1. Items from the February 6, 1989 Work Session.
A. Proposed contract for Construction Materials Testing
for utility projects. Information submitted with
February 6, 1989 Work Session Agenda.
Recommend authorization for City Manager to execute
the contract.
B. Amendment to City Code to require City Commission
approval for Game Room and Arcade Occupational
licenses. Information submitted with February 6, 1989
Work Session Agenda.
Recommend authorization for the City Attorney to
prepare the proper ordinance.
C. Recreation Programs.
(1) Civic Center Free Use Policy, and proposed fee
changes. Information submitted with February 6,
1989 Work Session Agenda.
Recommend authorization to implement fees to more
adequately cover the operational costs of the
Civic Center, as outlined in previously submitted
Memo from Director of Recreation and Parks.
(2) City of Sanford become a qualifying city for the
Grand National Soap Box Derby. Information
submitted with February 6, 1989 Work Session
Agenda.
Action needed: motion to approve or deny.
(3) Review of Marina Boat Launching Fees.

D. Adoption of fee schedule for sign permits.

E. Establishment of a Cemetery Advisory Board, and
appointment of members. Information submitted with

Recommend the City Attorney be authorized to prepare
the proper ordinance to amend City Code to establish a
Cemetery Advisory Board.

F. Amendment to City Code for Human Relations Advisory
Board to provide meetings to be bi-monthly or as
necessary. Copy of Memo attached from Keith
Birkemeyer, Chairman, Human Relations Advisory Board.
Recommend the City Attorney be authorized to prepare
the proper ordinance to amend City Code Sec. 2-333.
G. Financing arrangements for street sweeper and dump
truck. Memo attached from Director of Finance.
Recommend authorization to finance the street sweeper
and dump truck with Barnett Bank at the same rates and
terms as that previously authorized for financing the
telephone system.
2. Request for waiver of square footage living area
requirements in SR1-A zones at 824 East 20th Street and 1918
Palmetto Avenue.

3. Proposal for installation of traffic signals at Airport
Boulevard/Live Oak Boulevard and at Lake Mary Boulevard/

Recommend preliminary approval for funding City's share
(approximately $15,000 per signal, for total of $30,000),
and inclusion in Public Works Budget for next Fiscal Year.
4. Recommendations from Planning and Zoning Commission Meeting
of February 2, 1989. Memo attached from Principal Deputy
Administrative Official to City Clerk, stating no
recommendations.
5. Request from Central Florida Chapter of Paralyzed Veterans
of America to waive marina ramp fees for 3rd Annual U.S.
Open Bass Tournament on Saturday, March 18, 1989. Memo
attached from Director of Recreation and Parks, with copy of
request.
Recommend authorization to waive the fee as requested.
6. Request from School Board for right-of-way use and Driveway
Permits at Velma Mitchell Administrative Annex. Memo
attached from Director of Engineering and Planning, with
drawing and request to use part of unopened 14th Street
right-of-way between Magnolia Avenue and Palmetto Avenue for
employee parking and install curb-cuts in the right-of-way.
Recommend approval, with stipulations set forth in Memo.

(A) Interlocal Mutual Aid Fire Fighting Agreement with City

Recommend authorization for the Mayor to execute.
(B) Occupancy Agreement with CSX Railroad for Vacuum Sewer
Installation in railroad right-of-way between Oak
Avenue and Sanford Avenue. Memo attached from Director
of Engineering and Planning with proposed agreement.
Recommend approval of license fee in amount of $15,575,
and authorization for City Manager to execute the
agreement.

dwelling unit.
(G) Appointment to Policemens and Firefighters Pension

both boards voted to ask City Commission to appoint
Director of Finance as the fifth member of each board,
effective January 28, 1989.

1. Request to Replace North Half of Police Dept. Air
Conditioning System: Memo attached from Police Chief, with
copy of Barnes Heating and Air Conditioning Proposal in the
amount of $14,466 to replace the Unit.
Recommend approval.
2. Request for License for Open-Air Restaurant: Broch's
Frankfurters to be located at 3416 S. Orlando Drive (Bob's
Used Furniture). Memo attached from Licensing Official with
further information.
3. Civil Service Act Revision-Memo attached with present and
proposed wording.
Recommend that the City Attorney be authorized to prepare
the necessary documents to initiate the revision.
