not designated or intended for
use of pedestrians.
(f) ALLEY. Any narrow passage or thorough-
fare not meant as a substitute for a Street or Roadway, but
designated, intended or adapted to serve as a means of ace
commodation to a limited neighborhood, for chiefly local
convenience.

(g) HIGHWAY. A public way of any kind or
description.
Section 11. I1~ERSECTION. The area embraced within the
prolongation or connection of the lateral curb lines, or,
if none, then the lateral boundary lines of the roadways of
two streets which join one another at or approximately at
right angles, or the area within Which vehicles traveling
upon different highways joining at any other angle may come
in conflict.
Section 12. CROSSWALK. (a.) That portion of a roadway
ordinarily included within the prolongation or connection
of the lateral lines of sidewalks at intersections.
(b) Any portion of a roadway distinctly
indicated for pedestrian crossing by lines or other markings.
Section 13. SAFETY ZONE. The area or space officially
set apart within a roadway for the exclusive use of pedestrians
and which is protected or is so marked or indicated by adequate
signs as to be plainly visible at all times while set apart as
a safety zone.
Section 14. (a) OFFICIAL TRAFFIC CONTROL DEVICES. All
signs, signals, markings and devices not inconsistent with this
Ordinance placed or erected by authority of a public body or
official having jurisdiction, for the purpose of regulating,
warning or guiding traffic.
(b) OFFICIAL TRAFFIC SIGNALS. Any device,
whether manually, electrically or mechanically operated, by
which traffic is alternately directed to stop and to proceed.
(c) RAILROAD SIGN OR SIGNAL. Any sign, sig-
nal, or device erected by authority of a public body or Of-
ficial or by a railroad and intended to give notice of the
presence of railroad tracks or the approach of a railroad train.

Section 15. BUSINESS DISTRICT. (a) The territory contig-
uous to and including a street when fifty per cent or more of the
frontage thereon for a distance of 300 feet or more is occupied
by buildings in use for business, or such other district as
shall be designated by the City Commission, when marked with
appropriate signs.
(b) RESIDENCE DISTRICT. The territory within
the City of Sanford which shall n~t be included in the above
definition of "Business District", excepting school zones.
(c) SCHOOL ZONE. A Street or Avenue immediately
opposite a public school building and extending for a distance
of 300 feet in each direction along the Street or Avenue measured
from each corner of the School land.
ART I CLE II
REQUIRED OBEDIENCE TO TRAFFIC
REGULATIONS.
Section 16. REQUIRED OBEDIENCE TO TRAFFIC ORDINANCE.

It shall be a misdemeanor for any person to do any act for-
bidden or fail to perform any act required in this Ordinance.
Section 17. OBEDIENCE TO POLICE. No person shall wil-
fully fail or refuse to comply with any lawful order or di-
rection of a Police Officer.
Section 18. PUBLIC ~MPLOY'~ES TO OBEY TRAFFIC REGULA'rIONS.
The provisions of this Ordinance shall apply to the driver of
any vehicle owned by or used in the service of the United
States Government, this state, County or City, and it shall be
unlawful for any said driver to violate any of the provisions
of this Ordinance, except as otherwise permitted in this Or-
dinance or by State statute.
Sect:ton 19. EXEMPTIONS OF AUTHORIZED EMERGENCY VEHICLES.
(a) The provisions of this Ordinance regulating
the operation, parking, and standing of vehicles, shall apply

to authorized emergency vehicles, as defined in this Ordinance
except as follows:
A driver when operating any such vehicle in an emergency,
except when otherwise directed by a Police Officer, may
1. Park or stand notwithstanding the provisions of this
Ordinance.
2. Proceed past a red or stop signal or stop sign, but
only after slowing down as may be necessary for safe
operation.
3. Exceed the speed li~tts so long as he does not en-
danger life or property.
4. Disregard regulations governing direction of move-
memt or turning in specified directions so long as
he does not endanger life or property.
(b) The foregoing exemptions shall not, however,
protect the driver of any such vehicle from the consequences of
his reckless disregard of the safety of others.
Section 20. PERSONS PROPELLING PUSH CARTS OR RIDING BI-
CYCLES OR ANIMALS TO OBEY TRAFFIC REGULATIONS. Every person
propelling any push cart or riding a bicycle or an animal upon
a roadway, and every person driving any animal-drawn vehicle,
shall be subject to the provisions of this Ordinance applicable
to the driver of any vehicle, except those provisions of this
Ordinance wluch by their very nature can have no application.

ARTICLE III Vi
OBEDIENCE TO TRAFFIC CONTROL DEVICES
Section 21. OBEDIENCE 'ra OFFICIAL TRAFFIC CON'rROL DEVICE.
(a) The driver of any vehicle shall obey the
instructions of any official traffic control device applicable
thereto placed in accordance with any Ordinance of this City,
unless otherwise directed by a Police Officer, subject to the

exceptions granted the driver of an authorized emergency ve-
hicle in this Ordina~ce.
(b) No provision of this Ordinance for which
signs are required shall be enforced against an alleged violator
if at the time and place of the alleged violation an Official
sign is not in proper position or sufficiently legible to be
seen by an ordinarily observant person, but such conditions
shall not excuse the driver of any vehicle for fgaure to use
ordinary care and caution. Whenever a particular section
does not state that signs are required, such section shall be
effective without signs being erected to give notice thereof.
(c) That no automobile or other vehicle of
any kind shall be driven through, upon, or across any Street,
Avenue or Alley, closed to public travel when so indicated
by appropriate signs or notices, or driven through, upon or
across any Street under course of construction or repair when
said Street is closed to public travel and so indicated by
appropriate signs or notices or driven through, upon, over
or across any newly laid Street, Avenue or Alley paving until
said street or thoroughfare is thrown open to public travel
Section 22. OBEDIENCE TO NO-~URN SIGNS AND TURNING
MARKERS. v1.henever authorized signs are ereoted or used tp
indicate that no right or left or "U" turns are permitted,
no driver of a vehicle shall disobey the directions of any
such sign, and when authorized marks, buttons, or other in-
dications are placed within an intersection indicating the
course to be travelled by vehicles turning thereat, no
driver of a vehicle shall disobey the direction of such
indications.
Section 23. ZONE OF QUIEr. Whenever authorized signs
are erected indicating a zone of quiet, no person operating
a motor vehicle within any such zone shall sound the horn or

other warning device of said vehicle except in an emergency.
Section 24. PLAY STREETS. \Vhenever authorized signs are
erected indicating any Street or Avenue or part thereof as a
play street, no person shall drive a vehicle upon any such
Street or Avenue or portion thereof except drivers of vehicles
having business or whose residence is within such closed area
and then any such driver shall exercise the greatest care in
driving upon any such Street or Avenue or portion thereof.
Section 25. TRAFFIO CONTROL SIGNAL LEGEND. Whenever
traffic is controlled by traffic control signals exhibiting the
words "gt>", "cautiontt or "stoptl, or exhibiting different col-
ored lights successively one at a time, the following colors
only shall be used, and said terms and lights shall indicate
as follows:
(a) Green alone or "Gott.
1. Vehicular traffic facing the signal may proceed
straight through or turn right or left unless a sign
at such place prohibits either such turn, but ve-
hicular traffic shall yield the right-of-way to other
vehicles and to pedestrians lawfully within the inter-
section at the time such signal is exhibited.
2. Pedestrians facing the signal may proceed across the
roadway within any marked or unmarked cross walk.
(b) Yellow alone or UCaution" when shown following the
green or "GO" Signal.
1. Vehicular traffic facing the signal shall stop be-
fore entering the nearest cross-walk at the inter-
section, but if such stop cannot be made in safety
a vehicle may be driven cautiously through the in-
tersection.
2. Pedestrians facing such signal are thereby advised
that there is insufficient time to cross a roadway,

