City Commission Conference Room MEMBERS PRESENT: Dean Ray, Tom Carpenter, Phyllis Richardson, Acting Police Chief Thomas Bronson, and Gracy Posley This meeting was called to order by Chairperson Mr. Ray. Due to there not being a quorum, March 10, 1999 Minutes were tabled for the May 12 meeting. Acting Police Chief Bronson advised CAB members present he did forward the Boards feedback re CAB's roles, responsibilities and membership appointment to the City Manager. The City Commission's consensus is for CAB members to be appointed by the Police Chief. Once approved by the City Commission, the CAB Ordinance will be amended to include changes of CAB's roles, responsibilities and membership appointment. The 13 Street Community Service Center has been delivered. The electricity, telephone, and computer lines are connected. Cumberland Farms, Lake Mary Blvd/ 17 -92 is being sought as a Community Service Center. Acting Police Chief Bronson discussed the Use of Force, Civilian Volunteer Program, and Chaplain Corps policies. The police department's Uniform policy is being revised re appearance, style, and type of uniform(s). Various units of the police department are required to wear different uniforms. A policy re transfer procedure within the department is being established. On April 12 the City Commission approved Acting Police Chief Bronson's departmental reorganization. Due to the reorganization Jimmy Betts, Ron Daugherty, and Randy Smith were promoted to Police Sergeant, Marc Kovacs was promoted to Police Corporal. Acting Police Chief Bronson commented Sgt Darrel Presley has been transferred into the department's Professional Standards /Accreditation Division. This Division handles citizen complaints, internal affairs, and accreditation. Acting Police Chief Bronson defined accreditation as "specifically outlining the professionalism of a police department ". The Professional Standards Division ensures departmental general orders, policies, the police building, etc. are up to standards. The Sanford Police Department is working toward becoming State accredited, then Nationally accredited. The Sheriff's Office is National and Altamonte Springs Police Department is State accredited. Another portion of the department's reorganization Districting /Community Service Areas will be implemented April 17, 6 AM. CSAreas will have assigned officers on the CAB Minutes April 14, 1999 Page 2 of 2 average of two years. CSA assignment will give officers and citizens the opportunity of getting to know one another and for citizens to be able to trust the officers and the police department. Officers continue attending bike school training. It is being considered to utilize funds from the Law Enforcement Trust Fund to purchase bikes for officers assigned to CSA's. Officers would be able to ride the bikes as approved by their supervisor. The police department should be receiving ten new vehicles in any day. Acting Police Chief Bronson advised himself and supervisors review 12 hr shift reports Monday - Friday. Appropriate information will continue to be relayed to District/CSArea supervisors. Police reports are public information and are provided to the media daily. Juvenile arrests (other than felony) are not public record. Acting Police Chief Bronson will be reviewing the department's $6 million budget with the City Manager in the near future. This budget includes multiple capital expenses. Acting Police Chief Bronson advised of the Orlando Sentinel law suit against himself /City of Sanford Police Department re the March 1999 Rosecliff Homicides. The suit is due to Acting Police Chief Bronson refusing to release 9 -1 -1 information pertinent to the case. Direction is being received from the City Attorney and State Attorneys Office. Chairperson Mr. Ray had Patsy Thompson introduce herself. Ms. Thompson and neighbors began a neighborhood watch on 04/06/99 for the area of 8 St - 11 St between Cedar Ave. and French Ave. Neighborhood watch will include Coastline Park. Acting Police Chief Bronson advised police will be of great assistance to this area with the implementation of the CSA's. Officers will be able assist with the prostitution, drug activity at 11 St. /Maple Ave. and the loitering at 10 St. /Maple Ave. Ms. Thompson has made contact with Code Enforcement re 10 St. /11th St. at Maple Ave. There being no further business, the meeting was adjourned at 8:00 PM.
