at 11:30 a.m. on August 12, 1988.

The meeting was called to order at 11:35 a.m. by the Chairman,
B.L. Perkins.
The following letter was submitted for consideration:

Gentlemen:
I am submitting the following information for your consideration
in requesting a variance in the Zoning Ordinance.
Address: 1918 Palmetto Avenue
Legal Description: Lot 21 (less the S. 20' of Lot 21) Spencer
Heights as recorded in PB 3 PG 15, Seminole County, Florida
Zoning Classification: SR -1A
Lot Size Requirements: 7500 square feet
Variance Needed: Lot Size: 850 square feet
The planned use of the property is to erect a single family
residence.
Any consideration given this request will be appreciated.

David Stump, Stenstrom -Stump Construction, was to represent the
request and presented information (attached) to the board in
reference to the surrounding properties.
Eleven (11) citizens were also present at the meeting.
Joe Hagan - 1900 Palmetto Avenue - Addressed the board and stated
that he objected to the variance. He also advised the board that
the property had never been posted "For Sale" and if it had been

that the neighbors would have been willing to purchase it.
Keith Hinkley - 1903 Palmetto Avenue - Addressed the board and
read a petition (attached) that he and Mr. Hagan had circulated
throughout the neighborhood and had received 100% signatures of
the neighbors.
Mr. & Mrs. Jim Lee - 1901 Magnolia Avenue - Mr. Lee addressed the
board and stated that he had spoken with Douglas Stenstrom before
the meeting and that Mr. Stenstrom had told him that if the
variance was not granted, the property would be put on the market
"For Sale ". Therefore, the neighbors would have the opportunity
to purchase it.
Ben Blackman - 1920 Palmetto Avenue - Also addressed the board
with objections to the variance.
Mrs. Hinkley & Mrs. Lee also addressed the board with objections.
Mr. White made a motion to grant the variance as requested. Mr.
Blair seconded.
Philips - opposed
White - aye

Motion carried.
There being no further business, the meeting was adjourned.

Dear Members:
On Thursday August 4, 1988, Stenstrom -Stump Construction & Develpment,
was denied a request, by the Planning & Zoning Board, to build 1150 sq. ft.
home with single car covered parking, on said property, by a vote of Six to
Zero. The opposition against this request stated that a house of this size
would be detrimental to their property values.
I have enclosed various properties, from the Tax Record Book indicating
lot sizes, addresses, and valuations of their properties, for your reviewal.
As you can well see, a majority of the homes in that area do not live up to
SR1 -A requirements anyway. The most amazing information is that the City of
Sanford approved the following:
On April 27, 1984 a varience was given by City of Sanford to grant
a 864 sq. ft. living area, residence at 2013 Palmetto Ave. As a conditional
use for SR1 -A, you may request a house to be built under the requirements of
SR -1. This house was granted some 336 sq. ft. below the requirements of SR1 -A.
The lot size varience was granted from the required 7500 sq. ft. down to 6240
sq. ft., below what we are requesting, of only 6660 sq. ft. The City also
granted a one and a half foot side yard set -back. (This is smaller than a
2'0' bathroom door). Also the City did not require any covered parking, as
required by SR1 -A. This is only one block from our property.
On May 22, 1986 at 210 East 22nd Street, some two blocks from our prop-
erty, The Board of Adjustment granted a. varience request for a Single Family
Residence in SR1 -A zoning in lot size to 6200 sq. ft. and a house size of
986 sq. ft. living area, some 314 sq. ft. below the minimum requirement. I
quote from the minutes of the May 22, 1986 meeting, "after the discussion,the
board felt that a 1300 sq. ft. home would be over build for the area.
We at Stenstrom -Stump Construction & Development have prided ourselves
in producing taxable income to the City of Sanford with the aesthetic qual-
ities which have upgraded every community we have built in. All we are asking
for is the right to utilize this lot in the best possible way to benefit all
that are concerned. I remain,

SUBJECT: Request For Variance of Zoning Regulations, 1918 Palmetto Avenue,
Sanford, Florida
We the undersigned property owners /residents respectfully ask that the requested
variance of zoning regulations /guidelines (lot size and /or minimum building size)
be denied for the above — described property.
Basis for Denial:
The majority of homes in the area of the property are considerably larger than the
structure planned for 1918 Palmetto Ave (projected to be 1300 sq feet).
The size of the lot in question (approximately 50 feet wide) is extremely small and
would require the home to be built in "shotgun" fashion (as described by the
builder during initial meeting to review his request for variance for building size
limits). This small structure on a miniature lot would severely detract from the
aesthetic appeal of the neighborhood and would subsequently lower property values
of existing homes. The structure would "stick out like a sore thumb."
The construction of this structure would lead to the destruction of several very
old and large oak trees on the property. This destruction would again detract from
the appearance of the neighborhood.
This small structure would, by past experience, ultimately serve as rental property.
This coo would be inconsistent with the homes in the area (owned by the residents
living in the homes). Experience has shown that the majority of rentors do not
maintain the property in the same high standard as the homeowner. This too would
detract from the neighborhood.
The minimum size standards established by the City of Sanford were approved to
avoid the situation described above. It is felt by the undersigned citizens that
there is insufficient cause to approve a variance in this matter. For the common
good of the majority of homeowners and for the City of Sanford, this variance should
be denied.