and any pedestrian then starting to cross shall yield
the rigtirof-way to all vehicles.
(c) Red alone or "STOP".
1. Vehicular traffic facing the signal shall stop before
entering the nearest cross-walk at an intersection or
at such other point as may be indicated by a clearly
visi ble line, and shall remain standing until green
or "GO" is shown alone, providing that unless prohl bi ted
by official sign, a right turn after such stop maybe made
when reasonably safe.
2. No pedestrian facing such signal shall enter the road-
way until green or "GOIf is shown alone.
(d) Red with Green arrow.
1. Vehicular traffic facing such signal may cautiously
enter" the intersection only to m~{e the movement in-
dicated by such arrow, but shall not interfere with
other traffic.
2. No pedestrian facing such signal shall enter the road-
way unless he can do so safely and without interfering
with any vehicular traffic.
Section 26. FLASHING SIGNALS. Vfuenever flashing red or
yellow signals are used they shall require obedience by ve-
hicular traffic as follows.
1. Flashing red (stop signal). When a red lens is illum-
inated by rapid intermittent flashes, drivers of vehicles shall
stop before entering the nearest crosswalk at an intersection or
at a limit line when marked, and the right to proceed shall be
subject to the rules applicable after making a stop at a stop
sign.
2. Flashing yellow (caution signal). ~Yhen a yellow lens
is illuminated with rapid intermittent flashes, drivers of
vehicles may proceed through the intersection or past such

signal only with due caution.
3. Arrows, whether flashing or not. When an arrow is
illuminated, drivers of vehicles may proceed without stopping
in the direction indicated by the arrow.
Section 27. DISPLAY OF UNAUTHORIZED SIGNS, SIGNALS OR
MARKINGS.
(a) No person shall place, maintain, or dis-
play upon the parkway or sidewalk of any street any unauthor-
ized sign, signal, marking, or device which purports to be or
is an imitation of or resembles an official traffic control
device or railroad sign, or which attempts to direct the
movement of traffic, or which hides from view or interferes with
the effectiveness of any official traffic control device or
any railroad sign or signal, and no person shall place or
maintain, nor shall any public authority permit upon any
street any traffic sign or signal bearing thereon any com-
mercial advertising. This shall not be deemed to prohibit
the erection upon private property adjacent to streets or
avenues of signs giving useful directional information and of
a type that cannot be mistaken for official signs.
(b) Every such prohibited sign, signal, or
marking is hereby declared to be a public nuisance, ar.dthe
authority having jurisdiction over the street is hereby empowered
to remove the same or cause it to be removed without notice.
Section 28. INTERFERENCE vTITH OFFICIAL TRAFFIC CONTROL
DEVICES OR RAILROAD SIGNS OR SIGNALS. No person shall without
lawful authority attempt to or in fact alter, deface, injure,
knock down, or remove any official traffic control device or
any railroad sign or signal, or any inscription, shield, or
insignia thereon, or any other part thereof.
(b) The City Comrnssion of the City of San-
ford, may authorize the Chief of Police to have traffic con-
trol devices, signs or barricades erected or placed on any of

the streets, avenues or alleys of the City of Sanford, Florida.
ART I CLE IV
STOPPING, STANDING AND PARKING.
Section 29. PARKING PROHIBITED ON NA.-qROW STREErS. llfuen
signs prohibiting parking are erected on narrow streets no
person shall park a vehicle in any such designated place.
Section 30. NO STOPPING OR PARKING NEAR HAZARDOUS OR
CONGESTED PLACES.
When signs are erected upon approaches to hazardous or
congested places no person shall stop, stand or park a vehicle
in any such designated place.
Section 31. PARKING ADJACE}~ TO SCHOOLS. When signs are
erected indicating no parking upon that side of the Street ad-
jacent to any school property, no person shall park a vehicle
in any such designated place.
Section 32. PARKING PROHIBITED IN CERTAIN PLACES.
(a) No person shall stop, stand, or park
any vehicle upon a street, avenue or alley in such a manner
or under such conditions as to leave available less than 10
feet of the ~dth of the roadway for free movement of vehicular
traffic, except when necessary in obedience to traffic regu-
lations or traffic signs or signals of a Police Officer.
(b) It shall be unlawful for any person to park
a vehicle in any parking space designated by painted lines,
unless said vehicle, is parked wholly within said space.
Section 33. ALL NIGHT PARKING PROHIBITED. No person
shall park a vehicle on any Street or Avenue for a period of
time longer than 30 minutes between the hours of G:OO A. M.
and 6:00 A. M. of any day, except physicians on emergency
calls.
Section 34. PARKING PROHIBITED AT ALL TI ~im;S IN DESIGNATED
PLACES. When signs are erected giving notice thereof, no per-
son shall park a vehicle at any time upon any of the Streets

or Avenues or portions of Streets or Avenues described in
Schedule (1) attached and made a part of this Ordinance.
Section 35. TRUCKS AND CERTAIN OTHER VEHICLES OVER FIF-
TEEN FEET LONG NOT TO PARK IN CERTAIN BLOCKS. No motor vehicle
measuring fifteen (15) feet or more in length from the center
of the front axle to the rear end of the body of said motor ve-
hicle shall be parked on any Street of the City where signs are
placed thereon by authority of the City indicating that such
vehicles shall not part in the block indicated. The words
"Motor Vehicle tt, as here used, shall be construed to include
any motor vehicle with trailer thereto attached, which motor
vehicle and trailer shall measure fifteen feet or more in
length from the center of the front axle to the rear end of
the body of t he trailer. M:otor vehicles of the length afore-
said shall, wherever parking is permissible, be parked parallel
with the Street curb.
Section 36. PARKING Tn'::E LIMITED IN DESIGNATED PLACES.
(a) When signs are erected in each block
giving notice thereof no person shall ~rk a vehicle for
longer than one (1) hour, thirty (30) minutes, or fifteen (15)
minutes, as the signs may indicate, at any time between the
hours of 7:00 A. M. and 6:00 P. M. of any day except Sundays
and legal Holidays within the district or upon any of the
Streets described in Schedules 2-A, 2-B, 2-C, respectively
attached to and made a .art of this Ordinance. Said schedules
may be amended or added to from time to time by the City Com-
mission by motion entered of record on the minutes of the City
Co~~ssion without the necessity to amend this Section, and by
posting of proper official signs on the streets affected.
(b) No motor vehicle shall be parked for
a longer period of time than ten (10) minutes within lines
painted upon the Streets of the City contiguous to a sign

indicating ten (10) minute parking.
(c) No motor vehicle shall be parked for a
period of more than five minutes at a time between the hours
of 7 :00 A. M. and 6 :OOf. M. of any day except Sunday ani
legal Holidays on the North side of First street immediately
opposite the Post Office in such area as may be indicated by
appropriate official signs.
(d) The parking time indicated in schedules
annexed hereto for various Streets and Avenues of the City
shall be modified by provisions herein contained for a dif-
ferent parking time from that indicated in such schedules
where such different parking time is indicated by proper official
signs.
Section 37. STANDIL;G FOR LOADING ONLY.
(a) No person shall stop, stand or park a ve-
hicle for any purpose or period of time other than for the
expeditious loading or unloading of passengers in any place
marked as a passenger zone during hours when the regulations
applicable to such passenger zones are effective, and then
only for a period not to exceed 3 minutes.
(b) No person shall stop, stand, or park a
vehicle for any purpose or length of time other than for
the expeditious unloading and delivery or pickup and load-
ing of materials in any place marked as a freight zone as
described in schedule No. 3 annexed hereto during hours when
the provisions applicable to freight zones are in effect.
In no case shall tl~ stop for loading and unloading of materials
exceed 30 minutes, except as hereinafter provided.
Section 37.5. BUS AND TAXICAB STANDS.
(a) The driver of a Bus or Taxicab shal+ not
stand or park a Bus or Taxicab for the purpose of soliciting
passengers or bu~iness upon any Street or Avenue in any busi-
ness district at any place other than a Bus Stop or Taxicab
stand respectively.

(b) No person shall stop, stand, or pi rk a
vehicle other than a Bus in a Bus Stop, or other than a Taxi-
cab in a Taxicab stand when any such stop has been officially
designated and appropriately marked, except that the driver of
a passenger vehicle may temporarily stop therein for the pur-
pose of and while actually engaged in loading or unloading
passengers when such stopping does not interfere with my
Bus, or Taxicab waiting to enter or about to enter such zone.
Section 38. STANDING OR PARKING CLOSE TO CURB. No
person shall stand or park a vebicle in a roadway other than
parallel with the edge of the roadway, headed in the direction
of traffic, and with the curb-side wheels of the vehicle with-
in 12 inches of the edge of the roadwaw, except as provided
in the following paragraphs:
(a) Upon those streets which have been marked
or signed for angle parking, vehio13s shall be parked at the
angle to the curb indicated by such mark or signs.
(b) In places where and at hours when stopping
for tre loading or unloading of' merchandise or materials is
permitted any vehicle used for the transportation of merchan-
dise or materials may back into the curb to take on or dis-
charge loads when the driver of such vehicle obta ns a per-
mit from the Chief of Police granting him such privilege,
and it shall be unlawful for any driver to violate any of
the special terms or conditions of any such special permit.
(c) That no automobile or other vehicle of any
kind shall stop on any of the streets or alleys of the City
of Sanford, Florida, with its left side nearest to the curb.
Section 39. PARKING FOR CERTAIN PUHPOSES PROHIBITED.
No person shall stand or park a vehicle upon any roadway for
the principal purpose of:
1. Displaying it for sale.

