City Commission Conference Room PRESENT: Dean Ray, David Johnson, Tom Carpenter, Oscar Redden, Phyllis Richardson, Manuel Acevedo -Atty, Brian Tooley - Police Chief, and Gracy Posley This meeting was called to order by Chairperson Mr. Ray. Mr. Ray requested approval of CAB minutes for August 11, 1999 if there are no changes or corrections. Motioned by Mr. Johnson, seconded by Mr. Acevedo, motion adopted for the minutes to be approved. Chief Tooley addressed CAB members advising them of the Communications Center being transferred to the Sheriffs Office facility on 10/03/99. Dispatchers will answer calls as Sanford Police Department. Police officers will shortly be able to communicate via computer from their police vehicle utilizing the Sheriffs Office advanced technology. Community Service Areas (CSAs) are being revised effective 10/03/99. The Sheriffs Office computers will also be reprogrammed to incorporate Sanford Police Department's districting. CSAs will be changed from eleven to seven areas with the District 1 and District 2 separation line at Hwy 17 -92 opposed to 25 St. (west of 17 -92 District 1, east of 17 -92 District 2). Chief Tooley explained the police department's August squads statistical report which displayed an example of District 1 statistics doubling District 2 with the division line at 25 St. If more than seven officers are on duty, the additional officer(s) will patrol problematic areas. Chief Tooley is assessing the operating hours for the 13 Community Service Center; the idea of the CSCenter is for police presence. A Community Service Officer is assigned to the CSCenter. Presently there is not enough manpower to staff the CSCenter full -time. Chief Tooley explained the duties of a CSO at the CSCenter to include greeting citizens to preparing non -sworn reports as required. Suggestions were discussed re usage of the CSCenter involving various hours. Mr. Redden inquired as to why are uniformed Lieutenant's vehicles marked? Stating there is an advantage to sworn officers for the vehicle to be unmarked. Mr. Carpenter stated the marked vehicle is advantageous to the citizens. Chief Tooley commented how all vehicles are being utilized is being examined. This is a budget item. Chief Tooley explained the draft commendation /complaint brochure that will be available to citizens re the procedure of a compliment or complaint on an officer. He also explained the complaint investigative process. CAB Minutes September 8, 1999 Page 2 of 2 Mr. Redden asked what would serve Chief Tooley best as Police Chief, a Captain and an Assistant Chief, or two Captains? Chief Tooley explained the duties of a Captain and Assistant Chief, commenting he has not made a decision on the two management positions. Chief Tooley advised over the next few months he will make a proposal to the City Manager /City Commission regarding the two positions. Chief Tooley has met with all employees. He is presently individually meeting with Lieutenants and will meet with the Sergeants. Once these appointments are completed, he will decide on his organizational structure. Chief Tooley stated accountability, goals and objectives are key factors to being an administrator. Mr. Acevedo inquired of the supervisory ratio to the size of the police department? Chief Tooley explained police departments are para - military and you want structure, there is no magic number for supervisory ratio; stating the police department need structure. Chief Tooley advised QUAD has been reactivated and will be more tactical and anti - crime. He is considering renaming QUAD and its redirection. Chief Tooley is in the process of filling the four CAB vacancies. He will also be undertaking establishing a citizens police academy. There being no further business, the meeting was adjourned at 8:20 PM.
