CITY COMMISSION MEETING OF MARCH 27, 1989.
RE:
1. Request from Scenic Improvement Board to recognize
$25,000.00 donation from Sanford Rotary Club for Children's
Playground, including permission to erect a small plaque at
the Playground. Memo attached from Martha Yancey.
2. Items from the March 20, 1989 Work Session.
A. Transportation Impact Fee. Copy of letter attached
from Chairman Glenn to Mayor Smith.
B. Planning Study for Westerly Interceptor Sewer.
Recommend adoption for planning purposes, and
authorization to proceed with final design of first
phase construction.
C. Continuation of Public Hearing to consider second
reading and adoption of Ordinance No. 2008, re: fees
and parking on Marina Isle.
Memo attached from Director of Engineering and Planning
with parking information requested by Commission.
D. Tourist Development Council Grant Application.
Recommend authorization to submit the application, and
for the Mayor to execute same.
E. Section 89 Mandates.
Recommend authorization to issue Request for Proposal
for consulting assistance in dealing with Section 89
Mandates.
F. Revised Personnel Rules and Regulations.
Recommend adoption of Revision dated February, 1989.
G. Request from Scenic Improvement Board to purchase
benches and a trash receptacle for the downtown area.
H. Adoption of Resolution No. 1537, re: request the
Florida Legislature to pass laws providing sources of
funding for mandated actions/services which create a
financial burden on units of local government.
I. Request from Utilities, Inc. for emergency water supply
backup.
Recommend approval of concept, so Utilities,Inc. may
proceed to prepare engineering documents.

Alberto Rodriguez, owners. Tabled March 13, 1989 pending
receipt of Planning and Zoning Commission Recommendation.

6. Proposed Interlocal Agreement with Seminole County for Year
Three Housing Rehab funds through County Community
Development Block Grant. Memo attached from Director of
Engineering and Planning.
Recommend the Mayor be authorized to execute said agreement.