2. Washing, greasing or repairing such vehicle,
except repairs necessitated by an emergency.
Section 40. USING VEHICLE FOR PRIMARY PURPOSE OF AD-
VERTISING ffi OHIBIT:ED. No person shall operate or park any
vehicle for the primary purpose of advertising either for
himself or for others, upon any of the Streets of the City
of Sanford without first obtaining a permit from the Chief of
police of said City, which permit may contain limitations
governing hours of operation, volume, and right to revocation
on violation thereof, and any other reasonable restriction.
Section 41. STOPPING, STANDING, OR PARKING PROHIBIT:ED
IN SPECIFI:ED PLACES.
(a) No person shall stop, stand, or park a
vehicle, except when necessary to avoid conflict with other
traffic or in compliapce with the direction of a Police Of-
ficer or Traffic control device, in any of the following places:
1. On a sidewalk.
2. In front of a public or private driveway
3. In front of theaters except While actually engaged
in loading or unloading passengers.
4. Within an intersection.
5. Within twelve (12) feet of a fire hydrant.
6. On a crosswalk.
7. Within twelve (12) feet of a crosswalk at an intersection.
8. Within thirty (30) feet upon the approach to any flash-
ing beacon stop-sign or traffic control signal located
at the side of a roadway.
9. Between a safety zone and the adjacent curb or within
(30) feet of points on the curb immediately opposite
the ends of a safety zone unless the Chief of Police
indicates a different length by signs or markings.
lQ.,Within ten (10) feet of the nearest rail of a rail-
road crossing.
11. Within twenty (20) feet of the driveway entrance to

any Fire Station, am on the side of a street or
Avenue opposite the entrance to any fire station
wi thin seventy-five (75) feet of s aid entrance
(when properly sign-posted).
12. Alongside or opposite any Street or Avenue exca-
vation or obstruction when such stopping, standing
or parking would obstruct traffic.
13. Upon any bridge or other elevated structure upon
a Street or Avenue or within a tunnel.
14. At any place where official signs prohibit stopping.
15. Opposite dead-end or jog Streets.
(b) No person shall move a vehicle not owned by
such person into any such prohibited area or away from a curb
such distance as is unlawful.
(c) No vehicle shall be parked in any reserved
parking space as designated in Schedule No. 6 hereto annexed,
except for the purpose for which such reservation is made.
Section 42. PARKING BICYCLES IN CERTAIN AREAS. Vihere a
bicycle parking rack has been provided by direction of the Chief
of Police in any street at any place between the nearest North
and South or East and ~est intersection therewith, as the case
may be, no bicycle shall be parked at any place between such
intersections except in said bicycle parking rack.
ARTICLE V
OPERATION OF VEIITCLES
Section 43. STOP BEFORE ENT1RING A THROUGH STREET.
(a) Those Streets and ];a rts of Streets described
in SChedule No. 4 attached hereto and made a part hereof are
hereby declared to be through Streets for the purpose of this
section.
(b) When stop si gns are erected upon highway
intersections with a through Street at the entrance thereto

or at the entrance to any intersection, every driver of a ve-
hicle shall stop at every such sign or at a cle arly mar ked
stop line before entering the intersection except when directed
to proceed by a Police Officer or traffic control signal.
Section 44. STOP WHEN TRAFFIC OBSTRUCTED. No driver shall
enter an intersection or a marked crosswalk unless there is suf-
ficient space on the other side of the intersection or cross-
walk to accommodate the vehicle he is operating without ob-
structing the passage of other vehicles or pedestrians, not-
withstanding any traffic control signal indication to proceed.
Section 45. Olffi-WAY STR~S. Upon those ~tr.eets and
parts of streets described in Schedule No 5, attached hereto
and made a part hereof, vehicular traffic shall move only in
the indicated direction when signs indicating the direction
of traffic are erected and maintained at every intersection
where movement in the opposite direction is prohibited.
Section 46. DRIVING THROUGH PROCESSION. No driver of
a vehicle shall drive between the vehicles comprising a funeral
or other authorized procession while they are in motion and
when such vehicles are conspicuously designated as required
in this Ordinance.
This provision shall not apply at intersections where
traffic is controlled by traffic control signals or Police
Officers.
Section 47. FUNERAL PROCESSIONS.
(a) A funeral procession composed of a procession
of vehicles may be indentified as such by the display upon the
out side of the leading vehicle of a pennant of a type desig-
nated by the Chief of Police.
(b) Each driver in a funeral procession shall drive
as near the right hand edge of the roadway as practical and fol-
low the vehicle ahead as close as practical and safe.

(c) Each mortician in the City of Sanford shall
notify the Chief of Police of the said City of t he day and hour
of each funeral procession to be had by him, together with the
proposed route thereof, as far ahead of the proposed time as
possible.
Section 48. OTHER PROCESSIONS ~fD PARADES. No pro-
cession or parade (other than funeral processions) and except
of the forces of the United States Army or Navy, the Y~litary
Forces of the State of Florida, and the forces of the Police
and Fire Departments of the City, shall occupy, march, or pro-
ceed along any Street in the City of, Sanford, Florida, except
in accordance with a permit issued by the Chief of Police and
such other regulations as are set forth herein which may apply.
Section 49. LIMITATIONS ON TURNING AROUND. The driver
of any vehicle shall not turn such vehicle ~ as to proceed
in the opposite direction upon any Street or Avenue in a
business district and shall not upon any other street so
turn a vehicle unless such movement can be made in safety and
without interfering with other traffic.
Section 50. LIMITATIONS ON BACKING. The driver of a
vehicle shall not back the same into an intersection or over
a crosswalk and shall not in any event or at any place back
a vehicle unless such movement can be made in safety.
Section 51. E~~RGING FROM ALLEY OR PRIVATE DRIVEWAY.
The driver of a vehicle emerging from an alley, private drive-
way, or building shall stop such vehicle i~~ediately prior to
driving onto a sidewalk or into the sidwwalk area extending
across any alleyway, and upon entering the roadway, shall
yield the right-of-way to all vehicles approaching on said
roadway.
. Section 52. VEHICLES SHALL NOT BE DRIVEN ON THE SIDE-
or Sidewalk
WAL~AREA. The driver of a motor vehicle or bicycle or other
vehicle shall not drive on a sidewalk or within any sidwwalk
area except at a permanent or temporary driveway.
Section 53. CLINGING TO MOVING V~iITCLES. Any person

riding upon any bicycle, motorcycle, coaster, roller skates,
or any toy vehicle shall not attach the same or himself to any
moving vehicle upon any street nor shall any person jump on or
climb onto any kind of a moving vehicle nor get on the same for
the purpose of riding unless especially authorized by the person
operating such vehicle.
Section 54. RIDING ON HANDLE BARS PROHIBITED. The operator
of a rnotorcycle or bicycle when upon a street shall not carry any
other person upon the handle bars, frame or tank of any such ve-
hicle, nor shall any person so ride upon any vehicle, nor other-
wise than on a separate seat provided for such purpose in the
rear of tre driver.
Section 55. UNLAWFUL DRIVING AND RIDING.
(a) It shall be unlawful for any person or persons
to drive or operate upon any of the Streets, Avenues or Alleys
any motor vehicle, while carrying any child, baby or person in
his or her arms or seated on his or her lap.
{b} It shall be unlawful for any person or p3r-
sons to ride upon the fenders, bumpers, running board, or hood
of any automobile, truck or other motor vehicle, while same is
being driven or propelled upon any of the Streets, Avenues, or
Alleyways of the City of Sanford, Florida, except emergency
and sanitary vehicles.
{c} No driver of any motor vehicle shall permit
any person or persons to ride thereon with his, her or their
leg or legs extended or hanging over the side or end of such
vehicle while such vehicle is being driven upon any of the
Streets, or Avenues of the City of Sanford, Florida, nor shall
any person so ride.
Section 56. USE OF COASTERS, ROLLER SKATES, AND SIMILAR
DEVICES RESTRICTED. No person upon roller skates, or riding in
or by means of any coaster, toy vehicle, or similar device, shall
go upon any roadway except while crossi~g a street on a cross-
walk and except upon streets set aside as play streets when

