PRESENT: Dean Ray, Oscar Redden, David Johnson, Manuel Acevedo -Atty,
Tom Carpenter, Brian F. Tooley -Chief of Police, and Gracy Posley
Audience: Joe DeSantis - Seminole Herald, and Patsy Thompson
Absent: Phyllis Richardson
This meeting was called to order by Chairperson Mr. Ray. Due to there not being a
quorum, Minutes for September 8, 1999 were tabled for the November 10, 1999
meeting.
Police Chief Tooley advised CAB the Communication Center transfer to the Sheriffs
Office is going well. The exterior police phone for service after 5 PM is installed and
active, professional signs for citizens requesting police services walking in after 5 PM
are being printed, extra exterior lighting has been added, and an alarm for the front
reception area has been installed. Police Chief Tooley commented mobile computer
terminals (MCT's) in police vehicles will be in effect in approximately 60 days. Also,
CAD statistics being furnished have been discussed with the Sheriff and staff and
should easily be provided.
Police Chief Tooley explained the revised Community Service Areas map effective
10/03/99. District 1 and District 2 separation line at Hwy 17 -92 opposed to 25 St.
(west of 17 -92 District 1, east of 17 -92 District 2). CSA's have been changed from
eleven to seven. If more than seven officers are on duty during a shift, the additional
(priority) officers will patrol problematic areas. For example, if an outbreak of
burglaries develop in a CSA the priority officer will cover the area. When CSA's were
established (4/99), it was recommended officers would remain in a CSA for
approximately two years. Police Chief Tooley advised the two year theory is good, but
not practical. Officers will be routinely rotated yearly in the GSA's. Police Chief
Tooley distributed and discussed the September 1999 departmental statistics.
Four CAB vacancies are in the process of being filled. Mr. Ray, Mr. Johnson,
Mrs. Richardson, and Mr. Carpenter have been reappointed for two years.
Mr. Redden inquired to Police Chief Tooley if the transfer of the Communications
Center was a step toward phasing out the police department? Police Chief Tooley
advised he is unaware of any plan of this nature. Police Chief Tooley stated this
question came about during the Public Administration Study; the City Commission
detected this was not a change the citizens wanted. Police Chief Tooley

elaborated re cities, i.e., Longwood Police Dept. that transferred dispatching to the
County. Adding some items can be contracted, some cannot.
Atty Acevedo inquired regarding juvenile truancy, somewhat unsure of law
enforcement's role. Police Chief Tooley advised of the Sheriff's Office truancy
enforcement program the police department is apart of.
Mr. Redden stated he is excited about Police Chief Tooley's changes concerning the
police department and citizens, and asked, "is CAB helping "? Police Chief Tooley
commented his modification of plans does involve a process and welcomed CAB
members to offer suggestions, ideas, etc. and also "what would CAB like to see
happen ".
There being no further business, the meeting was adjourned at 8:05 PM.
