1. From the November 2, 1987 Work Session: Proposal to
acquire the Indian Mound Water Association, Inc. water
distribution system. Memo attached from Director of
Engineering and Planning.
Recommend the City Commission formally authorize staff
to proceed with appropriate analysis of this
prospective purchase, and to schedule and advertise the
required Public Hearing for the earliest appropriate
City Commission Meeting.
(The decision whether or not to purchase would be made
after the Public Hearing and presentation of staff
recommendations.)
2. RE: REGULAR AGENDA ITEM #3.b., second reading and
adoption of Ordinance No. 1899, to annex the City park
located South of and abutting West 27th Street (Florida
Avenue) and Northerly of and abutting vacated The
Crossways. Letter attached from Seminole County
requesting this item not be heard; also, copy of
certification of City ownership by Seminole County
Property Appraiser and ownership data from the county
tax roll.
Recommend the Public Hearing be conducted and adoption
of the Ordinance tabled pending results of a title
search.
3. Recommend approval of request from Codisco, Inc. to
terminate the City's general easement for ingress and
egress across all Codisco property located along the
North boundary of Sanford Central Park, and in lieu of
the present easement accept a more specific easement to
City Owned utilities within the Codisco property. Copy
of memo attached from Director of Engineering and
Planning with map, letter, Termination of Easement and
Grant of Easement.
4. Request to purchase a ,-ton pick-up.truck to replace
a Parks Division vehicle wrecked in an accident.
Estimated cost: $10,473.66. Memo attached from City
Manager.
5. Recommendation from the Youth Advisory Committee to
appoint Rick Eckstein to the Youth Advisory Committee.
Memo attached from Director of Recreation and Parks.
6. First reading of Ordinance No. 1907, re: amend the
Water and Sewer Utility rates.

7. Consideration of tabulations of bids.
(a) Street Sign Material = Bid #87/88-03. Recommend
the bids to establish unit pricing be awarded to
the lowest bidders. (The lowest bidders do meet
specifications.)
(b) Civic Center Roof - Bid #87-88-04. Recommend
acceptance of the lower bid, which does meet
specifications, in amount of $3,198:OO-from Green
Brothers Roofing.
(c) Civic Center Refrigerator = Bid #87/88-05.
Recommend acceptance of the lowest bid, which does
meet specifications, in amount of $2,680.49 from--
Wall Plumbing of Sanford.
(d) Carpet for Shuffleboard Clubhouse = Bid
#87/88-06. Recommend acceptance of the bid, which
does meet specifications, in amount of $975.00
from Sanford Carpet Linoleum and Tile.
(e) Playground Equipment for Bay Avenue Park - Bid
#87/88-07. Recommend acceptance of bids meeting
specifications, as follows:
Item A, Climber, bid in amount of $929.00 from
Dominica Recreation of Longwood. (Lower bids did
not meet specifications.)
Item B, Slide, bid in amount of $751.00 from
Hasner and Associates. (Lower bid did not meet

specifications.)
Item C, Horses, lowest bid in amount of $772.96,
which does meet specifications, from Central
Recreation.
Bid Tabulations and Memos attached with specific

8. Request from Department of Interior, U.S. Geological
Survey, WRD, for payment of statement for river flow
rate guaging services (part of water quality study
required to validate effluent discharge to the St.
Johns River).................................$19,000.00
Recommended by City Manager.

RE: REGULAR MEETING OF THE CITY COMMISSION - NOVEMBER 9,
1987
1. Public Hearing to consider rezoning a portion of that
certain property lying at the Northwest corner of the
intersection at Airport Boulevard and Jewett Lane from SR-l

(Restricted Industrial) District.
The action of the Commission was to authorize the City
Attorney to prepare the proper ordinance.
2. FIRST READING OF ORDINANCES:
a. Ordinance No. 1905: to annex a portion of that certain
property lying North of and abutting State Road 46 and
lying between Rand Yard Road and Kennel Road.
Petitioner: Benjamin L. Pay & Kian Moon Kwan
The action of the Commission was to approve first
reading and to place said ordinance on second reading
and adoption on December 14, 1987.
b. Ordinance No. 1907: to amend Sections 28-24, 28-25,
28-28, 28-30, and 28-34 of the Sanford Code by
establishing new water rates, sewer rates and water and
sewer development charges, providing for delinquent
fees, reconnection charges and returned check charges.
The action of the Commission was to approve first
reading and to place said ordinance on second reading
and adoption on November 23, 1987.
3. SECOND READING - PASSED AND ADOPTED ORDINANCES:
a. Ordinance No. 1898: to annex a portion of that certain
property lying North of and abutting State Road 46 and

The action of the Commission was to authorize acceptance of
lowest bids as recommended by City Manager and Purchaser.
8. The Commission authorized the payment of statement from
Ivey, Bennett, Harris and Walls, Inc. for work on the land
development regulations covering September 1987 in the
amount of $1,807.50.
9. The City Commission authorized staff to procure more
information, to acquire an option for $1.00 to purchase the
Indian Mound Water Association, Inc., and to place on next
work session agenda for November 16, 1987.
10. The Commission authorized the request from Codisco, Inc. to
terminate the City's general easement for ingress and egress
across all Codisco property located along the North boundary
of Sanford Central Park, and to accept a more specific
easement to City owned utilities within the Codisco
property.
11. The Commission authorized the purchase of 1/2-ton pick-up
truck to replace a Parks Division vehicle wrecked in an
accident at a cost of $10,473.66.

12. The Commission appointed Rick Eckstein to the Youth Advisory
Committee.
13. The Commission authorize all bids (A-E) to the lowest
bidders as recommended by the City Manager and Purchaser.

15. The Commission authorized payment of statement from
Department of Interior, U.S. Geological Survey in the amount
of $19,000.00.