and as authorized by Ordinance of this City.
Section 57. FOLLOVIING OTHER VEHICLES. The driver of
a motor vehicle shall not follow another vehicle more closely
than is reasonable and prudent, having due regard for the speed
of such vehicle and the traffic upon and the condition of the
highway.
Section 58. TURNING CURVES ON CREST OF GRADE PROHIBITED.
No vehicle shall be turned so as to proceed in the opposite di-
rection upon any curve, or upon the approach to or near the
crest of a grade, where such vehicle cannot be seen by the
driver of any other vehicle approaching from either direction
within 500 ft.
Section 59. STARTING PARKED VEHICLES. No person shall
start a vehicle which is stopped, standing or parked unless and
until such movement can be made with reasonable safety.
Section 60. WHEN SIGNAL REQUIRED.
(a) No person shall turn a vehicle from a direct
course upon a highway unless and until such movement can be
made with reasonable safety after giving an appropriate signal
in the manner hereinafter provided.
(b) The proper signal of intention to turn right
or left shall be given continuously during not less thm the
last 100 ft travelled by the vehicle before turning.
(c) .No person shall stop or suddenly decrease the
speed of a vehicle without first giving an appropriate signal
in the manner provided herein to the driver of any vehicle im-
mediately to the rear when there is opportunity to give such
signal.
Section 61. SIGNALS BY HAND AND ARM OR SIGNAL DEVICE.
The signals herein required shall be given either by ne ans
of the hand and arm or by a signal lamp or signal device of a
type approved by the Chief of Police, but when a vehicle is

so constructed or loaded that a hand and arm signal would not be
visible both to the front and rear of such vehicle then said
signals must be given by such a lamp or device.
Section 62. Iv1ETHOD OF GIVING HAND AND ARM SIGNALS.
All signals herein required given by hand and arm shall be given
from the left side of the vehicle in the following manner and
such signals shall indicate as follows:
1. LEFT TURN - Hand and arm extended horizontally.
2. RIGHr 'l'TJRN - Hand and arm extended upward.
3. STOP OR DECREASE OF SPEED - Hand and arm extended
downward.
Section 63. COASTING PROHIBITED.
(a) The driver of any motor vehicle when travel-
ling upon a down grade shall not coast with the gears of such
vehicle in neutral.
(b) The driver of a commercial motor vehicle
when travelling upon a down grade shall not coast with the clutch
disengaged.
SPECIAL STOPS RE~UIRED
Section 64. OBEDIENCE TO SIGNAL I~~ICATING APPROACH OF
TRAIN.
(a) Whenever any person driving a vehicle ap-
proaches a railroad grade crossing and a clearly visible
electric or mechanical device gives warning of the immediate
approach of a train, the driver of such vehicle shall stop with-
in fifty feet, but not less than ten feet, from the nearest
track of such railroad and shall not proceed until he can do
so safely.
(b) The driver of a vehicle shall stop and re-
main standing and not traverse such a grade crossing when a
crossing gate is lowered or when a human flagman or mechanical

signal gives or continues to give a signal of t he approach or
passage of a train.
Section 65. ALL ~2HICLES 1IDST STOP AT CERTAIN RAILROAD
grade crossings. The Chief of Police is hereby authorized to
designate particularly dangerous highway grade crossings of
railroads and to erect stop signs thereat. When such stop
signs are erected the driver of any vehicle shall stop within
50 feet, but not less than 10 feet from the nearest track of
such grade crossing and shall proceed only upon exercising
due care.
Section 66. CERTAIN VEHICLES MUST STOP AT ALL RAILROAD
GRADE CROSSINGS.
(a) The driver of any motor vehicle carrying
passengers for hire, excepting taxicabs, or of any school bus
carrying any school child or children or of any vehicle car-
rying explosive sUBstances or flammable liquids as a cargo
or part of a cargo before crossing at; grade, any track or
tracks of a railroad, shall stop such vehicle within 50 ft.,
but not less than 10 ft. from the nearest rail of such rail-
road and while so~opped shall listen and look in both di-

faculties are impat'~ed to drive or be in the actual physi-
cal control of any vehicle in this City.
Section 68. CARELESS OR WEGLIGENT DRIVnn. No person
shall at any time drive or operate any automobile or vehicle
on the public streets or alleys of the City of Sanford, Florida,
in a careless or negligent manner.
Section 69. SPEED RESTRICTIONS.
(a) No person shall drive a vehicle on a
street at a speed greater than is reasonable and prudent
under the conditions then existing.
(b) Where no special hazard exists, the follo~-
ing sp~eds shall be ]a wful but any speed in excess of said
limits shall be prima facie evidence that the speed is not
reasonable or prudent and is unlawful:
1. Fifteen miles per hour in business district.
2. Fifteen miles per hour in school zones.
3. Twenty-five miles per hour in residential district.
(c) The fact that the speed of a vehicle is
lower than the foregoing prima facie limits shall not relieve
the driver from the duty to decrease speed when approaching and
crossing an intersection, when approaching and going around a
curve, when approachi'ng a hill crest, when travelling upon any
narrow or winding roadway, or when special hazard exists with
respect to pedestrians or other traffic or by reason of weather
or highway conditions, and speed shall be decreased as may be
necessary to avoid colliding with any person, vehicle, or other
conveyance on or entering the highway in compliance wi th Je gal
requirements and the duty of all persons to use due care.
(d) The foregoing provisions of this section shall
notbe construed to relieve the plaintiff in any civil action
from the burden of proving negligence upon the part of the
defendant as the proximate cause of an accident.
Section 70. DRIVE ON RIGHT SIDE OF ROADWAY, EXCEPTIONS.
Upon all roadways of sufficient width a vehicle shall be driven
upon the right half of the road way, except as follows:

1. When overtaking and passing another vehicle proceed-
ing in the same direction under the rules governing
such movements.
2. When the right half of a roadway is closed to traffic
while uuder construction or repair.
3. Upon a roadway divided into trlI'ee marked lanes for
traffic under the rules applicable thereon, or
4. Upon a roadway designated and sign-posted for one-
way traffic.
Section 71. PASSING VEHICLES PROCEEDING IN OPPOSITE
DIRECTIONS. Drivers of vehicles proceeding in opposite di-
rections shall pass each other to the right, and upon road-
ways having width for not more thm one line of traffic in
each direction each driver shall give to the other at least
one-half of the main travelled portion of the roadway as
nearly as possible.
Section 72. PASSING A VEHICLE ON THE LEFJ.1. The follow-
ing rules shall govern the overtaking and passing of vehicles
proceeding in the same direction, subject to those limitat~ons,
exceptions, and special rules hereinafter stated:
(a) The driver of a vehicle overtaking B:1 other
vehicle proceeding in the sa~ direction shall pass to the
left thereof at a safe distance and shall not again drive
to the right side of the roadway until safely clear of the
overtaken vehicle.
(b) Except when overtaking and passing on the
right side is permitted, the driver of an overtaken vehicle
shall give way to the right in favor of the overtaking ve-
hicle on audible signal, and shall not increase the speed of
his vehicle until completely passed by the overtaking vehicle.
Section 73. WHEN PASSING ON THE RIGHT IS PERMITTED.
The driver of a vehicle may overtake and pass upon the right
of another vehicle which is making or about to make a left
turn, but no person shall drive off the pavement or upon
the shoulder of the roadway in overtaking or passing on the

right.
Section 74. LIMITATIONS ON PASSING 01'l TI:Th LEFT.
(a) No vehicle shall be driven to the left side
of the center of the street in overtaking and pasaing another
vehicle proceeding in the same direction unless such left
side is clearly visible and is free of oncornng traffic for
a sufficient distance ahead to permit such overtaking and
passing to be completely made without interfering with the
safe operation of any vehicle approaching from the opposite
direction or any vehicle overtaken. In every event the
overtaking vehicle must return to the right-hand side of the
roadway before coming within 100 feet of any vehicle ap-
proaching from the opposite direction.
(b) No vehicle shall in overtaking and passing
another vehicle or at any other time be driven to the left
side of the street under the following conditions:
1. When approaching the crest of a grade or upon a
curve in the street where the driver's view along
the street is obstructed.
2. When approaching within 100 feet of any bridge,
viaduct, or tunnel, or when approaching within 100
feet of or traversing any intersection or railroad
grade crossing.
3. Where official si gns are in place directing that
traffic keep to the right or a distinctive center
line is marked, which distinctive line also so
directs traffic.
Section 75. DRIVING ON STREETS LANED FOR TRAFFIC.
Whenever any roadway has been divided into three or more
c~arly marked lanes for traffic, the following rules in
addition to all others consistent herewith shall apply:e

