City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Atty Manuel Acevedo,
Acting Police Chief Thomas Bronson, and Gracy Posley
Audience: Bill Kerns, Seminole Herald
Absent: David Johnson (excused), Phyllis Richardson (unexcused)
This meeting was called to order by Chairperson Mr. Ray. Due to there not being a quorum, Minutes for
March 10, April 14, and May 12, 1999 were tabled for the July 1999 meeting.
Acting Police Chief Bronson relayed to members Lt Mitch Tindel of the Investigations Division will be the Acting
Police Chief effective 06 /25/99 as his replacement. APChief Bronson will be a Reserve Officer with the Sheriff's
Office CCIB Unit.
The First Reading of the CABoard's proposed revised Ordinance will be at the 06/14 City Commission meeting for
members wanting to attend. APChief Bronson advised the Goldsboro Community Service Center is open to the
public Monday - Friday, 8:30 am - 4:30 pm. CABoard members can tour the facility at any time. The supervisor
of the CSCenter has been changed to Lt Aaron Keith. Officers are presently receiving defensive tactics training.
During 06/14 week officers will be busy with the first stage of defensive driving (EVOC). Police Chief applicants
have been narrowed to 13. Possibly, by late July the new Police Chief will be appointed. Lt Willie Harden is
schedule to give a presentation at the City Commission meeting of June 22 re Relationships With Pay Phones and
Law Enforcement. APChief Bronson advised members of paperwork served to Ofr Jody Smith for dismissal re two
counts of battery. An Internal Affairs Investigation concluded three General Orders were violated, also conduct
unbecoming of an officer. The right to appeal process for a disciplinary action was explained. Ofr Fred Johnson is
appealing a two days suspension without pay re an accident, whereas the Collision Review Board recommended
discipline. APChief Bronson explained his position of exercising progressive discipline.
Mr. Redden commented the public demands high respect from police officers. Mr. Carpenter stated there is a
direct correlation between the way an officer handles home and handling the public.
Mr. Carpenter is on the Census 2000 Committee. Fair share money in areas require proper people count. He is
promoting and requested members to relay support and participation in the Census.
APChief Bronson thanked CABoard members for their assistance.
There being no further business, the meeting was adjourned at 8 :00 PM.
