1. Discussion of handicapped parking. (Requested by Mayor
Smith.)
~2. Discussion of status report on the 201 Plan and wastewater
treatment projects. Report attached from Conklin, Porter
and Holmes.
3. Discussion of recommended use of a collection bureau for
collection of aging accounts due.
4. Review of the proposed water/sewer contract with Seminole
County for providing services to General Sanford Estates
(Chase Groves.) Copy of proposed contract attached.
5. Review of request to vacate a portion of an easement at 203
Loch Low Drive. (A Regular Agenda Item, public hearing to
be on or about February 8, 1988.) Copies attached: letter
of request, map and memo from Building Official.
6. Discussion of request from the We the People ballet to fund
supporting expenses. Copies attached: Memo from Director
of Recreation and Parks with drawing for stage construction.
7. Review of plans for the CUltural Arts Center rehabilitation.
8. Review and discussion of the lot mowing policy. (Request
for additional information from other communities has not
been received.) Copies attached: Sanford City Code Art.
II, and Lot Mowing Policy. ----
9. Review of recent Planning and Zoning Commission action
items.
10. Discussion of January 25, 1988 Regular Agenda. Copy

Mr. Faison:
1. Unanimously recommended the denial of the request to rezone
from SRl-A to SR-l for the purpose of single family homes with
900 square feet of living area. Property located on the north
side of 24th Street, East of Summerlin Avenue.
Owner/representatives: A. Tenzer and S. Gabbai
A delegation of approximately 25 residents appeared in opposi-
tion stating:
1. It would downgrade the area to allow smaller sized
homes.
2. Property would be devalued.
3. Traffic would increase in the area.
4. The neighborhood has always been unified in opposing
smaller homes at each previous request.
5. A moratorium should be placed on building homes with
less that 1200 square feet in Sanford.
Mr. Tenzer stated it was economically unfeasible for them to
build homes larger than 900 square feet living area plus a
garage.
(A conditional use was granted by Planning and Zoning on 2/5/87
to allow homes with 1150 square feet of living area and a
20'x22' garage. This expired 8/5/87.)

2. Recommended the request to rezone from RC-l to GC-2, property
located on the northeast corner of Sanford Avenue and 25th
Street for the purpose of a fruit stand, coin laundry and rent-
al property by a vote of five to two with one abstention.
Mr. Carli felt that a coin laundry was a convenience retail
service and did not require GC-2 zoning.
(RC-l uses permitted (6) laundry and dry cleaning pickup sta-
tions.)
(GC-2 uses permitted (19) launderettes and laundromats.)

3. By a vote of 5 to 3 approved the conditional use for sales of
new and used automobiles, specifically excluding mobile home
sales, property located at 4220 Orlando Drive in a GC-2 zone.

4. Unanimously approved the conditional use for auto mobile sales
for a new Mitsubishi car dealership, property located at 3775
Orlando Drive in a GC-2 zone.

5. Unanimously approved the conditional use for an auto salvage
yard, property located at the northwest corner of Albright Road
and Airport Boulevard in a MI-2 zone with the following
conditions:
1. No access on Airport Boulevard.
2. The principal use of automobile salvage activities
shall not be conducted within the minimum required
front yard of twenty-five (25) feet. Other activities
such as customer parking and water retention may be
conducted in the minimum required front yard. The
front yard shall be considered to be the portion of
site adjacent to Airport Blvd.
3. All provisions applicable to automobile salvage yards
contained in the City of Sanford Zoning Ordinance
shall apply to the site.

6. Unanimously approved the site plan for the Woodson Project, an
addition to and renovation of an existing site, located at 2500
French Avenue in a GC-2 zone.

7. Unanimously approved the site plan for the Fulton Office
Center, a retail/office development located at 655 Fulton
Avenue in a GC-2 zone with the following conditions:
1. Extension of sewer line, to be to City specifications.
2. If retail area exceeds 3000 square feet, the building
is to be sprinkled.

8. Unanimously approved the site plan for J & W Sales, Warehousing
and Distribution for sparklers in a MI-2 zone at 1403 Pineway
with the following conditions:
1. Satisfaction of the Fire Department's requirements.
a. Stabilization of driveway, and
b. Automatic sprinkler system.
2. Satisfaction of Engineering Department's requirements.
a. Authorization for drainage discharge into adja-
cent ditch,
b. 15' utility easements maintenance of ditch on
north and east sides, and
c. Adequate stabilization of the driveway.
3. Paving of driveway waived - stabilization only
required.

9. Unanimously approved the site plan for a single family home
located at Lot 6, Laurel Avenue in a GC-2 zone.
(Conditional Use approval conditioned upon Planning and Zoning
site plan approval 8/20/87).

10. Because Mr. Carli could not attend the workshop on the
Residential Care Facility Ordinance on January 28th, Staff was
directed to find another date.
