City Commission Conference Room PRESENT: Dean Ray, Nancy Roberts, Jim Kidd, David Johnson, Phyllis Richardson, Brian Tooley -Chief of Police, and Gracy Posley Absent: Dr Brenedette Hardy -Blake (excused), Oscar Redden (excused), Tom Carpenter (excused), and Manuel Acevedo (unexcused) This meeting was called to order by Chairperson Mr. Ray. Due to there not being a quorum, Minutes for November 10, 1999 were tabled for the January 12, 2000 meeting. Police Chief Tooley to provide information re Mrs. Richardson's inquiry is the Boys and Girls Club covered under the drug free zone? There will be a newspaper message published re Y2K information, particularly not firing weapons on New Year's as well as fireworks being illegal and other matters that will be beneficial to citizens. Mrs. Richardson inquired, Police Chief Tooley advised the Sheriffs Office, FHP, and Lake Mary Police Department have tanks (personnel carriers) that are available to the police 1 department if needed re critical incidents. Mrs. Roberts presented to Police Chief Tooley an idea from Bogalusa, Louisiana Police Department of reporting crime and drug dealing via website. A similar form can be changed for usage and placed on the Sanford Police Department's website (www.sanfordpolice.org). Additionally, the police department will be adding commonly asked questions /answers to the website. Police Chief Tooley mentioned the upcoming promotions from Captains to Corporal and the revised organizational chart. Mr. Johnson inquired if all promotions would be in- house? Police Chief Tooley commented one Captain will be hired from outside the agency. Supervisors have been selfless toward bring in an outside Captain. One change in the organizational chart will include an additional Captain. One Captain will supervise the uniform section and one Captain will supervise the support services section. The monthly statistics revealed more community meetings need to be attended by District 1 (west of 17 -92). These community meetings will include neighborhood watch, school meetings, and public meetings. Mr. Ray inquired of the police department's phone system for calling after 5 pm. Stating he's called several times being placed on hold for long periods of time and being disconnected. Police Chief Tooley advised there are still a few adjustments to be made re the after 5 pm phone system. Mr. Ray inquired of police officers being involved in traffic accidents within the past few weeks. Police Chief Tooley explained the Collision Review Committee's process involving officers accidents. If CRC finds an CAB Minutes December 8, 1999 Page 2 of 2 officer at fault, discipline is received accordingly; an officer may possibly have to attend driver's school. Police Chief Tooley explained per Mr. Ray's question of how are old police vehicles discarded? When police vehicles become too old, they are transferred to other departments for use. Possibly some older vehicles will be used for citizens on patrol. Mr. Dean inquired of how many police vehicles can be replaced a year? Police Chief Tooley advised the City Manager is establishing a vehicle management committee that will have a pool of money to work with and will determine how vehicles will be replaced for all departments. Tentatively the police department is to receive ten new vehicles for FY 1999/00. Mr. Ray advised Police Chief Tooley he witnessed a prostitution sting in Sanford and inquired of the procedure. Police Chief Tooley explained the legalities of the procedure. Per Mrs. Richardson's question, Police Chief Tooley advised her prostitution arrests are published in the local newspaper. Mr. Ray requested traffic citations and crash statistics for 1998/99. Mr. Ray feels he's seen more traffic crashes for 1999 and ponders should more traffic citations be written. Police Chief Tooley relayed traffic statistics may be down for this period due to the fact that for several months Traffic was disbanded and officers were placed in community service areas. There being no further business, the meeting was adjourned at 7:55 PM.