(a) A vehicle shall be driven as nearly as
practicable entirely within a single lane and shall not be
moved from such lane until the driver has first ascerta ned
that such movement can be made with safety.
(b) Upon a street which is divided into three
lanes a vehicle shall not be driven in the center lane ex-
cept when overtaking and passing another vehicle where the
roadway ahead is clearly visible and such center lane is
clear of traffic within a safe distance, or in preparation
for a left turn, or where such center lane is at the time
allocated exclusively to tra~fic moving in the direction
the vehicle is proceeding and is sign-posted to give notice
of such allocation.
(c) Official signs may be erected directing
slow moving traffic to use a designated lane or allocating
specified lanes to traffic moving in the same direction,
and drivers of vehicles shall obey the directions of every
such sign.
Section 76. TURNING AT INTERSECTIONS. The driver of
a vehicle intending to turn at an intersection shall do so
as follows:
(a) Both the approach for a right turn and
a right turn shall be made as close as practicable to the
righthand curb or edge of the Street.
(b) Approach for a left turn shall be made in
that portion of the right half of the roadway nearest the
center line thereof, and after entering the intersection the
left turn shall be made so as to leave the intersection to
the right of the center line of the street being entered.
(c) Approach for a left turn from a two-way Street
into a one-way Street shall be made in that portion of the right
half of the Street nearest the center line thereof and by pass-
ing to the right of such center line where it enters the in-
tersection. A left turn from a one-way street into a two-
way Street shall be made by passing to the right of the

center line of the Street being entered upon leaving the
intersection.
RIGHT-OF-WAY RULES
Section 77. VEHICLES APPROACHING OR ENTERING IWfERSECTIONS.
(a) The driver of a vehicle approaching an inter-
section shall yield the right-of-way to a vehicle which has
entered the intersection from a different highway.
(b) When two vehicles approach or enter an
intersection from different streets at the same time, the
dri ver of the vehicle on the Ie ft shall yield the rig~of-way
to the vehicle on the right.
(c) The foregoing rules are modified at through
streets and otherwise as hereinafter stated in this article.
Section 78. VEHICLES TURNING LEFr AT INirERSECTION. The
driver of a vehicle within an intersection intending to turn
to the Ie ft shall yield the right-of-way to any vehicle appro-
aching from the opposite direction which is within the inter-
section or so close thereto as to constitute an i~nediate haz-
ard, but said driver having so yielded and having given a
signal when and as required by this Ordinance may make such
left turn, and the driver of all other vehicles approaching
the intersection from said opposite direction shall yield the
right-of-way to t he vehicle making a left turn.
Section 79. VEHICLES El\TTERING THROUGH STREEr OR :::iTOP
INTERSECTIONS.
(a) The driver of a vehicle shall stop as re-
quired by this Ordinance at the entrance to a through street
and shall yield the right-of-way to other vehicles which have
entered the intersection from said through street, or which
are approaching so closely on said through street as to con-
stitute an imrnediate ha~ard, but said driver having so yielded,
may proceed, and the driver of all other vehic les ap)roaching
the intersection on said through Streets shall yield the right-
of-way to the vehicle so proceeding into or across the through

(b) The driver of a vehicle shall likewise stop
in obedience to a stop sign as required herein at an inter-
section where a stop sign is erected at one or more entrances
thereto, although not a part of a through street, and shall
proceed cautiously, yielding to vehicles not so obliged to
stop which are within the intersection or approaching so
closely as to constitute an immediate hazard, but may then
proceed
Section 80. OPERATION OF VEHICLES ON APPROACH OF
AUTHORIZED E1mRGENCY VEHICLES.
(a) Upon the immediate approach of a1 authorized
emergency vehicle, when the driver is giving audible signal
by siren, exhaust whistle, horn, or bell the driver of every
other vehicle shall yield the right-of-way and shall im-
mediately drive to, a position parallel to, and as close as
possible to, the right-hand edge or curb of the Street, c~ar
of any intersection, and shall stop and remain in such position
until the authorized emergency vehicle has passed, except when
otherwise directed by a Police Officer.
(b.) This section shall not operate to relieve
the driver of an authorized emergency vehicle from the duty
to drive with due regard to the safety of all persons using
the Streets.
MISCELLANEOUS RULES
Section 81. UNATTENDED MOTOR VEHICLES. No person
driving or in charge of a motor vehicle shall permit it to
stand unattended without first stopping the engine locking
the ignition or transmission or when standing upon any per-
ceptible grade without effectively setting the brake thereon
or placin8 it in gear and turning the front wheels to the
curb or side of the Street.
Section 82. OBSTRUCTION TO DRIVER'S OPERATION.
(a) No person shall drive a vehicle when it is

so loaded, or when there are in the front seat such numbers
of persons exceeding three, as to obstruct the view of the
dri ver tot he front or sides of the vehicle, or as to inter-
fere with the driver's control over the driving mechanism
of the vehicle.
(b) No passenger in a vehicle shall ride in
view
such position as to interfere with the driver's/anead or to the
side, or to interfere with his control over the driving me-
chanism of the vehicle.
Section 83. FOLLOWING FIRE APPARATUS PROHIBITED.
The driver of any vehicle other than one on official business
shall not follow any fire apparatus, radio car, police car
or ambulance travelling in response to a fire alarm, police
alarm or emergency call closer than 300 feet, or drive into
or park such vehicle within the block where such apparatus
has stopped in answer to an alarm or call,
Section 84. CROSSING FIRE HOSE. No vehicle shall be
driven over an unprotected hose of a fire department when
laid down to be used at any fire or alarm of fire, without
the consent of the Fire Department Official in command.
Section 85. PUTTING GLASS, ETC., ON STREET, AVENUE
OR ALLEY PROHIBITED.
(a) No person shall throw or deposit upon any
street, avenue or alley any glass bottle, nails, tacks, wire,
cans, or any other substance likely to injure any person, animal
or vehicle upon such street, avenue or alley.
(b) Any person who drops, or permits to be dropped
or thrown upon any street, avenue or alley any destructive
or injurious material shall immediately remove the same or
cause it to be removed.

(c) Any person removing a wrecked or damaged vehicle
from a street shall at the same time remove any glass or other
injurious substance dropped upon the street from such vehicle.
Section 85.5 TRUCK ROUTES.
(a) The dri vera of all trucks, including tractors
with trailers or semi-trailers, the movement of which, with-
in the City limits of Sanford, Florida, is merely incidental
to continuous movement between points outside such City limits
shall confine such movement in the City when possible, to the
truck routes designated in Schedule No. 7 hereto annexed.
(b) The drive~ of all trucks, including tractors
with trailers or semi-trailers, moving within the City limits
of Sanford, Florida, for any purpose other than that specified
in subsection (a) of this section shall confine sucb movement
to the truck routes designated in Schedule No. 7 hereto an-
nexed and shall deviate therefrom only as required for pick-
up, delivery,or other purpose necessary to the conduct of
such trucking business, which deviation shall be confined
to the most direct route between such truck route and the
point of destination.
Section 86.
JURY.
AC CIDENT S
ACCIDElffS INVOLVING DEATH OR PERSONAL IN-
(a) The driver of any vehicle involved in an ac-
cident resulting in injury to or death of any person shall
immedately stop such vehicle at the scene of such accident
or as close thereto as possibl~ and shall forthwith return
to and in every event shall remain at the scene of the ac-
cident until he has fulfilled the requirements of Section
88 hereof. Every such stop shall be made without obstruct-
ing traffic more than is necessary.
Section 87. ACCIDE1~S INVOLVING DAlnAGE TO VEHICLE.
(a) The driver of any vehicle involved in ED
accident resulting only in damage to a vehicle which is

