City Commission Conference Room
PRESENT: Oscar Redden, Nancy Roberts, James Kidd, Dr. Brenedette Hardy - Blake,
David Johnson, Atty Manuel Acevedo, Phyllis Richardson, Chief of Police
Brian F. Tooley, and Gracy Posley
Absent: Dean Ray, and Tom Carpenter
This meeting was called to order by Vice - Chairperson Mr. Redden. Mr. Redden asked
Police Chief Tooley to introduce new members Mr. Kidd, Mrs. Roberts, and Dr. Hardy -
Blake. Police Chief Tooley commented on his role with CAB and CAB's intent is to
seek input from the Committee and the community. Police Chief Tooley explained CAB
is not a complaint mechanism; members are encouraged to call the police department
or Police Chief Tooley with any complaints immediately and to not hold a complaint
until the next CAB meeting. Any suggestions members may have, a TV program, or
magazine articles that may enhance the police department and the community should
be brought to CAB and favorable suggestions will be forwarded to the City
Commission. All CAB members introduced themselves.
Mr. Redden requested approval of CAB minutes for September 8 and October 13, 1999
if there are no changes or corrections. Motioned by Mr. Johnson, seconded by Mrs.
Richardson, motion adopted for the minutes to be approved.
Police Chief Tooley commented to CAB members items discussed at the departmental
Staff Meeting on November 9 which included the police department has received ten
new vehicles that are now on the road. An article titled "12 Traits of Effective Police
Officers" was distributed to supervisors at the Staff Meeting to concentrate on and
share with their employees. Starting approximately January 10, 2000 police officers
will be executing a meet and greet door -to -door community policing program (program
to be named). In moving door -to -door the officers will leave educational information
bags with citizens. This program will be active during day and night shifts. November
1999 stats were distributed, Police Chief Tooley stated District 1 and District 2
separation line at Hwy 17 -92 opposed to 25 St. (west of 17 -92 District 1, east of 17 -92
District 2 made a significant difference re stats. Brochures on how to be a volunteer for
the police department, how to commend or complain re a police officer are being
designed. Police Chief Tooley explained and encouraged members to view the police
department's website (www.sanfordpolice.orq ). Atty Acevedo inquired if police
department policies would be placed on the website? Police Chief Tooley stated it
would be awhile before this is done, if done. Mr. Redden asked who makes the
decision on promotions? Police Chief Tooley stated he does. He

mentioned he expect police officers to be problem solvers and also commented on the
procedure of the upcoming promotions. The Fraternal Order of Police Contract puts
constraints on some items; Police Chief Tooley is looking at improving the promotional
procedure. Following promotions, the department's reorganization should be final by
late December 1999.
Regarding Y2K police officers will ride double Y2K eve through Sunday 6 pm
(01/02/00). Monday officers will ride double again due to banks and businesses
opening from the weekend. There is no City event scheduled for Y2K.
Mrs. Richardson suggested if a news article could be published re limiting the shooting
of firearms during Y2K celebration. Dr. Hardy -Blake suggested to get the community
involved re Y2K celebration, also the school resource officers can assist in relaying
Y2K celebration information (do's and don'ts).
Police Chief Tooley has ordered millennium badges for sworn personnel that will be
worn during the year 2000 only. It is still to be decided as to how the millennium badge
will be presented to officers after use; to be given for retirement or by back.
Mr. Johnson (works at County Services Building) stated there is a rash of car burglaries
that happen over the weekends; the burglaries are found on Monday's when returning
to work. Police Chief Tooley to check. Mr. Redden inquired of calls made after 5 pm to
the police department. Is there any way a citizen can get a direct person rather than a
recording or voice mail? Police Chief Tooley stated to hire an employee after 5 pm
would involve the budget; further research is being conducted regarding handling
police calls after 5 pm. Mrs. Richardson inquired of Drug Free Zone signs being
posted near the Boys and Girls Club (Persimmon Ave.) and if penalties could be
applied /enhanced for drug activity in the area.
Ms. Patsy Thompson inquired if an Injunction for Protection could be obtained against
drug dealers to stay out of an area? Police Chief Tooley advised no; illegal.
There being no further business, the meeting was adjourned at 8:10 PM.
