PURPOSE, SUCH PERSON MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS
IS MADE, INCLUDING THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.

4) PUBLIC HEARING to consider the second reading and adoption of Ordinance No. 4032, adopting revised City
Commission District Boundaries. Ad published December 17,2006. [Commission Memo 06-535]
The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are
not intended to be a time for the public to obtain information about the subject matter ofthe hearing. (Hearing
Sequence: 1st - staff; 2nd - applicant/requesting party; 3rd - public; final- City Commission motion, discussion
and action.)

The city Commission of the City of Sanford, Florida, met in Special Meeting on Wednesday, December 27, 2006,
at 7 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanfor~ Florida.

1) Meeting was called to order by Mayor Kuhn at 7:01PM
2) Invocation by Ms. Thelma Mike, Executive Director, Good Samaritan Home. [Commissioner Jones joined the meeting.]
3) Pledge of Allegiance.
4) PUBLIC HEARING to consider the second reading and adoption of Ordinance No. 4032, adopting revised City
Commission District Boundaries. Ad published December 17. 2006. [Commission Memo 06-535]
Commissioner Jones moved to adopt Ordinance No. 4032, approving the redistricting plan as submitted; placing
property east ofUpsala Road north to SR 46 (West 1st Street) in District 2; with properties north ofSR 46 (West 1st Street)
to Interstate 4 being placed in District 2 as they are annexed. Seconded by Commissioner Woodruff and carried by vote of the
Commission as follows:

4.1 ADD-ON ITEMS.
A) July 4th Celebration Band Contract. [Commission Memo 06-536]
Commissioner Woodruff moved to approve a contract with Morgan Renee Entertainment, Inc., in the amount
of$65,000 to secure the band "Starship" to provide entertainment at the City of Sanford 2007 July 4th Celebration. Seconded
by Vice Mayor Dr. Williams and carried by vote of the Commission as follows:

B) Land donation to Habitat for Humanity.
Commissioner Woodruff requested that the City proceed to donate two recently-acquired lots on Marshall
Avenue to Habitat fur Humanity for use in the Youthbuild Program. The City Commission concurred that Staff proceed with
the donation process.

There being no further business, the meeting was adjourned at 9:03 PM.