dri ven or attended by frl Y person shall immediately stop such
vehicle at the scene of such accident or as close there to as
possible and shall forthwith return to and in every event shall
remain at the scene of such accident unti~ he has fulfilled
the requirements of Section 88. Any person failing to stop
or comply with said requirements under such circumstances
shall be guilty of a violation of tlm Ordinance. Every such
stop shall be made without obstructing traffic more than is
necessary.
(b) No vehicle which has been involved in any
accident shall be moved by any wrecker or any person from
the place at which it stopped after said accident except as
may be necessary to clear traffic, and then only to the ex-
tent required to do so.
Section 88. DUTY TO GIVE INFORMATION AND RENDER AID.
The driver of any vehicle involved in an accident resulting
in injury to or death of any person or damage to any vehicle
which is driven or attended by any person shall give his name,
address, and the license number of the vehicle he is driving,
and shall upon request and if available exhibit his operator's
or chauffeur's license, if any, to the person struck or the
driver or occupant of or person attending any vehicle collided
with, and shall render to any person injured in such accident
reasonable assistance, including the carrying, or the making
of arrangements for the carrying, of such person to a physi-
cian, surgeon, or hospital for nedical or surgical treatment
if it is apparent that such treatment is necessary or if such
carrying is requested by the injured person.
Section 89. DUTY UPON STRIKING UNATTENDED VEHICLE. The
driver of any vehivle which collides with any vehicle which is
unattended shall imwediately stop and shall then and there
either locate and notify the operator or owner of such vehicle

or notify the Police Department.
Section 90. DUTY UPON STRIKING FIXTURES UPON A STREET.
The driver of any vehicle involved in an accident resulting
only in damage to fixtures le gaIly upon or adj acent to a
Street shall take reasonable steps to locate and notify the
owner or person in charge of such property or the Chief of
Police, if public property,of such fact, and of his name and
address, and of the license number of the vehicle he is driv-
ing, and shall upon request and if available exhibit his
operator's or chauffeur's iliicense, if any, and shall make
report of such accident when and as required in Section
91 hereof.
Section 91. DUTY TO REPORT ACCIDENT.
(a) The driver of a vehicle involved in an ac-
cident resulting in injury to or death of any person or any
property damage shall, within 24 hours after such accident,
forward a,written report of such accident to the Police De-
partment, which report may be a copy of any accident report
required to be filed with the State Department of Public
Safety under the Laws of this State.
(b) The Chief of Police of this City may require
any driver of a vehicle involved in an accident of which re-
port must be made as provided in this section to file supple-
mental reports whenever the original report is insufficient
in the opinion of said Chief, and may require ~tnesses of
accidents to~nder reports to him.
Section 92. WHEN DRIVER UNABLE TO RBPORT. Whenever
the driver of a vehicle is physically incapable of making a
required accident report and there was another occupant in
the vehicle at the time of the accident capable of illakihg a
report, such occupant shall make or cause to be made said
report.
Section 93. ACCIDENr REPORTS CONFIDENTIAL. All re-
quired accident reports and supplemental reports shall be

without prejudice ID the individual so reporting and shall
be for t he confidential use of the Police Department, except
that the Police Department may disclose the identity of a
person involved in an accident when such identity is not other-
wise known or when such person denies his presence at such
accident. No such report shall be used as evidence in any
trial,civil or criminal, arising out of an accident, except
that the Police Department shall furnish upon demand of any
person who has or claims to have made such a report, or upon
demand of any court a certificate showing that a specified
accident report has or has not been made to the Police De-
partment, solely to prove a compliance or a failure to
comply with the requirements that such a report be made to
the Bolice Department.
SECTION 94. OVERTAKING AND PASSING SCHOOL BUS.
(a) The driver of a vehicle upon a street or
Avenue in the City of Sanford upon meeting or overtaking any'
school bus which has stopped on the street or Avenue for the
purpose of receiving or discharging any school children shall
drive at a speed which is reasonable and prudent and with due
caution for the safety of any such children and in no event
in excess of fifteen (15) miles per hour in passing such
school bus, except that when such bus is actually receiving
or discharging passengers, the driver shall come to a com-
plete stop.
(b) This section shall be applicable only in
event the school bus shall be painted orange color and shall
bear upon the front and back of the body thereof a plainly
visible sign containing the words nSchool Bus If in black
letters not less than four (4) inches in height which can
be removed or covered when the vehicle is not in use as a
School Bus.

ARTICLE VI
PEDESTRIANS.
Section 95. PEDESTRIANS SUBJECT TO TRAFFIC CONrROL
SIGNS AND SIGNALS. Pedestrians shall be subject to traf-
fic control signals at intersections as heretofore declared
in this Ordinance, but at all other places pedestrians shall
be accorded the privileges and shall be subject to the re-
strictions as hereinafter stated.
Section 96. PEDESTRIAN'S RIGHT-OF-WAY AT CROSSWALKS.
(a) Where traffic control signals are not in
place or in operation, the driver of a vehicle shall yield
the right-of-way, slowing down or stopping if need be to so
yield, to a pedestrian crossing the roadway within any marked
crosswalk or within any unmarked crosswalk at an intersection,
except as otherwise provided in this article.
(b) Whenever any vehicle is stopped at a marked
crosswalk or at any unmarked crosswalk at an intersection to
permit a pedestrian to cross t he Street, the driver of any
other vehicle approaching from the rear shall not overtake
and pass such stopped vehicle.
Section 97. CROSSING AT OTlli~R THAN CROSSWALKS.
(a) Every ~destrian crossing a street or avenue,
shall do so in a marked crosswalk, or within an unmarked cross-
walk at an intersection.
(b) Between adjacent intersections pedestrians
shall not cross at any place except in a marked crosswalk.
(c) That any driver of a vehicle, operator of a
motor driven vehicle, rider of a motorcycle or bicycle approach-
ing or coming in contact with a person wholly or partially
blind carrying a cane or walking stick white in color, or
white with red end, shall immediately come to a full stop
and take such precautions before ~oceeding as may be necessary
to avoid accident or injury to the person so carrying a white
cane or walking stick, white in color or wnite with red end.

(d) Notwbthstanding the provisions of this
section, every driver of a vehicle shall exercise due care
to avoid colliding with any pedestrian upon any street, and
shall give warning by sounding the horn when necessary, and

ARTICLE VII
EQUIPMENT
Section 100. SCOPE AND EFFECT OF REGULATIONS.
(a) It is a misdemeanor for any person to drive
or move or for t he owner to cau se or knowingly' permit to be
driven or moved on any Street any vehicle or combination of
vehicles whicp is in such unsafe condition as to endanger
any person, or which does not contain those parts or is not
at all times equipped wi th such lamps and other equi~&tltJ in
proper condition and adjustment as required in this Article,
or which is equipped in any manner in violation of this Article,
or for any person to do any act forbidden or fail to perform
any act required under this Article.
(b) The provisions of this Article with respect
to equipment on vehicles shall not apply to implements of
husbandry, road machinery, road rollers, or farm tractors
except as herein made applicable.
Section 101. WHEN LIGh~ED LAr~S &~E REQUIRED.
(a) Every vehicle upon a street or avenue within

this City at any time from half hour after sunset to half
hour before sunrise and at any other time when there is not
sufficient light to render c~arly discernible persons and
vehicles on the streets at a distance of 500 feet ahead shall
display lighted lamps and illuminating devices as hereinafter
respectively required for different classes of vehicles, sub-
ject to exceptions with respect to parked vehicles as herein-
after stated.
(b) Whenever requirement is hereinafter declared
as to the distance from which certa!. n lamps and devices shall
render objects visible or within wlnch such lamps or devices
shall render objects visible or within which such lamps or
devices shall be visible, said provisions shall apply during
the time stated in subdivision (a) of this Section upon a
straight level unlighted .:Jtreet or Avenue under normal atmos-
pheric conditions unless a different time or condition is
expressly stated.
Section 102. HEAD LAJ\1PS ONitIOTOR V.sHICLES.
(a) Every motor vehicle, other than a motorcycle,
driven upon the Streets or Avenues of the City of Sanford
shall be equipped wi th at least two he ad lamps wi th at least
one on each side of the front of the motor vehicle, which
head lamps shall comply with the reqqirements and li~itations
set forth in this article. The light of the front lamps
shall be visible from and shall project at least 200 feet
in the direction in which the motor vehicle is proceeding, and
shall be provided with dimmers or some other device equally
efficient to protect the driver in a vehicle driving in the
opposite direction. VVhen diinmers are used, the same shall be
applied before such motor vehicle comes within 200 feet of
any vehicle travelling in the opposite direction or where
some other device is used, it shall be so arranged that the
ray of the light attached to said motor vehicle shall not
shine more than 4 feet from the ~round at a distance of 200

