CITY COMMISSION MEETING OF NOVEMBER 28, 1988
"1. Item from the November 21, 1988 Work Session:
Recommend the City Manager be authorized to execute contract
with Southern Bell/Northern Telecom for purchase of a
telephone system. Information submitted at October 17, 1988
Work Session, and October 24, 1988 Regular Meeting.
2. Recommend the City Manager be authorized to execute
contracts with Conklin, Porter & Holmes for Engineering
Services on projects as follows:
a. Amendment No. 18 for three construction contracts for
installation of water reuse irrigation systems and
reclaimed effluent storage tanks, with cost of proposed
Amendment not to exceed $168,274.22. Memo attached
from Director of Engineering and Planning, with
Proposed Amendment No. 18.
b. Amendment No. 19 for three construction contracts for
vacuum sewer installation program, with cost of
proposed Amendment not to exceed $357,468.29. Memo
attached from Director of Engineering and Planning,

c. Letter of approval to develop construction documents
for Jewett Lane gravity sewer, lift station
improvement, and new force main, as outlined in the

4. Recommend the City Manager be authorized to execute the
City's Healthcare Pre-Tax Payment Plan, effective January 1,

5. Considerations of Tabulations of Bids.
a. #88/89-01 Vehicles Recommend purchasing City Vehicles
from Florida State Contract, which are the lowest
prices and which meet specifications. Memo attached
from Purchasing Agent with bid tabulation.
b. #88/89-05 Uniforms Recommend acceptance of low bid
from Barker Uniforms, Inc. in amount of $71.43 for a
uniform set. Barker Uniforms bid does meet

Works Department, Shop Division) Recommend acceptance
of low bid from Botsy Cleaning, Orlando, in amount of
$1,794.00. Hotsy Cleaning bid does meet

Superintendent with bid tabulation.
d. #88/89-07 Sodium Thiosulfate (Utility Department,
Plants Division) Recommend rejection of all bids and
authorize the continued purchase from P B & S Chemical
at a negotiated price of $0.355 per pound, or best

tabulation.
e. #88/89-10 Water Distribution Materials (Utility
Department, Water Distribution Division) Recommend
acceptance of bids from the lowest bidders in each
section as described in attached memo from Utility

6. Items for the December 6, 1988 General Election.
The City Clerk requests election items as follows:
a. To designate:

to receive the ballot boxes and to perform the counting of
the ballots from the election and the Absentee Ballots.
(Reminder -- the City Commission will meet at 12:00 o'clock
Noon on December 7, 1988 to receive and certify the results
of the December 6, 1988 General Election.)
b. To authorize to advertise a map showing the district
boundaries and location/address of the polling places.
c. At the 1986 election, the City Commission directed a Police
Officer to be at each polling place to assist the voters to
find their correct district...does the Commission desire the
same this year?
7. Appointments to Scenic Improvement Board.
The SIB board recommends Irving Kauffman and Elizabeth Derr be
appointed to fill vacancies created by Ray Priest's resignation
and Clint Rhodes's removal. Memo attached from SIB Chairperson.
8. Recommend approval of request for payment of invoice from
Schweizer, Inc. in amount of $5,820.45, for Senior Citizen Center
Engineering.
