PRESENT: Dean Ray, Tom Carpenter, Phyllis Richardson, Manuel Acevedo -Atty,
David Johnson, Mitchell Tindel- Acting Police Chief, and Gracy Posley
Audience: Mr. & Mrs. Richard Huber, and Patsy Thompson
Absent: Oscar Redden (unexcused)
This meeting was called to order by Chairperson Mr. Ray. Due to there not being a quorum, Minutes
from March 10 through June 9 will be tabled for the August 1999 meeting.
Mr. Ray emphasized the importance of having a quorum at CAB meetings; six members must be
present.
A/Chief Tindel introduced himself to members present. A/Chief Tindel discussed revised CAB
Ordinance #3494 which involves CAB members to be appointed by the Police Chief, and clarification of
CAB's roles and responsibilities. CAB's current vacancies will be appointed by the new Police Chief.
The Ride -Along Program with the Police Department is specified in Section 2 -475. (f) of the revised
Ordinance. CAB members can utilize the Ride -Along Program at all times. Mrs. Richardson inquired if a
situation became volatile while riding with an officer, could the rider get out of the police vehicle?
A/Chief Tindel advised not to get out of the police vehicle if involved in a serious police call. Suggested
CAB members ride with the Lieutenant and /or Sergeant to become familiar with police operations and
other issues.
The Goldsboro Community Service Center (13 St) Grand Opening on July 1 was successful. A/Chief
Tindel advised the Community Service Center is good for the community. The Police Chief selection
has been narrowed to six applicants. A/Chief Tindel explained the Police Chief's three -stage assessment
process that will be held at Sanford Middle School, July 22. No plans have been made for the public to
attend the assessment; for assessment panel only. The six applicants will be analyzed by Police
Department Lieutenants, community leaders, and oral interview. These six applicants will be narrowed
to three. The City Manager will interview the final three applicants. City Manager will request approval at
the July 26 Commission meeting of the Police Chief he selected.
Approximately 30,000 - 40,000 citizens/visitors attended the July 4 event. Only one lack of traffic
enforcement complaint was received. A/Chief Tindel thanked the citizens and visitors for assisting police
officers with this event.
As suggested in the PAStudy of November 1997, the Police Department's Communication Center will be
contracted to the Sheriffs Office effective October 3, 1999. Employees will retain their current salaries,
benefits, and seniority. Dispatchers will report to the Sheriff's Complex. Longwood dispatchers are also
employed by the Sheriff. A/Chief Tindel stated the Police Department joining with the Sheriffs Office is
a positive move for the Police Department, the City, and citizens. The Sheriffs Office has an abundance
of state of the art modem technology that can also be shared with the police department. The twenty
team members of Tech Services are readily available at the Sheriffs Office to provide necessary
requested reports and information; the Police Department's Tech Services will be connected to the
Sheriffs Office Tech Services Division.

Mr. Ray inquired if any new police vehicles had been received. One vehicle of the ten ordered have
come in; the vehicles will probably come in as singles. Mr. Carpenter asked if it was foreseen for a
severe need of police vehicles in the near future? A /Chief Tindel stated the City Manager will be
establishing a Vehicle Management Committee and will be considering establishing a vehicle bank for all
City departments as vehicles are needed. Re purchasing compared to leasing vehicles for patrol, it is
more economical and cost effective to purchase vehicles. With leasing there is the responsibility of
maintenance, limited mileage, and the final condition of a vehicle when the lease ends. Mr. Carpenter
mentioned difficulties of patrol vehicles having at least four different drivers. Stated it would behoovial
long term if the Police Department could afford individual take -home vehicles for officers. A/Chief Tindel
commented vehicles are always a major budget item for any organization.
Mrs. Thompson (Operation Clean Sweep NW) commented on how positive a neighborhood watch can
be. Cpl Mike Taylor and Sanford Police Explorers helped tremendously with a recent children's
fingerprinting. The Explorers indulged in play with the children while also remaining efficient. Stated
Sanford Police Explorers are role models for the children. Mrs. Thompson and neighborhood watch
members have noticed a growing rapport and closeness with police officers and citizens in the
community. There is also a noticeable decline of crime in their neighborhood watch area (Cedar Ave. -
French Ave., 8 St. -11 St., Coastline Park included.) Ofr Paul Alfrey received a Certificate of Appreciation from
Operation Clean Sweep, July 1, 1999 for his assistance in his Community Service Area (CSA 14).
Mr. Huber (10"' /Magnolia) brought to A/Chief Tindel and CAB's attention the incident involving his Jaguar
that was a hit and run in his yard approximately two months ago around 2:30 AM. Mr. Huber advertised
a reward for information of the hit and run of his vehicle. Mr. Huber stated the information he received
from the informant had been given to Officer Morgenstern re the driver of the hit and run vehicle.
Mr. Huber advised he's left messages for Officer Morgenstem; he has not received a response from
Officer Morgenstern. A/Chief Tindel will ensure Officer Morgenstern make contact with Mr. Huber.
A/Chief Tindel advised whenever a citizen has not received prompt service from an officer, to please
contact the supervisor or the Police Chief.
Mrs. Richardson mentioned the entrance/exit from 3r St. at the Burger King being a traffic hazard.
A/Chief Tindel will have the area surveyed by the Traffic Division.
There being no further business, the meeting was adjourned at 8:15 PM.