feet ahead of said motor vehicle.
(b) Every motorcycle shall be equipped with
at least one and not more than two head lamps which shall
comply with the requirements and limitations of this Article.
Section 103. REAR LAli~S a1~ REFLECTORS.
{a} Every motor vehicle, and every vehicle
being drawn at the end of a train of vehicles shall be
equipped with a lighted rear lamp, exhibiting a red light
plainly visible from a distance of 500 feet to t he rear.
(b) Every such rear lamp or a separate lamp
shall be so constructed as to illurllnate with a white light
the rear registration plate and render it clearly legible
from a distance of 50 feet to the rear. When the rear li-
cense plate is illuminated by an electric lamp other than
required rear lamp, said two lamps shall be turned on
only by the same control switch at all times whenever head
lamps are lighted.
(c) Whenever a red reflector is required or per-
lnitted to be used in substitution of la~ps upon a vehicle
under any of the provisions of this ordinance, such reflector
shall be mounted upon the vehicle at a height not to exceed
42 nor less than 24 inches above the ground upon which the
vehicle stands, and every such reflector shall be so designed
and maintained as to be visible at night from all distances
within 300 feet from such vehicle, except that on a com-
mercial vehicle the reflector shall be visible from all
distances within 500 feet from such vehicle, when directly
in front of a motor vehicle displaying lawfully lighted
headlamps as provided herein.
Section 104. LIGHTS ON PARKED VEHICLES. No vehicle
shall be parked on a Street or Avenue during the time be-
tween one-half hour after sunset and one-half hour before
sunrise except in the area lighted by whiteway lamps, unless
such parked vehicle shall be equipped with one or more lamps
which shall exhibit a white light on the roadway side vis-

ible for a distance of 500 feet to the front of the vehicle
and a red light visible from a distance of 500 feet to the
rear. Any lighted headlamps upon a parked vehicle shall be
depressed or dimmed.
Section 105. LAMPS ON BICYCLES AND ~,1OTORCYCLES. Every
bicycle and motorcycle shall be equipped with a lamp on the
front exhibiting a white light visible from a distance of at
least 500 feet to the front and with a lamp on the rear ex-
hibiting a red light visible from a distance of 500 feet to
the rear; except that a red reflector meeting the require-
ments of this act may be used in lieu of a rear light.
Section 106. LAMPS ON OTHER VEHICLES AND EQUIPMENT.
All vehicles, including animal-drawn vehicles and includ-
ing those referred to in Section 100 (b) not hereinbefore
specifically required to be equipped with lamps, shall at
the times specified in Section 101 hereof be equipped with
at least one lighted lamp or lantern exhibiting a white light
visible from a distance of 500 feet to the front of such ve-
hicle and with a lamp or lantern exhi bi ting a red light
visible from a distance of 500 feet to the rear.
SECTION 107. SPOT LAMPS AND AUXILIARY DRIVING LAMPS.
(a) Any motor vehicle may be equipped with not
to exceed one spot lamp and every lighted spot lamp shall be
so aimed and used upon approaching another vehicle that no
part of the high-intensity portion of the beam will be di-
rected to the left of the prolongation of the extreme left

side of the vehicle nor mOBe than 100 Ife~ead of the vehicle.
(b) Any motor vehicle may be equipped with not
to exceed three auxiliary driving lamps mounted on the front
at a height not less than 12 inches nor more than 42 inches
above the ~vel surface upon which the vehicle stands, and

every such auxiliary driving lamp or lamps shall meet the
requirements and limitations set forth in this article.
Section 108. &IGNAL LAMPS AND SIGNAL DEVICES.
(a) Any mODor vehicle may be equipped, and,
when a signal lamp or device is required under this Ordi-
nance, shall be equipped, with a signal lamp or signal device
which is so constructed and located on the vehicles as to
give a signal of intention to stop Which shall be red or yellow
in color and signals of intention to turn to the right or left,
all of which signals shall be plaInly visible and understand-
able in normal sunlight and at night from a distance of lOOfaet
to the front and rear but Bhall not project a glaring or daz-
zling light, except that a stop signal need be visible only
from the rear.
(b) All mechanical signal devices shall be self-
illuminated when in use at the times mentioned in Section 101.
Section 109. ADDITIONAL LIGHTING EQUIPMEI~.
(a) Any motor vehicle may be equipped with not
more than two side cowl or fender lamps which shall emit an
amber or white light wi thout glare.
(b) Any motor vehicle may be equipped with not
more than one running board courtesy lamp on each side thereof
which shall emit a white or amber light without glare.
(c) Any motor vehicle may be equipped with a
back-up lamp either separately or in combination with another
lamp; except that no such baCk-up lamp shall be continuously
lighted when the motor vehicle is in forward motion.
(d) No person shall drive or move any vehicle
or equipment upon any street or avenue with any lamp or de-
vice thereon displaying a red light visible from directly in
front thereof. This Section shall not apply to authorized
emergency vehicles.

(e) Flashing lights are prohibited on motor
vehicles, except as a means for indicating a right or left
turn or stop, and except on emergency vehicles.
(f) This Ordinance shall not be construed as
prohi bi ting such additional lighting or other equipment on
motor or other vehicles as may be required by State or :b'ederal
law or regulatIons of the Interstate Commerce Comnussion.
Sect10n 110. BRAKES.
(a) Brake Equipment required.
1. Every motor vehicle, other than a motorcycle, when
operated upon a street or Avenue shall be equipped with
brakes adequate to control the movement of and to stop and
hold such vehicle, including two separate means of applying
the brakes, ea~h of which means shall be effective to apply
the brakes to at least two wheels. If these two separate
means of applying the brakes are connected in any way, they
shall be so constructed that failure of anyone part of the
operating mechanism shall not leave the motor vehicle without
brakes on at least two wheels.
2. Every Motorcycle, and bicycle with or without motor
attached, when operated upon a street shall be equipped with
at least one brake, which may be operated b~ hand or foot.
3. Every trailer or semi trailer of a gross weight of
3,000 pounds or more when operated upon a street shall be
equipped with brakes adequate to control the movement of and
to stop and to hold such vehicle and so designed as to be
applied by the driver of the towing motor vehicle from its
cab, and said brakes shall be so designed and connected that
in case of an accidental breakway of the towed vehicle the
brakes shall be automatically applied.
4. Every new motor vehicle, trailer, or semitrailer
hereafter sold in this City or operated upon the streets
or Avenues of this City shall be eq1dpped with service brakes
upon all wheels of every such vehicle, except any motorcycle,
and except that any semi-trailer of le ss than 1,500 Ibs gross
weight need not be equipped with brakes.

(b) PERFORMANCE ABILITY OF BRAI\ES.
1. The service brakes upon any motor vehicle or combi-
nation of vehicles shall be adequate to stop such vehicles
when travelling 20 miles per hour within a distance of 50
feet when upon dry asphalt, concrete pavement or brick sur-
face free from loose material where the grade does not ex-

2. Under the above conditions the hand brake shall be
adequate to stop such vehicle or vehicles within a distance
of 55 feet and said hand brake shall be adequate to hold such
vehicle or vehicles stationary on any grade,' upon wbich operated.
3. Under the above conditions the service brakes upon a
motor vehicle equipped with two-wheel brakes only, and when
permitted hereunder, shall be adequate to stop the vehicle
within a distance of 40 feet and the hand brake adequate
to stop the vehicle within a distance of 55 feet.
4. All braking distances specified in this section
shall apply to all"vehicles mentioned, whether such vehicles
perIni tted
are not loaded or are loaded to the maximum capaCity/under
this Ordinance.
5. All brakes shall be maintained in good working
order and shall be so adjusted as to operate as equally as
.
practicable with respect to the wheels on opposite sides of
the vehicle.
Section 111. HORNS AND WARNING DEVICES.
(a) Every motor vehicle when operated upon a
Street or Avenue shall be equipped with a horn in good work-
ing order and capable of emitting sound audible under normal
conditions from a distance of not less than 200 feet, but
no horn or other warning device shall eIni t an unreasonably
loud~ or harsh sound or a whistle. The driver of a motor
vehicle shall when reasonably necessary to insure safe oper-
ation give audible warning with his horn but shall not other-
wise use such horn when upon a street.

