10. Interlocal Agreement to facilitate the Seminole County "Year
3" Community Development Block Grant project providing
$170,000 for drainage improvements in the Cloud Branch and
Mill Creek Drainage Basins.
The City Manager and City Engineer recommends that the City
Commission authorize the Mayor to execute three (3) copies
of the Interlocal Agreement.

RE:
1. Items from the November 7, 1988 Work Session.
(a) Accept offer of donation for landscaping work at
Evergreen Cemetery to include shrubs along frontage,
irrigation, brick paving at entrance ways; direct City
Attorney to prepare an ordinance to create a cemetery
association, which would be advisory to the City
Commission for all matters pertaining to cemetery
operation and maintenance.
(b) Consideration of establishing a temporary facility on
the 1st floor of City Hall to serve as Youth Center and
to explore developing permanent facilities through a
lease-purchase financing mechanism.
(c) Recommendations from Central Examining Board to adopt
1988 Building Codes. Memo attached from Building
Official.
(d) Consideration of request to convert from annual
cemetery care to perpetual cemetery care.
2. Request to appear: Clayton Hartsoe, 2102 Hartwell Avenue,
requests to speak regarding Code Enforcement Board action.
3. Request from Council of Local Governments (CALNO) for
endorsement of the reappointed terms of Lake Mary
Commissioner Paul Tremel and Mayor Bettye Smith to the

4. City representation to Steering Committee...County Solid
Waste, Intergovernmental Task Force on Solid Waste

5. Request from Thomas Deppen, Agent for annexation of property
lying East of and abutting Highway 17/92 and lying between
Fairmont Drive and Lake Mary Boulevard extended East.

manufacturing facility they had anticipated building but
