CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, August 11, 1999 7:00 P.M.
City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Phyllis Richardson, David
Johnson, Manuel Acevedo -Atty, Lt Mitch Tindel, Police Chief Brian
Tooley, and Gracy Posley

This meeting was called to order by Chairperson Mr. Ray. Mr. Ray requested approval
of CAB minutes for March 10 - July 14, 1999 if there are no changes or corrections.
Motioned by Mr. Johnson, seconded by Mrs. Richardson, motion adopted for the
minutes to be approved.
Lt Tindel introduced Police Chief Brian Tooley to CAB members. Lt Tindel informed
members items to be handled from the 7/14 meeting - suspicious U -Haul trailer at 915
Maple Ave., Mr. Huber's incident of his Jaguar (hit and run), Mrs. Richardson's Burger
King exit/entrance traffic hazard at E. 3' St. have been handled. CCIB will continue to
monitor prostitution activities at 11 St. /Maple Ave. and Magnolia Ave. as requested by
Patsy Thompson.
Chief Tooley acquainted CAB members with his 27 years of law enforcement history,
and his recent position with Orlando Police Department as Deputy Police Chief. The
various divisions he has operated along with establishing community developments
were explained. Chief Tooley also discussed his philosophy and approach in
managing as the Chief of Police. He commented re the Public Administration Service
study, some recommendations have been handled other items still need to be
completed. Chief Tooley advised members he will be giving himself 90 days to
evaluate matters before he does any reorganizing or promotions. It is scheduled for
the Police Chief to meeting with all employees August 12 and 13. Integrity and respect
are qualities of Chief Tooley's that are non - negotiable and will be expected of
employees.
Mr. Redden asked, "Why are certain areas of town enforced re loitering when other
parts aren't " ?; indicating 13 St. area. Mr. Redden stated until serious enforcement
happens, the people will continue to loiter 13 St. Lt Tindel commented the 13 St.
area has been patrolled heavily by the police department and the Sheriffs Office; the
loiterers go away and then they return. Lt Tindel stated patrol of this area has to be
continuous and forceful. Chief Tooley advised members this matter will be noted and
patrol will be increased.

Mr. Ray inquired re the QUAD Unit. Chief Tooley stated when Community Service
Areas were established, officers from specialty units had to be placed in CSA's for
staffing. As soon as feasible QUAD will be reactivated. Presently, CSA's are
functioning some conditions to be improved.
Chief Tooley advised re recruitment any person who is a quality person will be
considered for recruitment. Pool applicants from Orlando Police Department will
possibly be considered. The police department's's training has been moderate, some
areas to be improved. The Police Chief will also have training classes arranged to
enhance supervisors.
Chief Tooley mentioned the police department's Communication Center will be
transferred to the Sheriffs Complex 10/3. Members were made aware once the Comm
Center is relocated, their will be no one at the front counter after 5 pm to greet citizens
or complainants. This issue is being addressed to be handled as appropriately as
possible. It is also being discussed how this vacant area will be used for maximum
purpose.
Chief Tooley is aware CAB has four vacancies. He requested input from CAB
members re names for membership. He discussed CAB's Orientation Process per
revised Ordinance #3494 - 6/99. The Police Chief will be establishing a formal
orientation process along with a Citizens Police Academy. The CPAcademy will be
taught by supervisors, officers, etc. containing subjects of patrol, drug awareness
resistance education, gun range, laws, legalities, and so forth. The academy will
consist of business /community leaders, ethical citizens, etc. Chief Tooley encouraged
CAB members to utilize the Ride Along Program.
Mr. Carpenter asked the Police Chiefs views on Neighborhood Watch. Chief Tooley
commented neighborhood watch is a great concept. The citizens must keep the
program nurtured; many times the citizens /programs run out of steam. The community
and police department must work together.