(b) No vehicle shall be equ.ipped with nor shall
any person use upon a vehicle any siren, whistle, or bell,
except as otherwise permitted in this subdivision. It is per-
missible but not required that any commercial vehicle be equip-
ped with a theft alarm signal device which is so arranged
that it cannot be used by the driver as an ordinary warning
signal. Any authorized emergency vehicle may be equipped
with a siren whistle, or bell, capable of emitting sound
audible under normal conditions from a distance of not less
than 500 feet and a type approved by the Chief of Police, but
such siren shall not be used except when such vehicle is op-
erated in response to an emergency call or in the i~nediate
pursuit of an actual or suspected violator of the la~ in
which said la.tter events the driver of such vehicle shall
sound said siren when necessary to warn pedestrians and other
drivers of the approach thereof.
(c) No bicycle shall be equipped with nor shall
any person use upon a bicycle any siren or whistle.
Section 112. ?JUFFLERS, PREVENTION OF NOISE. Every
motor vehicle shall at all times be equipped with a muffler
in good working order and in constant operation to prevent
excessive or unusual noise and annoying smoke, and no person
shall use a muffler cutout bypass or similar device upon a
motor vehicle on a Street.
Section 113. I~BRORS. Every motor vehicle shall be
equipped with a mirror so located as to reflect to the driver
a view of the Street or Avenue for a distance of at least 200
feet to the rear of such vehicle.
Section 114. 'vVIN)SHIELDS MUST BE UNOBSTRUCTED AND
EQUIPPED WITH VITPERS.
(a) No person shall drive any motor vehicle with
any sign, poster or other nontransparent material upon the
front windshield, sidewings, side or rear window~ of such
vehicle, which would obstruct the view of the driver other
than a certificate or other paper required to be so displayed

by law.
(b) The windshield on every motor vehicle shall
be equipped with a device for cleaning rain, or other moisture
from the windshield, which device shall be so constructed
as to be controlled or operated by the driver of the vehicle,
and shall be kept in operating order.
(c) No person shall drive any vehicle with
windshiel~ or rear window so cracked, clouded or otherwise
defective as to obstruct clear visibility.
Section 115. RESTRICTIONS AS TO TIRE EQUIP}~NT.
(a) Every solid rubber tire on a vehicle shall
have rubber on its entire traction surface at least one inch
thick above the edge of the flange of the entire periphery.
(b) No person shall operate or move on any
street any motor vehicle, trailer, or semitrailer having any
metal tire in contact with the street.
(c) No tire on a vehicle moved on a street shall
have on its periphery any blook, stud, flange, eleat, or spike
or any other protuberances of any material other than rubber
which projects beyond the tread of the traction surface of
the tire, except that it shall be permissible to use farm
machinery with tires having protuberances which will not in-
jure the street.
(d) The City Co~nission and local authorities
in their respective jurisdictiommay, in their discretion,
issue special permits authorizing the operation upon a street
of traction engines or tractors having movable tracks with
transverse corrugations upon the periphery of such movable
tracks or farm tractors or other farm machinery, the operation
of which upon a street would otherwise be prohibited under
this Ordinance.

ARTICLE VIII
SAFErY ZONES
Section 116. BOARDING OR ALIGBTING FROM VEHICLES. No
person shall board or alight from any vehicle while such
vehicle is in motion.
Section 117. U~ffiA~VFUL RIDING. No person shall ride
on any vehicle upon any portion thereof not designed or
intended for the use of passengers. This provlsion shall
not apply to an employee engaged in the necessary discharg-
ing of a duty, or to persons riding within truck bodies in
space intended for merchandise.
Section 118. RAILROAD TRAINS NOT TO BLOCK STREETS.
It shall be unlawful for the directing officer or t he op-
erator of any railroad train to operate the same in such a
manner as to prevent the use of any street for purpose of
travel for a ~riod of time longer than five (5) minutes
except that this provision shall not apply to trains or cars
in motion other than those engages in switching. It shall
be unlawful for any railroad train to stop wi thin an inter-
section or on a crosswalk for the purpose of receiving or
discharging passengers.
ARTICLE IX
PEl'~ALTIES AND PROCEDURE ON ARREST
Section 119. PENALTIES.
(a) Every person convicted of a violation of
any provision of this Ordinance, shall be punished by a
fine of not more than $200.00 or by imprisonment for not more
thm 90 days, or by both fine and imprisonment at the disQ
cretion of the Municipal Judge.
(b) Every person convicted of a violation of
the provisions of Section 67 or Section 86 of this Ordi-
nance shall surrender his operator's ~r chauffeur's license
to the Thfunicipal Judge who together with the record of such

conviction shall forward such license to the state Department
of Public Safety at Tallahassee for suspension, revocation
or other appropriate action by such Department.
Section 120. FAILURE TO OBEY NOTICE OR SUMTv10NS.
(a) It shall be unlawful for any person to vi-
olate his written promise to appear given to an officer upon
an arrest for any traffic violation, regardless of the dis-
position of the charge on which he w~s originally arrested.
(b) Any driver of a motor vehicle who wilfully
neglects to answer to the oharges set forth in a notice af-
~ixed to such motor vehIcle bya Police Officer as provided
by an Ordinance of this City is guilty of the charge for
which the notice was originally issued.
(c) That all written notices served by any
Police Officer of the City of Sanford, Florida, by delivery
thereof to any person charged with violating any of t he Or-
dinances of the City of Sanford, Florida, and written notice
mentioned in Section 7 of Ordinance Mo. 397, passed and
adopted on the 26th day of August 1946, establishing park-
ing meter zones on certain Avenues and Streets in the City
of Sanford, Florida, and to be affixed to vehicles, charg-
ing a violation of said Ordinance number 397, shall be and
remain the property of the City of Sanford, Florida, and
shall be considered an integral part of the process of the
Police Department and of the 1funicipal Court by said City
and all persons receiving such notice, shall be and are hereby
required to preserve and produce said notice at court when
answering the charge set forth in said notice or to the City
Tax Collector at the time of paying the twenty-five cents
fine mentioned in Section 7 of said Ordinance Number 397.
(d) That no person, whether the recipient
thereof or 0 therwise, shall willfully throwaway, alter,

mar, mutilate, destroy or discard any written notice re-
ferred to in the next preceding sectbn.
Section 121. LICENSE REQUIRED. It shall be unlawful
for any person to operate or drive upon or over any of the
Streets, Avenues or Alleys of the City of Sanford any motor
vehicle without having the license, and license plate as re-
quired by the laws of Florid~ provided, however, that all
persons exempt under the laws of Florida from obtaining
driver's licenses shall be likew~se exempt from the terms
and provisions of this Section.
Section 122. APPEARANCE AT POLICE STATION.
(a) That any person, who has received any notioe
from a Police Officer of the City of Sanford, Florida, to ap-
pear in ~funicipal Court to answer to a charge of violating
any Ordinance or Ordinances of the City of Sanford, Florida,
regulating traffic in said City, except for failure to stop
in event of an accident, reckless driving or driving under
the influence of intoxicating liquor or narcotic drugs, may,
within the time specified in the notice, answer at the Police
Station of the City of sanford, Florida, to the charges set
forth in such notice, by paying to the Desk Sergeant a fine
to be prescribed by the ~funicipal Judge of the City of San-
ford, and, in writing, pleading quilty to the charge, waiving
a hearing in Court and giving power of Attorney to the Desk
Sergeant of the Police Station to make such a plea and pay
such fine to the City. Acceptance of the prescribed fine and
the power of Attorney by the Desk Sergeant shall be deemed
complete satisfaction for the violation and the violator
shall be given a receipt, which so states.
(b) Any person who has been guilty of three
or more violations of the traffic Ordinances of this City
within the preceeding 12 months shall not be permitted to pay
a fine at the Police Station, and he must furnish satisfactory
bail in such sum as may be prescribed in any Bond SChedule

adopted by the 1funicipal Judge for appearance in Court at
a time specified by the Police Department.
Section 123. OWNER RESPONSIBLE FOR ILLEGAL PARKING.
No person shall allow permit, or suffer any vehicle registered
in his name to stand or park in any Street, Avenue or Alley
in this City in violation of any of the Ordinances of this
City regulating the standing or parking of vehicle.
Section 124. DISPOSITION OF FINES A1ID FORFEITURES. All
fines or forfeitures collected upon conviction or upon the
forfeitures of bail of any person charged with a violation of
any of the provisions of this Ordinance shall be paid into
the General Fund of the City.
SectioD 125. EFFECT OF ORDINANCE. If any part or parts
of this Ordinance are for any reason held to be invalid, such
decision shall not affect the validity of the remaining portions
hereof:
